1.1 INTRODUCTION OF INDUSTRIAL TRAINING AND JUPEM

1.1 INDUSTRIAL TRAINING

The Industrial Training indicates to a program which aims to provide a managed good
practical training within a particular time frame. This training is provided by both
government organizations and in the private sector. During this semester break, we have
undergone industrial training at the Department of Survey and Mapping Malaysia
(JUPEM) all over Peninsular Malaysia or Sabah Sarawak. Basically, all science
geomatics students need to apply for the training and most of them choose the
departments that nearby with their house.

That why, we has chosen JUPEM Kelantan for our industrial training. The period for this
industrial training are about one month, that start from 06 September 2020 until 08
October 2020. These industrial training are combination of diploma and degree students
from the same university, UITM Arau Perlis. Then, we supervised under Encik Wan
Anas bin Wan AB Rahman. The supervisor has divided it into 2 small group which
consists 7 students for each group. We have been giving a schedule for our five weeks in
JUPEM.

For daily diary, each students is provided with log book which used as diary of their
work for each day on industrial training. The log book should be always updated for
every day and have sign from head of the branch. Furthermore, the log book will lately
become a reference during made a report of this industrial training. During this work, we
got many golden opportunities for being able to learn more about the work in survey
department and with this industrial training, we were able to gain more knowledge that
we are not able to learn in class.

Industrial training gives students important practical knowledge and skills and motivates
them to become successful and best professional engineers. In fact, industrial training is
to provide the best and relevant theoretical knowledge to be acquired in a given period of
time. This gives the responsibility for real-life jobs and interns to choose career options
with different work environments and publicity to the latest technologies currently used
by important and relevant industries, etc.
1.2 OBJECTIVE OF INDUSTRIAL TRAINING

 To exposed the student with real working environment of cadastral survey and
workflow of survey application on the Department of Surveying and Mapping.
 To build a person that have survey personality which is can work as one team,
confidence on their own word and have responsible toward the work that being carried
out.
 To gain more experience based on basic that have learned on the class by applying it
on the real working situation.
 To train the students to being more discipline, interest on learning new things about
survey and know what actually Department of Surveying and Mapping really are.
1.3 INTRODUCTION OF JUPEM

Department of Surveying and Mapping Malaysia ( JUPEM ) known as government


agencies are started their activities of survey and mapping from first Department of Survey
at Johor in 1885. These agencies also perform in geospatial data managing and all sort of
map. Furthermore, the JUPEM survey and mapping activities, the certain data are limited
to public which is to protect the country sovereignty. All of the activities that being made
by JUPEM are too helped the development progress on country and stimulate the country
social economy.

JUPEM are actually has improve their worked time to time to improve their services and
product. The improvements are such as the process of data on the server which has been
change or restructuring on certain section and there is some section has been repealed due
to perform the data faster. Furthermore, the regulation and amendment about strata title
are also been replaced to help either developer or buyers. Event now days, mostly
information can have been having on real time but still need post processing to get more
accurate information.

Then, JUPEM also served as a survey and mapping advisor to the national government,
this department actively protects the country's sovereignty through national and state
boundaries. These activities are also important for the social and economic development of
the country. Besides, JUPEM committed to the provision of quality survey and mapping
services and effective geospatial data management, JUPEM has undertaken various
restructuring and modernization programs to improve the products and services offered.
This has ensured that JUPEM operates at the forefront of the latest technology.
1.4 OBJECTIVES OF JUPEM

 To ensure the products of land survey and mapping services meets the quality
acceptance and customer’s needs.
 To provide complete and conclusive cadastral information too discharge of land,
strata and stratum tittle.
 To make JUPEM as an excellent reference centre in fields work of survey and
mapping.
 To ensure well maintenance, up to date cadastral and mapping database to meet
needs of national geospatial infrastructure.
1.5 MISSION AND VISION OF JUPEM
i. Mission

 To improve the quality in surveying and mapping services along with


managing the geospatial through an excellent system with efficient human
resources and conductive working environment.

ii. Vision

 To ensure and make JUPEM as one of eminent organization that provides


and outstanding survey and mapping services as well on geospatial data
management to fulfil the requirement of nation vision’s.

1.6 FUNCTION OF JUPEM

 Advising the government in the field of cadastral survey, mapping and


geospatial as well as the state and international boundaries.
 Providing complete and conclusive cadastral survey information for the
purpose of issuing land titles, strata and stratum.
 Managing the cadastral survey and mapping database efficiently.
 Publishing topographic, cadastral, thematic, and underground utility maps
for planning, natural resources management, environmental conservation,
development, monitoring, and security purposes.
 Providing geodetic infrastructure for cadastral surveying, mapping,
engineering and scientific research.
 Providing a comprehensive and integrated geospatial defence services
for the purpose of defence and security.
 Publishing astronomical and astronomy products which include qiblah
direction tables, prayers time, rukyah hilal data, hijra calendar and
eclipse information and syariah astronomical almanac.
1.7 DEFINITION OF JUPEM’S LOGO

The designs of logo are consisting of dots, great circle and orbits which is represent to :

• JUPEM’s logo design consists of three basic form of dots, circle and orbit line. These dots
are separated by the orbit line that reflects JUPEM’s two main activities, which are the
cadastral survey and mapping survey activities.
• The orange colour signifies joy, glory and JUPEM’s sensitivity to customer’s need and
acknowledges the existence and importance of JUPEM to the nation and community.
• The green colour is the official colour of the department and has been chosen to reflect
JUPEM is always caring and giving serious attention to the aspects of nature in the
preservation of a healthy environment.
• The dots appearance gives an indication that JUPEM is using electronic technology,
networking system to enhance its survey, and mapping information.
• The orbit line is emphasizing the importance of communication, information
dissemination and networking.

In general, JUPEM’s logo displayed as more energetic, dynamic, progressive and able to
compete universal challenges, especially in the provision of survey and mapping infrastructure
to support the National Development Policy.

2.0 SURVEY APPLICATION (PU) SECTION

ENCIK MOHD FAUZI BIN OMAR

2.1 NTRODUCTION

In this section, the person that responsibility in conduct and give information are Encik
Mohd Fauzi bin Omar. Survey Application is known as PU and it were under section of
Land Ownership. All work is being register on e-PU which is received the register and
record of survey application (PU) from the District Land Office, Office of Land & Mines
(OLM) or the Department of Director General of Lands & Mines (DGLM). The survey
application is used to make survey work on the area or lot that has been apply. All the
work such as survey alienation, acquisition or gazette land need to register and record
first before it can be carrying out. In this section, there are two purposes which are
applied for alienation and gazette. Alienation is vacant land applied for by an individual
who is eligible and gazette is for safety of property. Furthermore, there are two types of
land tittle that will present, living grant and strata. The survey application document data
will be kept in Cadastral Survey Record System (CSRS) for record of survey application
(PU) using e-Cadastral system.

2.2 OBJECTIVES

 Receive and process application of survey received from land office District Land
Office (DLO), Office of Land & Mines (OLM) or the Department of Director
General of Lands & Mines (DGLM) within one month from the data of receipt.
 Solve and obtained the number of lot.
 Produce digital outsourced work.

2.4 PROCEDURE OF WORK

 Find lot nearest to the survey area.


 Register temporary file for new lot
 By using e-SPID, scan all the documents and rename each document with suitable categorny
 Next, go to the “Kerja dalam Tindakan “ then choose file and send it to KCPU for approval
 KCPU will send the received file to the PPU for approval.
 File has been approval by PPU
 After that, file has been changed from temporary to permanent file.
 PPU will the approved file to the KCPU for the next step.
 File send by KCPU to the DCPU for making SKL ASCII
 Next, choose file and edit the file.
 Full fill and save all the details.
 Lots number will appear then click e-PU for the next step.
 For e-PU , click new job and click ok.
 Goto search (NDCDB) , then key in details that stated in the “pelan permohonan ukur” and pick
any lot that located nearest to the survey lot as a datum.
 Next, click check out.
 Go to the graphic editing tool, click CAD and click button COGO to establish new line for a
datum to create the new lots.
 Next, click button get point and choose any suitable boundary mark from existing lot with
NDCDB. Key in the bearing and distance and new line will appear.
 Continue step 18 until the lot close.
 Next, check the area for both lots by comparing the areas between calculated area and approved
area.Go to the e-PU and choose featurize button.
 Next, assign lot. Do it one by one for both lots.
 Check the area for both of lots, if the differencebless than 5% then it is acceptable
 For PU check list, tick all the components
 Next, produce ASCII. And extract lot.
 Then, transpose the lots by drag any line to the actual boundary of lot.
 Append the job and send the file to KCPU.

3.1 INTRODUCTION

District Survey Office (JUJ) is the one most crucial unit of the Department of Surveying and
Mapping (JUPEM). JUJ carries a variety of measures based on the needs of the department.
The based for this department is on the application of cadastral survey. In JUJ, there are
connections between two units which is the eCRM and the eTSM work. We are in JUJ East
for one week from September 13, 2020 until September 17, 2020. In JUJ East, we have been
given a brief overview of the actual external work with a description of the method and
purpose of the measurement.

3.2OBJECTIVE

 To make sure every mark and measurement on fieldwork is as recommendation


from measurement guidelines/survey application and related regulations.
 To ensure that measurements can be carries out as soon as possible and to
produce accurately can use to provide a quality ownership plan.
 Re-examine, storing and sending measurement data from fieldwork state JUPEM.

 Maximum fieldwork and achieve high quality and accurate measurement.


3.3 FUNCTIONS

 Give advising services to State Authority on cadastral measurement for the purpose
of developing country in future.
 Do the measurement work especially in cadastral field.

 Established boundary mark, survey lot and equipment calibration (daily checking,
DFT test and EDM calibration).
 Storing, arranging and protect all cadastral record with secure and systematic for
Land Administration used.
 Receiving and carried out all cadastral measurement and examine all private
surveyor company work.
 Computing, preparing certified plan and preparing title for determining the exact lot.

 Re-survey for planning land project such as for Low Coast Housing Scheme,
FELDA Scheme, FELCRA and so on before title can be issue.
 Upgrading measurement class for agriculture lot from second and third class to first class.

 Carried out all kinds of measurement such as determining Kiblah direction Hilal
measurement for purpose of determining new moon of Ramadan and Syawal month,
re- survey as need by court.

3.5 e-CRM (Cadastral Reference Mark)

e- CRM is a new module in e-cadastre project where the surveyors were exposed to the usage
of high end GPS surveying equipments, Trimble R8 GNSS receiver. e-CRM used in 2009. It is
a module with the aim of creating CRM points or control points within the GLMS layer
database using GPS surveying equipment. This unit established were to do coordinate
correction and record the survey application (PU) that received from Pejabat Tanah Daerah
(PTD) and Pejabat Tanah & Galian (PTG)/ Jabatan Ketua Pengarah Tanah & Galian. eCRM or
GPS surveying technique has indeed reduced the troubles of locating old reference mark and
the limitation of total station due to line of sight.

3.6 FLOW CHART (CRM WORK)


3.7 eTSM

Title survey module is a module that has been used in JUJ unit when doing the survey
site. This module will be used from the starting work until all the data have been
collected and the work finish. These modules have been installed in tough book and can
be used by surveyor. This software is designed to meet the needs of the rapidly cadastral
surveying. This is the basic software MapInfo where it has been adapted for use in Tablet
PC, Flash Card GPS and Total Station. These e-TSM modules have direct connected
with internet use Modem and GPS. All the works have been done at site can be direct
send to the office trough this module. With have this module, the work process in
JUPEM also become easier and faster. All work at site can be detected by internet and
GPS in tough book. After work has done, all the data in e-TSM module will be process
in StarNet software and the error can be check by surveyor before send the job.

eTSM has been enhanced with the following characteristics:


 involve JUPEM2U

 start with the observation datum sun


 for each lot number of the station
 files 16ASCII
 LSA (Least Square Adjustment)
 crossing to lot intake (SKL @ NDCDB)
 Three marks CRM in which two mutually visible

Key that works for this eTSM categorized as follows:


a) eTSM new features and improvements
b) involves the Star Net
c) an ASCII files

Before start the survey, firstly we need to find the CRM point to obtain the
coordinate of the point. From this coordinate can get the bearing and distance of
every station of the lot. After finding the CRM point, must do the Different Field
Test of the instrument. If the instrument is ‘ok’, can continue our survey works.

4.0 QUALITY REVIEW SECTION

4.1 INTRODUCTION

eQC is an application which is set up to review and ensure all 16 ASCII data releases
measured by Surveyors through the JUPEM2U system. Once the eTSM application is
managed by a Licensed Surveyor, all 16 ASCII data will be generated and sent to JUPEM for
verification and review.

4.2 OBJECTIVES DEPARTMENT

 Ensure cadastral measurement products and services and mapping meet quality
systems and meet customer needs.
 Ensure the creation and maintenance of an updated and quality Cadastral Survey and
Mapping Database to meet the needs of infrastructure and geospatial data country.
 Make JUPEM a center of excellence and reference in the field of cadastral surveying
and mapping.
 Ensure determination, marking and measurement state and international borders meet
the needs of state administration as well as guarantee national sovereignty

4.3 SECTION / BRANCH OBJECTIVES

 Ensure data is measured by external work teams meet the requirements and
requirements of the department.
 Ensure that the data measured by the Licensed Land Surveyor in accordance with the
department’s requirements that have been set and meet the quality system and meet the
needs of customers.
 Ensure that the quality review of title measurements data is organized and meet the
requirements of manual, regulations and prescribed circulars.

 Department of digital plan is used to updating the data using Cadastral Survey
Record System ( CSRS ).
 At this department it will provide 2 plan and borang Pengesahan Upah Ukur. It is

1. Choose file in CSRS
2. Choose the module that want to do ( ePA,eB1,eFee )
3. Click Frame Control to choose the location of lot
4. Choose the PA file
5. Select “LAYOUT” to edit the plan & Double click in the frame layout to active editing
6. Add the information in the plan for nearby lots
7. Add note in the table ( name of a prosessor )

o Provide geospatial information infrastructure for use by Government, Private and public

6.4 PROCEDURE OF WORK

2. Choose file
3. Click “eSpid” to scan the document.
4. Next,click “eDw” to make draft warta.
5. On “eDw”…click “eWarta” and go to “Local”
6. Create new job(Under Spatial Category)
7. Find the location of lot
8. Active the layer indexmap(No Syit) and automatic label
9. Tick NDCBD lot layer
10. Click the selected lot and publish lot number.
11. START DRAWING in Ewarta using CAD tools
12. Get point and cogo(bearing and distance)
13. Finish the drawing
14. Featurise
15. Save into oracle and append
16. After get approval from PTG,we start make ePw.
17. Start job
18. Preparation Setup (Scale,Labelling,Paper size, and Font size)
19. Prepare the gazette plan (Scale) .
20. Result view and edit label BDYText
21. Add coordinates and information
22. Then, we can get final result. For example, refer figure 6.4.1

7.1 INTRODUCTION

Department of digital plan is used to updating the data using Cadastral Survey
Record System ( CSRS ).

7.2 OBJECTIVES

It will provide Cadastral Survey Database for digital information products and
smart partnerships between agencies
Scanning and drawing admits plan to use module to generate database CSRS
(raster) Sales information in e-commerce or counter service

7.3 FUNCTION

 Update measurement data and populate it into the Cadastral Survey Database (NDCDB).
 Manage the entry of lots that have gone through the eSPEK process into the LAAM
database (PA_eKAD).
 Manage non-existent PA entries in the NDCDB and PDUK databases entered into the
NDCDB (KEYBOARD DATA ENTRY);
 Manage the entry of transition lots into NDCDB.
 Complete NDCDB Lots with Survey Not Required (SNR) lot.
 Update relative lots to absolute lots using module R2A;
 Manage the entry of absolute lots into the NDCDB (RNA).
 Breaking blocks identified as having too dense data (SPLIT BLOCK).
 Managed the generation of PDUK lots into NDCDB lots (MISSING LOT).

5. Click “Tukar Blok Aktif” based on Block NO.

7. Data will window will pop up and we need to “RUN” the data
8. We need to click COD PA e-Kad and click “ Papar Terabas Lapangan”
9. Map Info window will pop up and said the next process that need to do.
10. Data window will pop up,cause here has a hidden data, so we need to open it first and
“save “

8.1 INTRODUCTION TO SURVEY CONTROL DEPARTMENT

CRM is a short form for Cadastral Reference Mark which is like reference station in
cadastral work. CRM was reference point that was used as a datum when doing a
survey work and it is also was a reference mark for GDM2000 coordinate for purpose.
The main purpose of control survey department is to process data of crm that has been
taken by surveyor and licensed land surveyor. The process was done according to the
module that has been given. The module was divided into several part such as field and
office.

8.2 OBJECTIVE OF CONTROL SURVEY DEPARTMENT

 To make sure the datum where coordinate system and origin for GDM2000
coordinate system was at earth centre as geocentric.
 To process the baseline that was using GPS raw data using VRS information in the
PVM sub module.
 To compare and validate data from GPS between real time and post process in
PVM sub module.

8.3 FUNCTION OF CONTROL SURVEY DEPARTMENT


 Receive and checking the data of CRM reading that has been sent by surveyor.

 Processing the data for CRM that has been checked.

 Do the validation on the CRM data that has been processed and updated into the CRM
layer.
 Manage all the question and problem that involved control survey department.
8.4 MAIN COMPONENT OF e-CRM MODULE

8.4.1 DGPM MODULE


 GDPM- GNSS Data Post-processing Module use Trimble Business Centre
version 2.8 software for processing the data for CRM that was taken at
field.
 Only the Fixed Ambiguity for the baseline that has been processed can be
accepted. Float ambiguity solution was not accepted.
 The coordinate difference between two epok must be less than 2cm for
easting and northing component, meanwhile for heighting component
must be less than 6cm.

8.4.2 PVM MODULE

 The CRM data that has been processed must be validate using the Position
Validation Module (PVM) application before the it can be updated in the
CRM layer.
 The PVM Module will do the comparison and coordinate validation between
Real-Time and Static reading.

8.5 PROCEDURE OF WORK

1. Open work folder, download the CRM data to pc and save the information into
the pc.
2. Use the GNSS data processing module (GDPM),
3. Import the CRM data that has been download to DGPM, and import the GNSS
data Trimble Business Centre
4. Change the point ID, Bottom antenna mount, No series Trimble
5. Buy data using RTK, click VRINEX, set the date and time that we want with
coordinate of the CRM point. Then download the data.
6. Import virtual rinex data, process the baseline, check whether it is “fixed” or
“float”
7. Click “point list” report to check the easting, northing and heighting difference
between the airport does not exceed 2cm, 2cm, and 6cm for each.

10. Put the zip file to download the PVM module. Zip the file and the PVM
module.

9.1 INTRODUCTION

Multipurpose Database Section is a unit under the National Digital Cadastral Database
(NDCDB) in the Department of Survey and Mapping (JUPEM). This Section use GIS
Layer Management System (eGLMS) module to process the data. eGLMS is an
application to create, capture and maintain the following eGLMS layer in oracle spatial.

9.2 OBJECTIVE

 Establish and maintain eGLMS to be updated to meet the needs of national spatial data
infrastructure.
 Ensure the cadastral maps are constantly updated.

 Provides geospatial information infrastructure for government, private and public.

 Train staff to be efficient in terms of knowledge and the latest software technolog

10.1 INTRODUCTION
Inspectorate branch and Strata, Stratum, Marine is a unit created to place SSM digital
strata received by licensed surveyors. The branch also provide ground strata work and data
collection using Distometer.

Inspectorate branches and SSM have three types of strata namely Landed land, Townhouse
and Mixed. It exceeds two floors in one lot. The branch also has a scheme number and each
scheme number is not the same. Strata are divided into two, namely QT ( Quality Fight ) and
FT ( Final Title).

JUPEM will receive data strata of the licensed land surveyor and judge evaluate manually
before the work is delivered. SSM unit establish to house digital strata are received by
Licensed Surveyors. With the implementation of E-cadastral, the application of the new strata
of the review process for both fieldwork and office work can be adopted.

11.0 CONCLUSION (COMMENT & SUGGESTION)

My goals for practical in Department of Survey and Mapping Malaysia (DSMM) is to learn
and know how to produce B1-tiff plan including other section in DSMM such as Gazette Section
and Strata, Stratum and Marine Section.Next, I get to experience myself on how to register
survey application or “Permohonan Ukur (PU)“ , went to field for survey work and so on.Then, I
also get to know the workers who have been working there for a long time and they were so
nice to teach us what is the most occurred mistake when i doing the job at each section. So as a
conclusion, i can conclude that in order to create B1-tiff plan, it takes time and problems do
happen sometimes and in order to avoid it from happen, each work in each section must be made
in no rush and detailed.
My comment about JUPEM Kelantan is it helping students a lots of good things such as the
information about role of JUPEM. Practical training industry has provided the knowledge and
experience which is valuable to us. And then actually had a lot of knowledge which is very
important to us as a student. This industrial training is an important point because it can train
the skills learned by the students in their learning at the university where it can be applied
effectively. Industrial training is also a branch to build confidence and self-students for the real
world of work ahead in the future.

However, there also have a few weakness in JUPEM Kelantan. The common weakness is the
internet server. Since all the procedure use online system, JUPEM Kelantan should upgrade the
internet server to make sure the process becomes faster. The quality of working also can be
improve by upgrading the internet server.Besides,

Figure 1 show that we are doing fieldwork at Kampung Baru Perupok, Repek, Bachok,
Kelantan for one day.

Figure 2 show that we take a picture with our surveyor, Encik Samsor bin Ismail when
finish doing the fieldwork.
Figure 3 show that’s student doing calibration of instruments before start the job at the
site. Our site is near Oil Palm farm at Kampung Sungai Dua.

Figure 4 shows that we heard the briefing about eCRM by Encik Mohd Zaihan at Dataran
Al-Quran Kota Bharu, Kelantan. But we not doing the work because site for Ecrm is far
from us like Gua Musang, Kuala Krai and others.
