With reference to the above, I submit to state as follows :
The estimate for the work "Strengthening of Yeleswaram – Jaddangi Road from
Km.0/0 to 4/420 in East Godavari District” was sanctioned for Rs.279.00 Lakhs vide G.O.Rt.
No.66, dt.28.02.2020 Transport, (Roads & Buildings) (R-II) under RCPLWE scheme under
Package no.AP05RBLWE9 vide T.S. Memo No. 02/EG/RCPLWE/2019-20/DCE(RR)/EE/
DEE1/AEE5/2020, Dt.02-03-2020 of the Chief Engineer (R&B) Nabard, RDF, LWE, Vijayawada.
The work was entrusted to M/s. Vinayaka Constructions, Contractors, Ravulapalem with
Agreement Contract Value of Rs.2,41,33,270/- vide Agreement No. 14/2020-2021,0Dt: 13-07-
2020. The estimate Contract Value is Rs.2,30,08,170/-.

The site handed over to the contractor on dated 13-07-2020 and date fixed for completion
of the work is 12-04-2021 (9 months). The work was completed in all aspects within the
agreement time.
The 1st working estimate was sanctioned with certain deviations vide Chief Engineer
(R&B), NABARD, LWE Memo No: 12084/EG/RCPLWE/ DCE (RR)/EE/DEE1/AEE2/2019 Dt: 06-
10-2020. The 1st working estimate is sanctioned with the provision of strengthening of existing
road to a length of 2.770kms of BT and 0.750kms CC (Total length : 3.520kms). But, during the
execution of work, the strengthening of length of BT road comes to 2.792kms and CC Road
comes to 0.728kms (Total length : 3.520kms). Due to increase in length of BT road of length
22m, the corresponding quantities of BT item of work are slightly increased and simultaneously
the quantities of CC pavement are slightly decreased.
 Earth work for forming embankment with borrowed useful earth
There is “No Deviation” for Earth work for forming embankment with borrowed
useful earth.
 Construction of CC pavement and strengthening of BT road:

The 1 working estimate is sanctioned with the provision of strengthening of
existing road to a length of 2.770kms of BT and 0.750kms of CC, but, during the
execution of work, the strengthening of length of BT road comes to 2.792m and
CC Road comes to 0.728kms.
Due to increase in length of BT road of length 22m, the corresponding quantities
of BT item of work are slightly increased and simultaneously the quantities of CC
pavement are slightly decreased.
 Construction of Slab culvert 1 vent 2.0m span – 2nos :
The “Construction of slab Culverts” are since deleted in the 1st working estimate
and the deviations were approved vide Chief Engineer (R&B), NABARD, LWE
Memo No: 12084/ EG/ RCPLWE/ DCE (RR)/EE/DEE1/AEE2/2019 Dt: 06-10-
2020.
 Construction of 2 Rows of 1000mm dia pipe Culverts – 3nos in km
1/6,
km.2/6 and km.3/4 :
As per site conditions the Construction of 2 Rows of 1000mm dia RCC Pipe
Culvert – 1No. at km 3/4 was only executed. Hence the quantities obtained after
execution are incorporated in the 2nd working estimate.
 Construction of 1 Row of 1000mm dia RCC Pipe Culverts – 3 nos in km.2/4,
km.2/6 & km 3/6:
During the execution of 1 Row of 1000mm dia RCC Pipe Culverts the quantities
are slightly increased/ decreased as per site conditions. Hence the same are
incorporated in the 2nd working estimate.

 Road safety Interventions :


In the sanctioned estimate Road markings and studs were provided for edge lines
at curves and zebra crossings only. But as per road conditions centre line marking
and rumble strips are very much essential. Hence the same are incorporated in
the 2nd working estimate.

 L.S. Provisions :

In the sanctioned estimate, the L.S. Provision towards Price Adjustment is made
to an amount of Rs 5.00 Lakhs, but during the execution of work the cost of
materials used on the work are hike and the price adjustment was worked out to
an amount of Rs 7.15 Lakhs and accordingly the provision is made in the 2nd
working estimate.
1. The L.S. Provision towards seigniorage charges in the sanctioned estimate is
Rs.10,00,000/- But, in the 2nd working estimate Rs.9,47,000/- is provided as per
requirement.

2. The L.S. Provision towards Quality Control charges – No Deviation

3. The L.S. Provision towards shifting of utilities - No Deviation

4. LS Provision for PMGSY Logo Board, Semi Reflective Cautionary, Mandatory &
Informatory Boards, Semi Reflective Sign Boards, KM Stones, HM Stones, 5th
Stone – No Deviation

5. LS Provision for 150 mm PVC pipes and 300 mm dia water pipe lines under CC
Road – No Deviation

In view of the above circumstances, the 2 nd working estimate is prepared for Rs.279.00
lakhs as against the sanctioned Estimate amount of Rs.279.00 Lakhs with all the above
deviations and the position of working estimate considering excess tender premium & Price
adjustment is as follows:

 Amount of Working estimate : Rs. 2,79,00,000


 Deduct Excess tender amount : Rs. 10,64,588
 Sub total : Rs. 2,68,35,411
 Deduct Price Adjustment : Rs. 7,15,000
 Sub total : Rs. 2,61,20,411
 Deduct original sanctioned estimate : Rs. 2,79,00,000
 Less : Rs. 17,79,589
 % Less :-0.064 % Less

The necessity and provisions made are explained in the specification report
accompanying the working estimate, which is herewith submitted for favour of kind perusal and
request to approve the working estimate-II and communicate orders at an early date.

I further submit that in the 1 st working estimate, there is a provision of Rs 3.00 Lakhs
towards price adjustment. But after the execution of work the price adjustment was worked out to
an amount of Rs 8.00 Lakhs.
In view of above, working estimate –II for an amount of Rs 275.00 Lakhs is here with
submitted by duly enhancing provision towards price adjustment amount to Rs 8.00 Lakhs.

In view of the above circumstances, the working estimate - II is prepared for Rs.275.00
lakhs as against the sanctioned Estimate amount of Rs.279.00 Lakhs by duly enhancing
provision towards price adjustment amount to Rs 8.00 Lakhs and the position of working
estimate considering excess tender premium & Price adjustment is as follows:

 Amount of Working estimate : Rs. 2,75,00,000


 Deduct Excess tender amount : Rs. 10,43,357
 Sub total : Rs. 2,64,56,643
 Deduct Price Adjustment : Rs. 8,00,000

With reference to the above, I submit to state as follows :
The estimate for the work “Strengthening of Yeleswaram - Jaddangi road from Km 0/0 to
4/420 in East Godavari District”was sanctioned for Rs.279.00 vide reference 1st cited above.
The work was entrusted to M/s Vinayaka Constructions, Contractors, Ubalanka with Agreement
Contract Value of Rs. 2,41,33,270/- at 4.89% excess over the Estimate Contract Value of
Rs.2,30,08,171/- vide reference 3rd cited above with a stipulation to complete the work within (9)
nine months in all respects. i.e., by 12-04-2021.

The site handed over to the contractor on dated 13-07-2020 and date fixed for
completion of the work is 12-04-2021 (9 months). At present the contractor has mobilized the
materials and takeup the work.
The estimate for the above work is sanctioned with the provision of strengthening the
existing road intermediate lane road (5.50m).
1) Construction of CC pavement with the provision of GSB 100mm thick + M10 concrete
100mm + M30 concrete 200mm thick of 5.50m width from Km.0/900 to 1/600 to a
length of 700mts

2) The estimate is sanctioned with the crust of WMM 150 mm + BM 50mm + SDBC
25mm thick from km.1/600 to 4/420 to a length of 2820m.

3) Construction of 1 vent of 2.0m span slab culverts – 2nos in Km. 0/2 and 1/6.

4) Construction of 1 Row of 1000mm dia pipe culverts – 2nos in Km. 1/2 and 1/8.

5) Construction of 2 Rows of 1000mm dia pipe culverts – 3nos in Km.2/6 – 2nos and
1/8.

6) Providing Road Safety Interventions

During the execution of work the following deviations are found necessary as per the site
conditions and are explained as below:

 Earth work for forming embankment with borrowed useful earth


There is “No Deviation” for Earth work for forming embankment with borrowed
useful earth.
 Construction of CC pavement :
The construction of CC pavement is originally proposed to a length of 700m for
the stretch of the road from km.0/900 to 1/600 with the crust of GSB 100mm + M10
concrete 100mm thick +M30 concrete 200mm thick. But, subsequently the some of the
above stretches to a length of 345m, is raised with the crust of GSB and WMM for the
stretches from km.0/915 to 0/990 (75m), 1/020 to 1/060 (40m), 1/080 to 1/170 (90m),
km.1/305 to 1/445 (140m) under Urgent repairs grant and due to raise of existing road,
there is no need to construction of CC pavement in the above stretch.
But, during execution of work, the stretches of the road from km.2/300 to 2/815
(515m), 3/205 to 3/300 (95m) and km.4/335 to 4/420 (85m) total length of 700m needs to
be construction of CC pavement, since the above stretches are located foot of hillock
area and during rainy season heavy water flows on the existing road and also the
stretches are fallen in the village limits of and hence there is ever necessity to
construction of CC pavement. And also there is CC dips – 2nos are damaged in km.1/445
to 1/470(25m), km.3/300 to3/330 (30m) to a length of 55m and the damaged CC dips are
proposed with M30 Concrete of 200mm thick. Accordingly, the working estimate is
prepared with the above deviations and the quantity of M10 is slightly increased and the
quantity comes to 385 cum as against sanctioned quantity of 390cum and M30 quantity
comes to 840 cum as against sanctioned quantity of 770cum. The construction of CC
pavement is proposed to a length of 700m with the crust GSB of 100mm, but due to
recent cyclonic rains the entire crust is damaged and out of 700m, 460m length requires
the GSB crust of 200mm thick and same is incorporated in the working estimate and
hence the quantity of GSB comes to 667 cum as against the sanctioned quantity of 406
cum.
 WMM, BM & SDBC :
The provision towards WMM, BM and SDBC are slightly decreased due to following
reasons :
The stretch of the road to a length of 345m, is raised with the crust of GSB and
WMM for the stretches from km.0/915 to 0/990 (75m), 1/020 to 1/060 (40m), 1/080 to
1/170 (90m), km.1/305 to 1/445 (140m) under Urgent repairs grant and due to raise of
existing road, there is no need to provide WMM and hence the above stretches are
proposed with the BM +SDBC only and hence the quantities of WMM are decreased.
Due to increase of CC pavement to a length of 750m as against the sanctioned
length of 700m, the quantities of BM and SDBC are slightly decreased
 Construction of Slab culvert 1 vent 2.0m span – 2nos in km.0/2 and 1/6 :
During the preparation of the estimate, the road is fully covered with the heavy
jungle and the condition of the slab culverts couldn’t be identified and moreover the work
was sanctioned with the provision of strengthening of the existing road only. During the
execution of work, the existing culverts are found to be in good condition and no need to
construction of above slab culverts and hence the “Construction of slab Culverts” are
since deleted in the working estimate.
 Construction of 2 Rows of 1000mm dia RCC Pipe Culverts – 3nos in km 1/6,
km.2/6 and km.3/4 :
There is “No Deviation” for 2 Rows of 1000mm dia RCC Pipe Culverts.

 Construction of 1 Row of 1000mm dia RCC Pipe Culverts – 3 nos in km.2/4,


km.3/4 & km 3/6:
During the preparation of estimate two pipe culverts are proposed, since the entire road
fully covered with heavy jungle. But, during the execution there is demand and requisition
of local farmers and also public representatives, since the road is being passing through
foot of hillock area and during rainy season heavy water flows on the existing road. As
per site condition 3 nos double row pipe culverts at km 2/4, 3/4 & 3/6 are necessitated.

 Road safety Interventions :


There is “NO Deviation” of Road Safety Interventions

L.S. Provisions :

6. L.S. Provision towards Price Adjustment – NO DEVIATION


7. The L.S. Provision towards seigniorage charges in the sanctioned estimate is
Rs.10,00,000/- But, in the working estimate Rs.9,00,000/- is provided as per
requirement.

8. The L.S. Provision towards Quality Control charges in the sanctioned estimate is
Rs.1,00,000/- But, in the working estimate Rs.50,000/- is provided as per
requirement.

9. The L.S. Provision towards shifting of utilities in the sanctioned estimate is


Rs.1,00,000/- But, in the working estimate Rs.50,000/- is provided as per
requirement.

10. LS Provision for PVC pipes and RCC Hume pipes to cross water in village limits
under CC pavement is not included in the original sanctioned estimate. But this
item is very much needed in village limits and CC Pavement stretches. Hence an
L.S provision for an amount of Rs 1,50,000/- is provided as per requirement.

In view of the above circumstances, the working estimate is prepared for


Rs.279.00 lakhs as against the sanctioned Estimate amount of Rs.279.00 Lakhs with all the
above deviations and the position of working estimate considering excess tender premium &
Price adjustment is as follows:

 Amount of Working estimate : Rs. 2,79,00,000


 Deduct Excess tender amount : Rs. 10,81,858
 Sub total : Rs. 2,68,18,142
 Deduct Price Adjustment : Rs. 5,00,000
 Sub total : Rs. 2,63,18,142
 Deduct original sanctioned estimate : Rs. 2,79,00,000
 Less : Rs. 15,81,858
 % Less : -0.057 % Less
