ARTICLES OF IMPEACHMENT RESOLUTION

PROFORMA RECOMMENDATION

While time is of the essence; as soon as House parliamentary procedure

allows in the 118th Congress; an adoption of a resolution to impeach is
enumerated in this resolution forthwith, the following articles of
impeachment; notwithstanding and with presumption in the
affirmative that a Special Judiciary Investigatory Committee (ex parte)
finds evidence to support said conclusions; a majority in the U.S. House
voting to so move; the President of the United States of America, Joe
Biden, is thereby impeached.

118TH CONGRESS 1ST SESSION H. RES. 1

RESOLUTION
Impeaching Joseph Robinette Biden Jr., President of the United States,
for treason and high crimes and misdemeanors.
1 Resolved, That Joseph Robinette Biden Jr., President of the
2 United States, is impeached for treason and high crimes and
3 misdemeanors and that the following articles of impeachment be
4 exhibited to the United States Senate:
5 Articles of impeachment exhibited by the House of
6 Representatives of the United States of America in the name of
7 itself and of the people of the United States of America, against
2

1 Joseph Robinette Biden Jr., President of the United States, in

2 maintenance and support of its impeachment against him for
3 treason and high crimes and misdemeanors.
4 ARTICLE I: AIDING AND ABETTING ILLEGAL SUBVERSIVE ACTIVITY
5 The Constitution provides that the House of Representatives ‘‘shall
6 have the sole Power of Impeachment’’ and that the President
7 ‘‘shall be removed from Office on Impeachment for, and
8 Conviction of, Treason, Bribery, or other high Crimes and
9 Misdemeanors.” Further, section 3 of the 14th Amendment to the
10 Constitution prohibits any person who has ‘‘engaged in insurrection
11 or rebellion against’’ the United States from ‘‘hold[ing] any office . .
12 under the United States.” In his conduct while President of the
13 United States—and in violation of his constitutional oath faithfully
14 to execute the office of President of the United States and, to the
15 best of his ability, preserve, protect, and defend the Constitution of
16 the United States, and in violation of his constitutional duty to take
17 care that the laws be faithfully executed— Joseph Robinette Biden
18 Jr. engaged in treason and high crimes and misdemeanors by
19 purposefully aiding and abetting illegal migrant activity at the
20 Southern Borders against the Government of the United States
21 leading to insurrection, lawlessness, propagating excessive health
22 risks from COVID-19, terrorist and cartel activity, and other risks

1 germane to the general welfare of the citizens of the United States

2 in that:
3 On January 20, 2021, Joseph Robinette Biden Jr., President of
4 the United States, halted the “remain in Mexico” policy and
5 subsequently directed Homeland Security Secretary Alejandro
6 Mayorkas to end the policy, formally known as the Migration
7 Protection Protocols. Mayorkas’ memo was issued on June 1,
8 2021, after a monthslong review by his office. This action,
9 combined with other Joe Biden public policy directives
10 circumventing immigration law (Temporary Protected Status), have
11 had devasting untold and negative impacts on the citizens of the
12 United States of America. This abuse of executive power is further
13 demonstrated with covert airlifts of illegal aliens to unspecified
14 locations. Joe Biden also has dramatically curtailed policies
15 for law enforcement agencies who are legally responsibility
16 to remove criminals and illegal aliens. It is being reported that as
17 many as 1.7 million illegal aliens have infiltrated our borders.
18 ARTICLE II: CIRCUMVENTION OF THE CONSTITUTION
19 President Biden authorized the CDC to extend the federal eviction
20 moratorium through March 31 right after his inauguration on
21 January 20. ... On August 26, 2021, the U.S. Supreme Court struck
22 down the latest CDC extension of rent.

1 On November 4, 2021, President Joe Biden authorized the

2 Department of Labor’s Occupational Safety and Health
3 Administration (“OSHA”) to issue several rules related to vaccine
4 mandates. Critical to private employers with 100 or more
5 employees, the OSHA rule or “ETS” requires, in general, the
6 vaccination of employees or weekly testing of unvaccinated
7 workers, beginning by January 4, 2022 (a new deadline; the
8 previously announced deadline was December 8, 2021). The U.S.
9 Supreme Court blocked the Occupational Safety and Health
10 Administration's (OSHA's) emergency temporary standard requiring
11 businesses with at least 100 employees to ensure workers are
12 vaccinated against the coronavirus or wear masks and undergo
13 weekly COVID-19 testing.
14 ARTICLE III: Dereliction of Duty as Commander in Chief
15 Joe Biden’s hasty and poorly planned Afghanistan withdraw
16 resulted in the deaths of 13 U.S. troops and wounded 18 others in
17 two suicide bombs. Countless others are unaccounted for and
18 presumed dead. Gross negligence and a rush to remove our troops
19 left both U.S. citizens and military personnel exposed and at risk. As
20 a result of the poor decision-making and negligent behavior,
21 President Joe Biden incapacitated himself in such a way that he
22 could not perform his fiduciary responsibilities to America citizens.

1 In all this, Joseph Robinette Biden Jr. gravely endangered the

2 security of the United States and its institutions of Government. He
3 threatened the integrity of our Constitutional Republic, system of
4 laws, the health and security of the people of the United States,
5 and has usurped authority with excessive executive power from a
6 coequal branch of Government. He thereby betrayed his trust as
7 President, to the manifest injury of the people of the United States.
8 Wherefore, Joseph Robinette Biden Jr., by such conduct, has
9 demonstrated that he will remain a threat to national security,
10 democracy, and the Constitution if allowed to remain in office, and
11 has acted in a manner grossly incompatible with self-governance
12 and the rule of law. Joseph Robinette Biden Jr. thus warrants
13 impeachment and trial, removal from office, and disqualification to
14 hold and enjoy any office of honor, trust, or profit under the United
15 States. Joe Biden is subverting our system of government.

16 The enclosed ARTICLES OF IMPEACHMENT are a true and honest

17 testament to the concern that candidate for U.S. House in SC
18 District 4 – Greenville and Spartanburg Counties, Mike LaPierre, has
19 for the welfare of our Constitution, the citizens of the United States
20 of America, and his children and grandchildren.
21 God bless the United States of America
