5A1 Technical Proposal of Tender

1. Technical Proposal

a. Approach

i. The Firm will nominate one primary contact person to act as a first
responder to the Client’s need. In case of complex matters, the first
responder will discuss the issues with the senior counsel and will
communicate the same to the client.

ii. The law firm will try to strictly comply with TAT provided with this
proposal and in case of complex matters, may inform the Client for
any deviation.

iii. In case of urgent matter, the law firm will attend virtual meetings
and discuss the matter with the Client. The law firm is part of
network firm of IR Global, which has offices in 120 jurisdictions and
can also assist the client through its partner firms. Law firm has also
tie up with other service providers including audit firms and
commercial banks and can provided extended support to the Client.

iv. In case of relevant developments, the law firm will provide update
bulletins to the Client. The law firm will also undertake training
sessions and seminars for informing the client and its staff on
development of law.

 The law firm, upon Client’s consent will undertake basic due
diligence on compliance matters. This may include compliances on
legal and licensing issues, labour laws and contractual issues. Based
on the due diligence, the law firm will provide reports to the client on
major red flags. The Law firm will work with the client for
rectification of the red flag items. The law firm can train the staffs on
general legal issues so that the staffs are compliant. Also law firm
will update the clients if there are any major changes.

b. Responsiveness

Our team of attorneys work 6 days a week and are very responsive.
Our team will always be available for your assistance and will assist
you to the best of their ability and get back to you as soon as
possible. One of our team member will also be available to attend
con-call keeping in mind with the time difference between BST and

a. Our team leader regularly advices various govt. organizations


including DG Health, Dhaka South City Corporation, Department of
Environment. He has participated in various litigations for these
organizations and has advised them on various legal matters.

b. Our Deputy Team leader is currently advising a USAID funded


project for improving trade and business facilitation in Bangladesh.
Our Deputy Team Leader has conducted a number of constitutional
litigations. Deputy Team Leader regularly advices clients on critical
corporate and commercial law matters. Deputy Team leader has
advice clients’ Tender related disputes and contract implementation
related disputes.

b. We advise clients on labour compliance issues and also help clients


with informative communication for legal updates and development.
Recently, we have advised two foreign branch offices in preparing
their labour policy along employment related agreements in order to
comply with labour laws of Bangladesh. We also deal with work
permit related issues for foreign clients in Bangladesh. Additionally,
we have also extensively supported Netherlands Recreation Centre
(NRC) for number of employment related disputes during the COVID
period. We also regularly support various organisations in terms of
advising on Labour issues.

c. Our law firm regularly provides contract vetting and drafting


support to organizations. We have just recently advised State Owned
PGCB in preparing pan Bangladesh bandwidth transmission
agreement and fiber core transmission agreement. We are also
working with TEPSCO for drafting the bidding documents and
contracts in association with JAICA and DPDC for Kawran Bazzar
substation project. We have also recently worked with a large local
enterprise for executing an EPC contract with their vendors. Mr.
Sakib Sikder has recently advised an accusation of ISP based
company in Bangladesh. He has also advised Bharti Airtel in
acquiring minority interest in telecom co. in Bangladesh.

d. We regularly assist local and foreign clients on litigation matters.


Presently, we are defending suits for Ukraine’s State Owned
Company against their agent dispute in Bangladesh. We are also
defending three large money suit cases filed against our Client. . We
have one foreign NGO on privacy law and Data protection.

f. Our law firm regularly updates its client on legal development in
Bangladesh. Mr. Sakib regularly contributes in World Bank Doing
Business Survey in Bangladesh. Mr. Sakib also contributes to Data
Guidance on Privacy laws issues of Bangladesh. You can also visit our
