One of Hongkong’s major integrative architectural practices is the Ho & Partners
Architects or also known as “hpa”. The company was founded by Bosco Ho in 1980. hpa is
devoted to exploring the most recent overall patterns in structural plan, sustainability, computer
innovation, and development materials, just as the most recent land improvements, monetary and
social issues identifying with building plan. In the past few years, hpa designed a lot of
developmental plans and among them is the Smart City, City of Pearl, Manila, Philippines (COP)
or also recognized as the New Manila Bay City of Pearl. Considered as the world’s biggest
“Smart City” and the proposed development plan began in early 2017 and was made official in
November 2018 signed by Manila mayor Joseph Estrada and Pasay City mayor Antonino
Calixto. As the Philippine economy continues to grow, the local real estate market continues to
attract large amounts of investment and foreign participants have not given up on the
opportunities the country offers.
The Philippines capital has a long-standing problem, an important space for urban life.
As an exceptionally urbanized place, Metro Manila encounters a great deal of natural issues
related with urbanization like flooding, strong waste administration issues, pollution and water
contamination and environmental change. This makes rehabilitation an excellent choice for
creating community development and living space for the Filipino people. Watching the video of
the presentation of the New Manila Bay City of Pearl is really an interesting and unique plan that
showcases the future of Manila and solving the problem that we face in this urban life. From
their plan, there will be less dependents on car usage because of the advance driverless railway
system and can take the water taxis for other public transportation option. Developing Manila
into a sustainable city will not just improve our environment but it is also promising that caters
the convenience of the future generation of Filipinos.
Due to the required use of some of Manila Bay’s water that will be converted into a land,
this reclamation project also received strong criticism from the people. According to the Earth
Island Institute Philippines in their facebook page, Garbage pollution is not the only thing that
destroys the coast of the city. They claim that reclamation projects poses a more prominent
danger to the environment and the work of thousands of anglers/fishermen living in the coastal
community of Manila. Their statement bears a fact that there is a negative impact in the lives of
the Filipinos in this reclamation project. Another potential challenges that the reclamation project
may face is the right-of-way issues for the drainage system. The LGUs won't be vital piece of the
association that will carry out the waste water management system. Their part in the activity of
the "mandamus" will likewise be restricted. Without a focal establishment observing individual
wellsprings of waste water releases, that would make imposing difficulties even to the DENR.
In regards to the above claims, if the requirements of environmental protection and public
health are properly met, the New Manila Bay reclamation project will create more employment
opportunities and more income, thereby improving the national economy of the Philippines.
However in the Architectural Structure, the author of this article did not include the solution to
the potential challenges that this reclamation project may experience and just focused on their
finished plan itself. Furthermore when this project starts in 2022, the author did not also include
how will they compensate the affected work of Filipinos that will possibly be laid off because of
the construction of this project. Adding a complete and clear description of the plan is necessary
to provide a clear evidence that this project will bring closer to reality and not just a concept.
But overall, the whole concept and plan of the New Manila Bay will really make Manila back to
its glory, the Pearl of the Orient. The sustainability of the whole city, the landscape and scenery
and the convenience because of its smart technology, surely this will become a remarkable
change and future development of the Philippines. The City of Pearl reclamation project will be
expected to start in 2022 and will be completed by 2035.
