Exhibition Theme:
The exhibition theme is “Creative Innovations of Manila: An Intellectual Capital for Economic
Growth amidst the Challenges of the Covid-19 Pandemic”. The main goal of MIPIBIEx 2021 is
to provide valuable platforms and opportunities for innovators of all age groups who
specialize in diverse fields of studies and research to apply their abilities to derive creative
and innovative ideas and express the values in reality.

Dear Inventors, Innovators, Students, Researchers , Teachers, Administrators , Business Incubators and
all Enthusiasts of Creativity & Innovations,

INVITATION
We cordially invite you and your organization to participate in the First Manila Intellectual Property,
Innovation and Business Expo (MIPIBIEx )2021 . proudly organized by DCS-Manila Innovation
Council (DCS-MIC), locally supported by City Government of Manila and various innovation stakeholders.
WHAT IS MIPIBIEx?
MIPIBIEx envisions to leapfrog the CITY OF MANILA into an INTELLECTUAL, INNOVATION and
BUSINESS CAPITAL of the PHILIPPINES and beyond borders. This event will serve as the hub or
platform to (a) mobilize social force to support and participate in self-innovations, and to promote mass
activities of invention, innovation, intellectual property creations, business incubations and enable them to
form the strongest foundation for the development of science and technology; (b) act according to the
national and local government regards towards genius,try to discover and support talented people who
work hard to make intellectual property products, inventions, innovations, business incubations and those
who made achievements, and to protect their legal rights and interests; (c) carry out work on creativity
development and innovation education, and to train innovation genius; (d) to publicize intellectual property
products ,inventions, innovations , business incubation models and to award them; (e) help application of
Inventions and innovations,especially for those who are not in the position to utilize their creative
products; (f) play a good role of bridge and tie connecting the government and innovators; (g) to conduct
international exchange, and to strengthen contact and cooperation with foreign invention organizations
and business sectors.
In the near future, this will be a nexus of global exchange and festivity where participants from all over the
world gather to network, learn, and showcase their creative ideas and products, and be rewarded for their
hard work and dedication towards creativity and innovation. The main purpose is to arrange a special
platform in City of Manila to merge the diversity of creativity in one place and bring to life the global
culture of invention exhibition and provide exceptional opportunities for worldwide inventors to expand
their international landscape of academic, business and commercial activities and networks here in
Manila.
Why MIPIBIEx ?

In line with the implementation of Republic Act (RA) No. 11293 otherwise known as the “Philippine
Innovation Act” signed by President Rodrigo R. Duterte on April 17, 2019 and pursuant to its
Implementing Rules and Regulations specifically Rule 27, that April 21 of every year shall be declared as
special working public holiday throughout the country as ‘ National Innovations Day” in order to promote
awareness and national support for innovation and highlight milestones of government and private sector
initiatives, the DCS-Manila Innovation Council in partnership with the City Government of Manila together
with other stakeholders trailblaze to the conduct of the MANILA INTELLECTUAL
PROPERTY,INNOVATION & BUSINESS INCUBATION EXPO as an annual sustainable event in the City
of Manila.

MIPIBIEx 2021 "The First Edition"


This year, the First Manila Intellectual Property, Innovation and Business Incubation Expo
( MIPIBIEx) 2021 will be held online and it is our honour to once again invite you to join us and share
ideas, make an impact, and be awarded for your outstanding creativity and innovation that Manila wants
to see from you.

MIPIBIEx PROGRAM AT A GLANCE


MIPIBIEx 2021 features favourable online programs: innovation competition, educational keynote
speakers’ presentations, the Finals Movie and the MIPIBIEx 2021 Awards. Inventors, innovators,
students, professors, researchers, scientists, designers, entrepreneurs, and anyone with spectacular
ideas in any industries and innovation categories are eligible to apply to MIPIBIEx 2021 and participate in
all event programs above and receive all benefits of participation.

CONTEST MECHANICS;

Any creative products or ideas that can improve our lives or quality of life are suitable for the
contest. There will be five categories for the competition, namely;

1. POLICY INNOVATION.Policy innovation refers to the development and/or introduction of new or


significantly different solutions to policy problems. This refers to any academic or educational
innovative programs refer to significant improvements on the delivery and production of of
knowledge, skills, programs and curricula, research infrastructure, access to quality education
among others in order to produce the human talents and capital needed to compete in the global
knowledge economy as well as find solutions to national and local social development and
economic issues.

This competition is open to all public and private schools administrators such as Assistant
Schools Division Superintendents, Chiefs of Services/staffs, Principals, Assistant Principals,
Master Teachers and other members of the academe.The policy innovations can be in the form of
action researches, theses and dissertations.
2. PROCESS INNOVATION.this refers to the development and/or introduction of a new or
significantly improved production or delivery method.It can also refer to the development and/or
introduction of new or significantly improved methods in business practices,workplace
organization or external relations.

This competition is open to all public and private schools administrators such as Assistant

Master Teachers and other members of the academe.The policy innovations can be in the form of
action researches, theses and dissertations

3. PRODUCT INNOVATION.This refers to the development and/or introduction of a good or service


that is new or significantly improved with respect to its features, applications,characteristics or
intended uses.

Likewise, it may also refer to intellectual property (IP), pursuant to the IRR of R.A. No. 10055,
otherwise known as Philippine Technology Transfer Act of 2009, is the term used to describe
intangible assets resulting from the creative work of an individual or organization.IP also
refers to the creation of the mind, such as inventions, literary and artistic work and symbols,
names, images and designs used in commerce.IP can also refer to future tangible and/or
intangible assets that may be recognized as intellectual property.
3.1. INVENTION.This competition focuses on the concept of creative invention and on the diversity of
creative expression among young people and adults.The competition is divided into preliminary and a
final round.entries for the preliminary round are submitted via the internet.Entries for the final round will be
presented by the individual or participating teams at the convention.Details will be provided.

3.2. UTILITY MODEL:New model of implements or tools or any industrial product or part of some
covered by an invention patent granted byIntellectual Property Office of the Philippines( IPOPHIL).
3.3 INDUSTRIAL DESIGN AND LAYOUT-DESIGNS (TOPOGRAPHIES) OF INTEGRATED
CIRCUITS: (1)An industrial Design is any composition of lines or colors or any three-dimensional form,
whether or not associated with lines or colors: Provided, That such composition or form gives a special
appearance to and can serve as pattern for an industrial product or handicraft.(2) Integrated Circuit
means a product, in its final form, or an intermediate form , in which the elements, at least one of which is
an active element and some or all interconnections are integrally formed in and/or on a piece of material,
and which is intended to perform an electronic function, and (3) Lay-out Design is synonymous with
‘Topography’ and means the three-dimensional disposition, however expressed, of the elements, at least
one of which is an active element, and of some or all of the interconnections of an integrated circuit,or
such a three-dimensional disposition prepared for an integrated circuit intended for manufacture.
3.4 TRADEMARKS,SERVICE MARKS and TRADE NAMES. (1)”Marks” means any visible sign
capable of distinguishing the goods (trademark) or service (service mark) of an enterprise and shall
include a stamped or marked container of goods.”Collective mark” means any visible sign designated as
such in the application for registration and capable of distinguishing the origin of any other common
characteristics, including the quality of goods and services of different enterprises which use the sign
under the control of the registered owner of the collective mark; (3) “Trade name” means the name or
designation identifying or distinguishing an enterprise.
3.5. COPYRIGHT . This refers to Literary and Artistic Works,hereinafter referred to as “works”,are
original intellectual creations in the literary and artistic domain protected from the moment of their creation
and shall include in particular:
(a) Books,pamphlets,articles and other writings;
(b) Periodicals and newspapers;
(c) Lectures,sermons,addresses, dissertations prepared for oral delivery,whether or not reduced in
writing or other material form;
(d) Letters
(e) Dramatic or dramatico-musical compositions; choreographic works or entertainment in dumb
shows;
(f) Musical compositions, with or without words;
(g) Works of drawing, painting, architecture, sculpture,engraving,lithography or other works of
art;models or designs for works of art;
(h) original ornamental designs or models for articles of manufacture, whether or not registrable as an
industrial design, and other works of applied art;
(i) illustrations,maps,plans,sketches,charts and three-dimensional works relative to
geography,topography,architecture or science;
(j) Drawings or plastic works of a scientific or technical character;
(k) Photographic works including works produced by a process analogous to photography;lantern
slides;
(l) audiovisual works and cinematographic works and works produced by a process for making audio-
visual recordings;
(m) Pictorial illustrations and advertisements;
(n) computer programs and;
(o) Other literary,scholarly, scientific and artistic works
(p) Derivative Works. The following derivative works shall also be protected by copyright (1)
Dramatization,translations,adaptations,abridgements,arrangements, and other alterations of literary or
artistic works;and (2) Collections of literary,scholarly or artistic works, and compilations of data and other
materials which are original by reason of the selection or coordination or arrangement of their contents.

4. SOCIAL INNOVATION. This refers to the process of identifying and delivering new services that
improve the quality of life of individuals and communities, including through
employment,consumption and/or participation.

5. BUSINESS INCUBATION MODEL.Refers to the facilities and hubs where startups are hosted,
nurtured and provided with business development services.Business incubators are either public
or private organizations that help startups to thrive,develop and be sustainable.

Preliminary: Creative ideas can be presented through computer aided drawing or presented on A4
paper which can be freehand generated.All submissions should be transferred in to PDF computer image
and uploaded to the contest website.

Description Format (After reading the following description ,delete them to save the space)
1. Don’t make the cover.
2. Manual of Creative Ideas (Excluding registration form). Limited page number:4,No review
afterwards.
3. Texts, pictures or figures are used to provide description of creation.
4. Font: English and Numbers: Times New Roman, 12 pt.,black; Row spacing :1.
5. Registration form and manual electronic files: Not exceed 5MB.

3. Description of Creation and Figure (Implementation or application of creation and figure).
4. Features of Works (e.g. Advantage of works)
5. Value and Contribution (e.g. Contribution,benefits and value to life or industries)
6. Others (e.g. Extended application, future development,reference,patent search,etc.

3.2 FINAL:
3.2.a. After a review of the entries submitted for the preliminary round, qualified work will be invited
for the participation in the final round.
3.2.b.Finalists are required to display,explain and demonstrate their design,idea, creation or invention
in person during the competition.finalists may use graphics,posters,animation,real work,models,verbal
descriptions,PPT slide presentations,video,etc. to explain their submission.
3.2.c. Work Model: We encourage creativity in the presentation of working models, but this is not
necessary.

PARTICIPANTS
1. Elementary, junior or senior high school students including ALS learners are eligible to
join the following categories: ( invention, utility models, trademark, copyright, creative
student researches)
2. Teachers, school administrators, parents and other community stakeholders(individual or
groups but limited to three members) are eligible to participate in all categories.

Note: All participants are required to register online and choose the category in which they
wish to compete.

PROCEDURES

1. On line registration: Choose an account number and password and complete the
information form at http;//www.mipibiex.edu.gov.ph/2021.
(1) Group registration participants: designate a representatitive to register.
(2) The number of entries from individuals or groups is unlimited.different submissions
can be uploaded by one account.
2. Preliminary Round: Before the deadline, participants can send or update their preliminary
entries at the competition website.240 entries will be selected for participation in the final
round.
3. Final Round; finalists must attend the exhibition in person and be available to answer
questions from the judges.The competition date is from April 5 to 10.
4. Final Round Location: Manila Forest Park,DepEd Manila compound,Arroceros, Manila.
5. Presentation of Awards: April 21,2021 at Manila Forest Park,DepEd Manila.

Preliminaries become Finalists for additional opportunities to compete for the Finals and enjoy the online
programs of MIPIBIEx 2021 Movie, Keynote Speakers' Presentations and the Finals Award Winners
Announcement.♦
REWARDS:

MIPIBIEx participants/contestants will be evaluated for Gold,Silver and Bronze Medals and
Certificates respectively.All winners will be presented with their awards at the award ceremony on
April 21, 2021.

Entry Format and File Submission


1. Preliminary:
(1) Preliminary Entries:
(i) The creative ideas should be explained with illustrations and a written description
included in the registration form and manual of works.
(ii) The registration form and manual of works should also include the following; a. title,
b. motivation and creative purpose, c. concept of the design, d. functions and
possible applications for use, e. innovative features, f. additional instructions.
(iii) Illustrations can include; computer aided drawing, free-hand drawing, three-
dimensional graphics, drawings, pencil drawings, watercolor or ink color drawing,
product image drawings, etc.Then scan the registration form and summary of work
and send as a PDF file.Please ensure that the clarity of hand-drawn drafts is not
diminished when converted into electronic files so that your score is not affected.
(iv) Each registration form and summary of work is limited to a maximum of 5 pieces of
A4 paper.Tese should be PDF files that must not exceed 5MB.
(2) Preliminary Submission: Before April 5,2021, upload the registration form and manual of
work.Your upload will be confirmed by an email response.
(i) The automatic email response confirms a successful submission.If you do not receive
an automatic reply, please contact the organizer as soon as possible so as not to
affect your participation in the contest.
2. FINAL:
(1) Final Confirmation: Finalists must complete the online information form regarding the
attendees in the final round and their exhibition equipment needs before April 6,2021. A final
confirmation e-mail will be sent to you after you have submitted this form.Failing to complete
this online form will disqualify entrants from participating in the final round.These spaces will
be filled by any entrants on a waiting list.
(i) The final confirmation e-mail is the attendance confirmation.If you do not receive a
confirmation email, please contact the organizer so as not to affect the participation in
the exhibition.
(2) Final Entries: Finalists should complete the final work-related information or model;
(i) Finalists are required to display,explain and demonstrate their design,idea, creation
or invention in person (or via online) at their booth and answer questions from the
judges during the competition.Finalists may use graphics, posters, animation,real
work, models, verbal descriptions,PPT slide presentations, video, etc. to explain their
submission.
(ii) Work Model: We encourage creativity in the presentation of work models, but this is
not necessary.

INTELLECTUAL PROPERTY STATEMENT

1. I and my team agree to authorize the organizers to post the submission on the website
of the First Manila Intellectual Property,Innovation and Business Expo (MIPIBIEx) 2021,
and those of the sponsors of the exhibition and give permission to use the submission
in public broadcasts and make submissions available to media organizations.
2. I and my team agree to authorize the organizers and sponsors to use the submissions
for publicity for a period of 6 months after the end of the final submissions.This
includes posting for the prizewinning works on the website of any sponsoring bodies.
3. Paricipants should retain copies of their submissions.All submissions will be kept by
the organizer and will not be returned.
Welcome and Cultural/Community Exchange

1. Welcome Lunch and Performances

On April 21,2021, there will be a welcoming banquet and performance for all
participants.Location ; FFCCCII Building (suggestion/for confirmation).

2. Evening performances and community culture exchange;(suggestion only)

On April 22, Each participating school district is invited to present a community cultural
performance that is representative of their context.We hope that winners will present their
best performances.

Manila Cultural Tour

The organizer will provide a free bus tour of Manila historic sites which will include a special
tasting of Manila’s most famous snacks.

*IMPORTANT NOTICE
Due to the ongoing spread of COVID-19, this year’s MIPIBIEx 2021 will be held online for
long-distance mode (remote) participants only. There will be physical event arranged in
Manila Forest Park, DepEd Manila Compound during the April 21 in celebration of the NATIONAL
INNOVATION DAY for awarding and exhibition purposes following the IATF health and safety
protocols..

*NOTES
1. The organizer has the right to reject submissions that are incomplete or do not meet the
requirements.
2. All participants should respect the jury’s decisions.
3. if there are any modifications to the regulations, the organizer will announce the changes on the
website.entrants will not be contacted individually regarding any changes.
4. Plagiarism or other unlawful acts will result in disqualification from awards and medals.
5. Please limit all exhibitions and displays to under 80db noise during the final round and do not
utilize any dangerous goods. If necessary, participants must prepare their own pollution
capture/treatment equipment to avoid pollutant release during demonstration of exhibits.Violators
will face disqualification from competition.
6. If you wish to prohibit visitors from taking pictures or video of the final entries, please display
your own English bulletin boards with “Do not take pictures’ or “Do not video”.however, in order
to generate publicity, it is hoped that you will allow reporters/bloggers and other media access to
your exhibit.
7. the winners will be awarded certificates at the award ceremony on April 21,2021.If there are any
errors, please report them to the organizer.Corrections will be made immediately and a
replacement certificate will be given.After the end of this competition,April 21, 2021, any
corrections to certificates will not be made.
8. During the final (between the layout and removal), please be responsible for your own
exhibits.The organizer shall not be liable for lost or damaged exhibits.

MIPIBIEx 2021 AWARD PACKAGE


All award winners from MIPIBIEx 2021 will receive MIPIBIEx 2021 Award Package containing their
award certificate(s), medal(s) and/or plaque(s) with event souvenirs by express airmail after the event in
the month of April.
