MARK BRNOVICH
Ano RNEY GENERAL
STATE OF ARIZONA

July 16, 2021

President Joe R. Bielen

The White House
1600 Pennsylvania Avenue
Washington, DC 20500

Dear Mr. President,

I am writing you out of grave concern regarding reports that you are considering ending Title
42. It would be unacceptable and dangerous to end this policy, particularly as our country deals with
the worst border crisis in 20 years. Today, the U.S. Cu stoms and Border Protection released
alarming numbers revea ling 188,829 individuals attempted entry along the southwest border in June
2021 alone. If you rescind this effective policy, illegal crossings and human and drug smuggling will
only further explode.

Ending Title 42 would undermine your Administration's entire public health rationale . For
months, you have been telling the American people to not gather in large groups unless they are
vaccinated and wearing masks. Yet, you are allowing mass groups of migrants to cross our border
and gather in congregate care facilities, many of whom originate from Central American countries
lacking adequate COVID-19 testing and vaccination programs. Mr. President, ending Title 42 will
unnecessarily put Americans, especially our frontline law enforcement officers and those working in
U.S. Department of Homeland Security facilities, at fmther risk.

In March, you appointed Vice President Harris to explore the " root causes" of the surge of
migrants. In a desperate search for answers, she is now sending $300 million to Central American
countries. I can save you time and resomces in your search for answers of why ·migrants are flocking
to the United States. We are the freest and most prosperous country in the world . We are the longest
continuous Constitutional Republic, a nation built on law and order, and as representatives of the
American people we all have a responsibility to respect and uphold those principles.

Mr. President, you and your Administration have remained silent while I have repeatedly
worked to convey our concerns regarding your policy decisions and their detrimental impact on the
safety of Arizonans. I believe in bipattisanship and a cooperative approach to immigration
enforcement between the states and the federal government. Therefore, I respectfully request that
you reconsider any attempts to end Title 42.

Sincerely,

~Mark Brnovich
