SOCIOLOGY DEPARTMENT
A brief report on the work done by the social team during the first week of November 2021
Introduction
During road construction works, social issues can never be undermined for the effective
relationship between the Community and the Construction Company which eventually leads to the
successful construction activities, therefore in the Contract Specifications of China Railway 18 th
Bureau Group Co. Ltd, there is a provision of how social issues will be managed during the
execution of civil works. Following the Roles of the Sociology department, the following has been
undertaken;

1. Sensitization and awareness training for project personnel


A sensitization was conducted during the week and this covered the topic shown below;

a) Child protection
Door to door sensitization on Child protection along Onono roads was carried out on 2nd November.
Parents were advised to keep their children in their compounds to avoid traffic accidents during the
civil works.
b) Worker’s Code of conduct
Workers were sensitized about misconduct and the consequences of such behaviors including
sexual harassment, Gender Based Violence, theft, absenteeism due to lack of proper coordination
with immediate supervisors. During this session they were advised to make use of their GMC
Section representatives to address some of their grievances rather than leaving work without notice.
c) Worker’s welfare;
Workers were advised to ensure that they clear their debts with food service providers since they are
provided with lunch allowance. In accordance to their health, a site clinic was set up on site so that
all workers can acquire treatment in case of any illness.
d) Covid-19 prevention
Covid-19 is still a big deal in the Northern part of Uganda, therefore, in a bid to prevent the spread
of the pandemic, workers were encouraged to continue washing their hands or sanitizing, to usually
wear their face masks in a proper way covering both their mouth and nose and to avoid crowded
places.

2. Site inspection
A joint inspection was carried out on 3 rd November 2021 along Onono Road, with a purpose of the

ensuring children’s safety, provision of community access roads and to assess the environmental,
social-economic, cultural obstacles and develop a plan to address the adverse impacts of the
activities on the population and for the purpose of the design review. Sighting a right place to install
mobile toilets was carried out on 5th November 2021.

An inspection at Sir Samuel Baker dump site was also conducted on 4 th November to ensure that the
community livelihood is not affected by the dumping site and that traffic is well managed.

3. Stakeholders’ Engagement.
The Contractor together with the consultant sociologists have gone ahead to engage and convince
community members to allow utility services mostly water pipes to be relocated in their compounds
since there is no space to install these water pipes along the ROW.

Along Vincent Opio road, the owner of the Ladder hotel was also engage on 4 th November
regarding relocation of his perimeter wall with was constructed in the ROW.

Joint inspection at the Quarry in Angagura B, in sight for a suitable location to set up a site clinic,
during this session, the sociologists engaged with the workers who requested that the Employer
(Contractor) to provide a service provider to prepare for them lunch since the trading center is far
from the site. The workers also luck Personal Protective gears yet they are working in a dangerous
place with dangerous snakes. There is need for fumigation in order to scare the snakes away,
workers luck drinking water and face masks as a way of preventing the spread of Covid-19.

4. Worker’s welfare
Following up on the provision of drinking water, monitoring the sanitary facility’s construction at
the campsite, ensuring that the site clinic is set up and creating awareness among workers on the
provision of medical facilities at the campsite. Drinking water is being provided to all workers on
site in all working sections, treatment and lunch are also part of the welfare services provided to
workers.

5. Public relation
Providing communication updates to the community to keep the community informed of the
contractor’s construction activities along Onono road and relocation of utility services, that’s;

UMEME, water and telecom services.

6. Office duties
The social team also performed a number of office errands that included: -
a) Responding to correspondences from within the company, consultant, and
community.
b) Receiving and attending to visitors forwarded to the office and providing them
necessary assistance.
c) Documentation work which included writing reports on activities implemented, and
filing.
d) Performing other duties assigned by the management.
