    Mr. KELLER introduced the following bill; which was referred to the

    A BILL
    To expand the Protecting Europe’s Energy Security Act of
    2019 and require the reinstatement of sanctions waived
    with respect to Nord Stream 2 AG and corporate officers
    of Nord Stream 2 AG.

    1 Be it enacted by the Senate and House of Representa-


    2 tives of the United States of America in Congress assembled,
    3 SECTION 1. SHORT TITLE.

    4 This Act may be cited as the ‘‘Protecting Our


    5 Wellbeing by Expanding Russian Sanctions Act’’ or the
    6 ‘‘POWERS Act’’.

    1 SEC. 2. EXPANSION OF PROTECTING EUROPE’S ENERGY SE-

    2 CURITY ACT OF 2019.

    3 Section 7503(a)(1)(B) of the Protecting Europe’s


    4 Energy Security Act of 2019 (title LXXV of Public Law
    5 116–92; 22 U.S.C. 9526 note) is amended—
    6 (1) in clause (iv), by striking ‘‘; or’’ and insert-
    7 ing a semicolon;
    8 (2) in clause (v), by striking ‘‘; and’’ and insert-
    9 ing ‘‘; or’’; and
    10 (3) by adding at the end the following:
    11 ‘‘(vi) engaged in any transaction with
    12 any foreign person described in any of
    13 clauses (i) through (v); and’’.
    14 SEC. 3. REINSTATEMENT OF WAIVED SANCTIONS.

    15 Any sanctions under section 7503 of the Protecting


    16 Europe’s Energy Security Act of 2019 (title LXXV of
    17 Public Law 116–92; 22 U.S.C. 9526 note) or any other
    18 provision of law waived with respect to Nord Stream 2
    19 AG or any corporate officer of Nord Stream 2 AG before
    20 the date of the enactment of this Act—
    21 (1) shall be reinstated; and
    22 (2) notwithstanding subsection (f) of that sec-
    23 tion, may not be waived except pursuant to an Act
    24 of Congress.
