BACKGROUND

In or about January 2020, agents acting on behalf of the State of

Washington, pursuant to a coordinated agreement with agents acting on behalf of

Members of the United Nations, including the United States, and Members of the

World Health Organization, including the United States, with premeditation,

intentionally allowed a virus, that originated in China and commonly known as

“SARS-CoV-2”, to enter the State of Washington to kill and attempt to kill.

The Petitioners are also putative class plaintiffs in the related actions. In or

about 2020, several putative class members executed contracts with the Berman

Law Group in the Alters class action directed at defendants in China.

On or about April 28, 2021, the Plaintiffs in Alters filed a “MOTION FOR

EXTENSION OF TIME TO FILE AN AMENDED COMPLAINT” to discover

“additional U.S. based defendants who acted on behalf of or in aid of China to

further the pandemic”:

On or about June 11, 2021, the Plaintiffs in Alters filed “SUPPLEMENTAL

BRIEFING PURSUANT TO COURT’S ORDER”, ECF No. 157, wherein these

Plaintiffs, citing the “recent ruling from Missouri”, indicated alternative service

may be necessary to complete service against the China-based Defendants. The

Plaintiffs in Alters further informed the Court that the contemplated “amendments

may add additional U.S. defendants who can be served here in the U.S. with the

amended complaint….”

Petitioners allege the current “pandemic” and the “Capitol Hill” riots and

“insurrection” fit the statutory definition of a “hoax”, as that term is codified, and

proscribed under subsection (b) of 18 U.S. Code §1038, which in part provides:

“Civil Action.—Whoever engages in any conduct with intent to


convey false or misleading information under circumstances where
such information may reasonably be believed and where such
information indicates that an activity has taken, is taking, or will take
place that would constitute a violation of chapter…10,… or 113B of
this title,… is liable in a civil action to any party incurring expenses
incident to any emergency or investigative response to that conduct,
for those expenses.”

Petitioners further allege the “Long-Term Services and Supports Trust

Program (“LTSSTP”), codified under Chapter 50B.04 RCW, is unconstitutional,

as applied to the Petitioners, on the following grounds, among others:

(1) The LTSSTP mandates payroll deductions to cover long-term care


associated with the State’s unlawful conduct in intentionally allowing
“SARS-CoV-2” and its variants, and its disease, COVID-19, to enter
the State and kill, or attempt to kill, Washingtonians.

(2) The State’s Healthcare system is currently engaged in a coordinated


agreement with Federal Health authorities to deny readily available,
inexpensive countermeasures; and or has delayed the deployment of
life-saving countermeasures, which has resulted in numerous,
unnecessary deaths.

(3) The decedents who died and had their deaths classified as “COVID-19
Deaths”, were not given an opportunity for long-term care.

(4) The State does not seek to obtain Informed Consent before mandating
a payroll deduction by the employer.

(5) There are no COVID-19 long-term care insurance Riders.

(6) There are no COVID-19 portability long-term care insurance Riders.

(7) There are no COVID-19 mask mandate long-term care insurance


Riders.

(8) There are no COVID-19 vaccine mandate long-term care insurance


Riders.

(9) No advance copy of the insurance policy is provided for approval and
or prior consent, BEFORE, paycheck deductions commence.

(10) The LTSSTP fails constitutional muster by requiring OPT OUT,


rather than OPT IN.

(11) The LTSSTP fails constitutional muster because of the State’s

unlawful conduct in intentionally participating in a pandemic hoax
that has resulted in the homicide of Washingtonians, and the
attempted homicide of Washingtonians.

DEMAND

Petitioners hereby Demand the State and its Officers, employees, agents, and

its Respondents:

1. End the current emergency.

2. Cease and desist all mandates for masks, vaccine, social

distancing, and other countermeasures set in motion to pursue the current

pandemic hoax.

3. Cease and desist from executing the LTSSTP, unless and until,

the LTSSTP is amended to require only OPT-IN participation.

RESPONSE

If you disagree with the parameters or scope of this Legal Notice, please say

so. We will accordingly take account of your concerns.

While a response letter is not legally required, one will provide you the

opportunity to establish the parameters of what you consider relevant to the

issues you believe are involved in potential litigation before a Court of competent

jurisdiction.

If you remain dissatisfied with this determination, you may seek a

Declaration of your rights in a Court of competent jurisdiction, and you may name

the undersigned as the Respondent in any such action. In any case, you must act

with dispatch.
