On 7-3-17, I was dispatched by Mason-Oceana Central Dispatch to a walk-in CSC complaint at the Spectrum
Health Ludington Hospital. Dispatch stated the complainant had made a statement to medical staff that she
had been sexually assaulted at the Rothbury Electric Forest Festival (EFF). I responded to the hospital and
discovered that the reported victim was under the influence of narcotics and was
the victim I would re-interview her when she was sober and of sound mind. I then directed the reported victim
to COVE where she had a CSC examination completed.

INTERVIEW

At the time of my contact with she was observed to be under the influence of narcotics and unable to
make an intelligent statement surrounding the reported sexual assault. She was heard stumbling with her
sentences and then observed sta

stated she had been abducted for nearly 18 hours, was drugged, and assaulted throughout her
captivity. advised she attempted to report the crime to several police agencies with minimal success;
she stated the local dispatch centers even gave her a hard time due to her irate behavior.

I advised to have a sexual assault examination and blood draw completed at COVE and that I would
re-contact her in the near future for an interview when she was sober.

SEXUAL ASSAULT EXAMINATION:

was later transported to COVE by family members where she met with Advocate MICHELLE
ELLIOTT. While at COVE, had a sexual assault examination completed by SANE Nurse DEBBIE
REED.

In the latter portions of my tour of duty, I was summoned to COVE in order to meet with SANE Nurse DEBBIE
REED. While conversing with REED, I took possession of the sexual assault kit and then locked it up into the
evidence locker at the Michigan State Police Pere Marquette Township Satellite Office. I was also provided
with a Michigan State Police blood kit which was mailed out the following day.

In addition to the sexual assault kit, I was provided with a ten page FSD-097. The FSD-097 indicated that
admitted to being under the influence of several different kinds of drugs at the time of the
examination. The form also showed that there was hesitation on where or not was penetrated with a
penis or not. It also showed that had bathed since the incident and that her clothes had been
discarded. The form also indicated that had several observable scratch marks on her body but that
there was no trauma to her vagina or anus. The FSD-097 was submitted to the master file.

INFORMATION:

On 7-10-17, I was contacted by Trooper DAMSTRA (Michigan State Police Rockford Post) reference his
contact with on 7-3-17. Trooper DAMSTRA reported that filed a CSC report with him and
that an interview of her was conducted at the Michigan State Police Muskegon Detachment interview room.
Trooper DAMSTRA advised that was under the influence of possible narcotics at the time of his
contact with her, but a report was still filed.

reported to Trooper DAMSTRA that she was in attendance of the Rothbury EFF with her husband,
stated at some point on 7-1-17 around 2230 hours, she had walked off with
three male subjects after she had been drugged by them. named one of the male suspects by
name, from Lincoln, Nebraska. She said the male subjects were possibly associated with the
rainbow group; a group that is known to drug and abduct females at music festivals similar to EFF.

reported that while she was abducted from 7-1-17 around 2230 hours until her return on 7-2-17
around 1600 hours, she had been raped several times at several locations on the EFF property. She stated
she located multiple condoms from the suspects, but she had later discarded them after carrying the condoms
around with her in her pocket. stated she was drugged during her abduction but was unfamiliar with
the type of drug that she was given.

Hart Post will be the investigating a report can be referenced to complaint number

RE-INTERVIEW

On 7-15-17, I contacted at her . She appeared to be sober


at the time of my meeting with her. requested that we drive to a nearby park so we could sit and
discuss the facts of the case. She was concerned with having law enforcement at her residence because she
t want her children to have a negative image of law enforcement. Not completely understanding what she
meant by that, I agreed to her conditions and we parked four blocks away to the Whitehall Park on Park St.

The interview was conducted inside my patrol cruiser under supervision of my in-car camera. The interview
began around 1711 hours and was conducted at the Whitehall Park on Park St near Misco Dr (north of the
White Lake Eagles Aerie #3214).

Cheese and took them away.

around. I asked her where she found them and she said she thought she was in the parking lot. I asked her
what she did with those condoms and she said she later threw them away and the Native Americans told her

I then told that I reviewed the documentation that was presented with the sexual assault kit. I
explained that it did not appear that she had any trauma on her body. I asked her when the last time was that
she had sexual intercourse with sat and thought about it mome
been awhile cuz we have been fighting about stupid stuff. Oh, probably a few months r if she had
sexual intercourse with anyone other than in the last few months I told her if it
has been a few months since her last time she had sex, then I would assume there would be some type of
trauma

She explained that she has been admitted to a psych ward in the recent past, though the specific psych ward
was unknown. She said she used to be prescribed medications for depression/anxiety but she no longer takes
any medication and feels as if it is healthier to live without medications.

she did not and that they had been burned in a fire. I asked her to explain and she said she threw them in a

CRIME LAB REPORT INFORMATION:

On 7-17-17, I received the blood analysis report from the Michigan State Police Grand Rapids Laboratory. The
report indicated had 37 milligrams acetone per 100 millilters urine in her system. The report
indicated that additional examinations would be conducted on the submitted specimens. The lab report was
submitted to the master file.
