I. RATIONALE
Brigada Pagbasa as part Brigada Eskwela, is an after-school reading program that envisions
bringing together education partners and experts to help all learners read and become functionally literate.
The Brigada Pagbasa will serve as a platform to synergize efforts and resources to address education-
related challenges especially on literacy and numeracy. It will also create opportunities for all stakeholders
to contribute possible solutions to the current gaps in the country’s education system, especially in
equipping the learners with 21st century skills (DepEd Memorandum No. 48, s. 2021 entitled: 2021 BRIGADA
ESKWELA IMPLEMENTING GUIDELINES).
In support for the Brigada Pagbasa, SDO San Pablo City will continuously conduct the Reading
Journey, as banner project of the Division. This project is aligned with the national 3Bs initiative: “Hamon:
Bawat Bata Bumabasa” which aims to strengthen the reading proficiency of every learner and help nurture
the culture of reading.
All public elementary and secondary schools will implement school level reading programs and
intervention aligned with the Reading Journey. Schools are enjoined to involve partners and volunteers in
the conduct of such activities. Volunteers shall collaborate with teachers in facilitating the teaching and
learning process focusing on the Teaching Beginning Reading for Key stage 1 and reading enhancement
for Grades 4 – 12.
The Lead partner of the Brigada Pagbasa are the World Vision Development Foundation and ABC+:
Advancing Basic Education in the Philippines who developed various reading related teaching and learning
resources.
The theme of the Division Brigada Pagbasa implementation is “Bawat Batang San Pableno
Masayang Bumabasa”.
II. SCOPE
1. The target beneficiaries of this project are learners in all grade levels, Key Stage 1 (K - 3) for
Teaching Beginning Reading and Key Stage 2 and 3 (Grades 4-12) for reading enhancement.
2. The reading intervention for Key Stages 1 and 2 will be based on the Phil-IRI post reading
assessment result for SY 2020-2021 while the reading enhancement activities for Key Stage 3
(Grades 7-12) will be based on the school-based reading assessment.
The Brigada Pagbasa partners are parents, Parent-Teachers Association Officers, Local Government
Units, community professionals, students (SPG/SSG), youth organizations Business Sectors, Non-
Government Organizations, private individuals and other stakeholders. Brigada Pagbasa partners can be
one the following:

1. The implementation of Brigada Pagbasa started with the Identification and Mapping of beneficiary
learners last August 23-27, 2021. Schools are advised to identify and map target beneficiaries.
2. Brigada Pagbasa activities can be conducted online or face-to-face depending on current IATF
and Local Government guidelines.
3. Face-to-face sessions must be maximum of 5 learners depending on the size of the venue.
4. Venues for reading sessions may include reading hubs, brgy. Multi-purpose Hall, learner’s house
and other well-ventilated areas.
5. Each beneficiary learner must be engaged to reading related activities/sessions for at least 2 hours
a week.
6. For proper guidance of all concerns, the timeline of implementation and the responsible persons
are presented in the table below

7. The Members of the Division and School Brigada Pagbasa Technical Working Group and their
Terms and Reference are listed in Enclosure 1
8. The School Monitoring Tool in Enclosure 2 and shall be accomplished by School Brigada Pagbasa
Coordinator/Brigada Eskwela Coordinator and will be submitted monthly to their respective Public
Schools District Supervisors. District consolidated monitoring report will be submitted to the
Social Mobilization and Networking Section.
9. School Heads and Public Schools District Supervisors shall monitor the conduct of Brigada
Pagbasa and provide the necessary inputs based on the provisions of these guidelines.
V. HEALTH PROTOCOLS
Wearing of facemasks, face shields and observance of physical distancing shall be strictly
observed in compliance with the IATF guidelines and DepEd Issuances.
VI. EFFECTIVITY
These guidelines are issued for Brigada Pagbasa implementation in the Schools Division Office of
San Pablo City effective School Year 2021-2022.
