INTRODUCTION
Global terrorism is not a new phenomenon, yet it has come to tragic prominence since
September 11, 2001. While it is clear that fighting terrorism should be a priority for every
government on the globe that believes in individual liberty and freedom, there still exists
dispute over the optimal strategy. Yet, the means one chooses to fight an enemy reflect the
values, norms and principles one stands for, and, particularly in the fight against terrorism,
have become more important than the end itself.
International Security is a concept that applies, as it were, to steps taken to ensure collective
survival and security by States and foreign organizations, such as the UN, the European
Union and others. This includes military activity and international arrangements such as
agreements and treaties. Invariable links exist between international and national security.
Public security or state security in the world arena is international security. Global security
includes military and diplomatic measures that nations and international organizations such
as the United Nations and NATO take to ensure mutual safety and security. RAND provides
analyses that help policymakers understand political, military, and economic trends around
the world; the sources of potential regional conflict; and emerging threats to the global
security environment.

REVIEW OF LITERATURE
International Security: A Very Short Introduction
International security is still in the news. The themes of war and peace, military policy,
nuclear proliferation, and revisionist states remain central to the debate, but new problems
such as climate change, migration, poverty, health, and international terrorism have added to
the complexity. So, what's really important? Is it more important to prioritize state protection
or the needs of people, society, and the biosphere? What exactly are the issues? Are states as
much a part of the issue as they are of the solution to people's security concerns? With
globalization, the international security environment has become more interdependent than
ever before with the establishment of complex networks that make responding to and
managing security challenges increasingly difficult, but increasingly necessary.
