Preamble
We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just
and humane society and establish a Government that shall embody our ideals and aspirations,
promote the common good, conserve and develop our patrimony, and secure to ourselves and our
posterity the blessings of independence and democracy under the rule of law and a regime of
truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution.
1. What are the duties and responsibilities of a Filipino Citizen?

It shall be the duty of every citizen to be loyal to the Republic of the Philippines, honor
the Philippine Flag, defend the State, contribute to its development and welfare, uphold
the Constitution and obey the laws, pay taxes, and cooperate with the duly constituted
authorities in the attainment and maintenance of the rule of law and of a peaceful, just,
humane and orderly society.
Citizens and the State shall at all times respect the life and dignity of every human person
and uphold human rights.
Citizens shall participate actively in public and civic affairs, and contribute to good
governance, honesty and integrity in the public service, and the vitality and viability of
democracy.
Read Republic Act 8491
Republic Act 8491, or the “Flag and Heraldic Code of the Philippines,” mandates that reverence
and respect shall be accorded at all times to the Philippine flag, the national anthem and other
national symbols that embody the country’s ideals and traditions, and express the principles of
sovereignty and national solidarity. It penalizes violators.
1. What are the different duties and responsibilities of a good citizen?

Duties
 Obeying the law- Rule of Law: Everyone is under the law. To obey the law, you must
know the law. Without laws our society would quickly collapse.
 Paying taxes- Taxes pay for services like firefighters and police, they build roads, and
also public schools.Tax money also pays for national defense and military.
 Volunteer to be active in your community.
 Be honest and trustworthy.
 Follow rules and laws.
 Respect the rights of others.
 Be informed about the world around you.
 Respect the property of others.
 Be compassionate.
 Take responsibility for your actions.
Responsibilities
 Voting - If you don’t vote, don’t complain about the results.”
Many people gave their lives so we can vote, making it an honor and
responsibility.
Voting tells leaders what we like… and don’t like.
Our government is based on the consent of the governed.
 Being informed- To vote wisely, you must be well informed of candidates, current
events, key issues, and the current politics.
 Taking part in the government- Taking part is as easy as voting and joining a political
party or attending civic meetings.We also need leaders who will run for office. The
quality of government depends on the people in it.
 Helping your community- One of your most important responsibilities is taking part in
community service to help others in need in your community. Volunteering is a huge
part of being an active citizen in the community.
 Respecting and Protecting others right- You should know your rights. The rights you
have belong to those around you too. You have the responsibility to make sure your
rights and others’ rights are protected.
2. Differentiate and analyze natural and inherent rights to legal rights
Natural Rights are the rights that human nature bestows the person. It is from
God not man made, exists necessarily in individual and cant be taken, apply
to all people and do not derive from the laws of any specific society.
Legal Rights are spelled out the national and international law.
3. What are the good citizenship values that were taught to the Filipino Citizen?
- By living according to good citizenship values which we can derive from the preamble of
the Constitution - Faith in God, Unity, Patriotism, Work, Respect for Life, Respect for
Law and Government, Truth, Justice, Freedom, Love, Equality, Peace, Promotion of the
Common Good, Concern for the Family and Future Generations
- A good Filipino citizen is one who plays an active and intelligent role as a member of the
community. He is one who fulfills his duties and obligations to the government and
society. He possesses the traits of respectfulness, courtesy and consideration for parents
and elders and for others. He observes punctuality, promptness, and good moral conduct.

 Pagkamaka- Kalikasan
4. What are the “do’s and don’ts” of the flag (RA 8491)
DO’s: During times of peace, when the flag is raised in horizontal position,
the blue field of the flag should be above the red field.
When positioned vertically, the blue field must be on the left side.
DON’T’s: Republic Act No. 8491 states that the Philippine flag "shall never
touch anything beneath it, such as the ground, flood, water or other objects."
The law also states that the flag should not be used for decoration, clothing,
or product design.
It is also prohibited to add any word or drawing, to destroy or make fun of
the flag.
Section 14 of the Republic Act No. 8491 reads, "A flag worn out through
wear and tear, shall not be thrown away. It shall be solemnly burned to avoid
misuse or desecration. The flag shall be replaced immediately when it begins
to show signs of wear and tear.

Which is better or reliable Manual or Automated Election System?
-With regard to the EVS, if a party gets a biased and dishonest IT expert, compared to manual voting, it
also makes the job much simpler and prone to manipulation of results. Therefore, the way forward should
be the need for free, equal and impartial experts to handle elections regardless of whether the manual is
electronic.
