    Chief PNP Eleazar’s Initial

    Guidance during the Change


    of Command Ceremony:
    I. Intensified Cleanliness in Policing:

    a. RECRUITMENT
    - utilization of QR code for all applicants;
    - only the best qualified applicants will
    be accepted;
    - no “padrino” system will be tolerated.

    b. CONTINUOUS TRANSFORMATION
    - strictly follow the PNP a transformation
    Roadmap in all levels of command

    c. POLICE MANAGEMENT
    Commanders should give emphasis on:
    - cleanliness in offices, ranks and
    community;
    - act immediately on emerging small
    issues like violation of ordinances before
    it become a major peace and order
    problem in the community by
    immediately and strictly implementing
    local ordinances;
    - Effective supervision from all levels of
    command;

    d. INTERNAL CLEANSING:
    - reminded on the current preventive,
    punitive and reformative strategy in
    dealing with PNP misfits;

    e. ANTI-ILLEGAL DRUGS CAMPAIGN


    - Intensify our Aggressive anti-illegal
    drugs campaign;
    - enhance Barangay Drug Clearing
    Opns where citizens will feel a true
    drug-free community;

    f. ANTI-INSURGENCY CAMPAIGN in
    support to ELCAC
    - Raise the ante against insurgency thru
    a revitalized Pulis Sa Barangay by
    assisting the Barangay Development
    Plan in localities aimed at ELCAC;

    g. ANTI-CRIMINALITY
    - Aside from the current thrust against
    criminality; It will be extended to the
    cyberspace to addressed cyberbullying,
    scam; etc;

    h. PNP COVID-19 RESPONSE


    - all personnel should strictly observe
    the MPHS;
    - intensify the implementation of MPHS;
    - Aggressive engagement of LGUs,
    private sectors and community in the
    fight against COVID 19 thru distribution
    of face masks, and other PPEs to
    civilians.

    IN SHORT:
    THE ICP of CPNP Eleazar is an
    integration of existing policies of the
    PNP.
    Chief PNP ELEAZAR during
    the Change of Command
    Ceremony
    1. The PNP should adhere to ICP or
    Intensified Cleanliness Policy
    ▪︎Cleanliness in Offices
    ▪︎Cleanliness in Ranks
    ▪︎Cleanliness in Community

    2. Our Police Stations and PCPs must


    always be Clean and presentable
    ▪︎kapag malinis ang Opisina magiging
    malinis ang pag-iisip at malinis na
    pagtatrabaho

    3. We should have a Reformative Action


    in the PNP (pagtulungan ayusin ang
    hanay)

    4. Step-up campaign against Law


    Violators

    5. Improved Complaint Referral System


    6. Strengthen campaign against illegal
    drugs
    ▪︎Clustering system to combat illegal
    drugs

    7. Every police should be a PCR


    man/woman

    8. Strengthen the Campaign of NTF-


    ELCAC to end terrorism in the
    community

    9. Boost Cyber-patrolling, it is now being


    used and abused

    10. Arrest all those who violate Minimum


    Stand Health Protocols, most especially
    those who do not wear Face Mask.

    Mahigit isang taon na tayo sa Pandemic


    at alam ng bawat isa ang dapat gawin
    para maiwasan ang muling pagtaas ng
    kaso ng COVID-19 sa bansa.
