    COMES NOW, the Respondent, to this Honorable Office


    respectfully submits this Answer and states that:

    1. The Respondent received a copy of the Complaint filed


    before this Honorable Office on February 13, 2013, the same day as
    the scheduled preliminary conference. He was given until February
    20, 2013 to submit this Answer, hence, this Answer is filed well
    within the period.

    I, ARTURO L. SICAT of legal age, Filipino and with postal address at


    Gov. Pascual Street, Felix Subdivision, Barangay San Andres, Cainta, Rizal, after
    being duly sworn in accordance with law, hereby depose and state that:

    I am the Respondent in the case filed before the Second Division of the
    COMELEC entitled Engr. Crispino P. Pablo, Sr., vs. Arturo L. Sicat SPA No. 13-
    216 (DC). I have caused the preparation of the foregoing Answer, the allegations
    of which are true and correct of my own knowledge and authentic records.

    I have not commenced any other action or proceeding involving the same
    issue in the Supreme Court, Court of Appeals or in any other tribunal or agency.

    To the best of my knowledge, no such action or proceeding is pending in the


    Supreme Court, Court of Appeals or in any other tribunal or agency. If I should
    thereafter learn that a similar action or proceeding has been filed or is pending
    before the Supreme Court, the Court of Appeals, or any other tribunal or agency, I
    undertake to report that fact within five (5) days to the court where this instant
    Complaint is filed.
