CHAPTER 1. TECHNICAL REQUIREMENTS OF RELAY PROTECTION
SYSTEM
1.1 Requirements of relay protection system
1.1.1 General Requirements
The relay protection system is used as a multi-function relay. The selected relay
protection system is independent of the BCU (Bay Control Unit) (except relays protect
22kV switchgears).
The design includes two multi-function protection and measurement systems (System
1 and System 2) for the main transformer and lines to improve unit reliability.
The main protection functions 1 and 2 must operate independently of each other. Each
system must have its own power supply to send the signal to the individual coil of the
breaker.
All the relays shall be tropicalized and shall be suitable for satisfactory operation under
local conditions.
All the relays shall be designed and constructed so that reasonable mechanical shocks
or external vibrations do not operate or damage them.

Protection relays must be digital, multi-functional, can interface with SCADA and
EMS systems through interface ports at Gateway and telecommunication systems.
Relay protection circuit shall be designed with redundancy, high reliability: main
protection and backup protection shall be physically independent of each other, the
supply power of these protection relays is also independent. With low voltage function,
it is necessary to support the monitoring function of dead-voltage to not affect when
the system loses power ....

The relay protection and automatic systems must be designed, installed, calibrated and
tested to ensure the requirements for fast impact, sensitivity and selectivity when
eliminating incidents.
The time to eliminate incidents occurring on the elements in the electricity system of
the investor and on the connected transmission line by the main relay protection must
meet the following requirements:

The reliability of the protection relay system must not be less than 99%;
Automatic devices and relays must be able to connect information, supported standard
communication procedures.
Protection relay devices must have a sufficient number of OUTPUT to use for
protection and control functions such as SCADA signal datalist and for the
FR/PQ/PMU system
1.2 Relay protection system of the 22/220kV step-up transformer station
Protection scheme includes the following functions, but not limited to:

In addition, the protection relay of step-up transformer such as temperature relay of oil
and winding (26), pressure relay (63), Buchholz relay for oil conservator (96), oil level
relay (71) should be furnished with transformer.
1.2.2 220kV transmission line protection

In the later stage, before purchasing equipment, the contractor must determine the relay
of the opposite ends to equip them accordingly.
1.4.2 220kV busbar protection
220kV busbar different protection is used multi-function digital relays including
master relay and slaver relays: 87B, 50BF.
1.4.3 Bus Coupler protection

1.5 Teleprotection signal transmission method
1.5.1 Protection for 220kV transmission line of Thai Hoa WPP – 220kV Switching
Station
The single circuit transmission line will be newly built, the two-way 220kV equipment
bays are also built synchronously. So, the opposite two-way relays are selected
synchronously and coordinate protection directly with optical fiber

1.5.2 Protection for 220kV transmission lines of 220kV Switching Station
- The differential protection: the project will be equipped with the SEL-311L relay
synchronized with the SEL-311L relay at opposite ends. The relays will transmit
signals directly by fiber optic cable.
- The distance protection relays: the project will be equipped relays with
communication system to coordinate with distance relays at opposite ends.

CHAPTER 2. FAULT RECORDING SYSTEM (FRS), POWER QUALITY
MONITORING SYSTEM (PQS) AND SYNCHROPHASOR MEASUREMENT
(PMU)
2.1 Requirement of the fault recording system (FRs), power quality monitoring
system (PQs) and synchrophasor measurement (PMU)
2.1.1 Function of the system
The equipped system must meet the following basic functions:
- Support monitoring of the plant elements by measuring the parameters of the
feeders;
- Store fault information in the plant as the database for analyzing the cause of
incidents, in-depth analysis, testing devices of relay protection as well as
evaluating the accuracy of set value;
- Support backup monitoring of functions and protection devices;
- Perform high-precision calculations to provide information for troubleshooting,
quickly restore the system after the fault.
2.1.2 Solution for equipping equipment
The project will equip and install equipment to the faulr recoeder, power quality and
synchrophasor measurement for elements of the 220kV feeders of the step-up station.
- 220kV feeders: they will be equipped with a dedicated fault record system (FRs)
capable of monitoring power quality and phase angle measurement function
(PMU).
- In addition, to connect and collect signals from the fault recorder at the plant as
well as transmit the signals of the system to the A2 (A0), the project will equip:
+ Communication devices for connection and time synchronization: Router,
Ethernet Switch, optical cable, time synchronization device.
+ Establish a communication channel to connect the fault record system of the
plant to the signal monitoring and collection system at the A2 (A2 connected
to A0).
+ Technical requirements for the communication channel:

2.1.3 Connecting signals to the fault recorder
- The FR shall be connected to the GPS time synchronization system via IRIG-B
standard or equivalent standards;
- Analog input signals (current and voltage signal):
+ For each equipment feeder will take the input current signal and voltage each
phase to serve the fault recording, power quality monitoring and phase angle
measurement.
+ These signals will be taken from the current transformer core (or the relay) and
the voltage of the device feeders.
- Digital input signals:
+ The digital input of the fault recorder is used to monitor the status of the
switching devices, the signal of the relay protection system,…
+ The signals from the protection relay system can be taken directly from the
outputs of the relays (in case of lack of output, it is possible to use fast-cutting
intermediate relays to multiply signals) or from the substation control system
through communication protocol standard (eg IEC61850-GOOSE Message).
+ Taking the signals to ensure the operator can know the circuit breaker is trip
by the protection function and trip level (taken to the level of trip signal)
+ For protection functions that only close / open 3 phases, it is not necessary to
separate for each phase.
+ In order to serve the operation, the relays must have a signal to indicate the
status of the hardware / software to be damaged / good.

2.2 Technical requirements of FR/PQ/PMU


2.2.1 General requirements
- The FRs, PMU and PQs must be compatible and able to connect to hardware and
software systems being equipped at the dispatch centers A0/A2 (FR / PQ: Sicam
PQS / Digsi / PQ Analyzer; WAM: Siguard PDP) to be able to collect logs, analyze
and assess after faults as well as control and install remotely. The owner of the

plant must be responsible for investing, setting up and installing necessary
equipment as well as establishing the communication, configuration and
integration system to be able to perform these functions at both station/plant and
at the A0/A2.
- The FR / PQ / PMU divices must have the analog inputs and digital inputs that are
large enough to ensure the full collection of signals of the equipment and the feeder
required.
- The FR/PQ/PMU devices must ensure international network security requirements
and Vietnam's requirements such as NERC CIP standard; Laws, Decrees, Circulars
on network information safety of the National Assembly, Government and
Ministry of Information and Communication of Vietnam such as Decree
85/2016/ND-CP, Circular 31/2017/TT-BTTTT, Decision 1109/QD-EVN,...
- In the case of testing or results in the operation process, the equipment of the power
plant does not comply with the technical regulations for the equipment or does not
meet the operating standards specified in the connection agreement or Circulars
regulating the electricity system, the investor of the power plant shall be
responsible for resolving the issue in order to ensure compliance with the
regulations and the additional checking and testing costs (*).
(*): Power quality testing (PQ) will continue to be evaluated during operation to
ensure compliance with the provisions of the connection agreement and the
Circular stipulating the Transmission / Distribution Power System.
2.2.2 Communication protocol from FR/PMU/PQ to the load dispatch centers
The fault recorder, phase angle measurement and power quality equipped at the factory
must comply with the standards to ensure integration with the monitoring system for
the fault recording system wide area monitoring system and the power quality
monitoring system equipped at A0/A2 and it shall be tested and operated reliably
before the official operating date.
- From the fault recording monitoring system to fault recorder (FR): via TCP / IP
protocol and send the record according to IEC61850 protocol, the records will
follow COMTRADE format with full analogue signals and digital signals.
- From wide area monitoring system to phase angle measuring device (PMU): via
TCP/IP protocol and sending data (frame) according to IEEE C37.118 protocol
and data acquisition meets IEEE C37.118 standard.
- From power quality monitoring system to power quality measuring device (PQ):
via TCP/IP and send the record according to IEC61850 or equivalent. The received
data is in the PQDIF format to ensure the online power quality monitoring feature
as well as the collection and storage of power quality data.
2.2.3 FR/PMU/PQ connection testing
The investor must coordinate with the Electricity System and Electricity Market
Operating Units to conduct connection testing in order to confirm compatibility and
sufficient measurement signals and status signals, monitoring signals from the plant’s
FR/PMU/PQ devices with fault recording monitoring system (FRs), wide area
monitoring system (WAMs) and power quality monitoring system (PQs) equipped at

the electricity system and electricity market operating units. The sequence of
connection testing and connection performance results are recorded in the Test Report
and must be performed and tested before the issuance of a commercial operation date
(COD).
2.2.4 Technical requirements of equipment
- Type: Digital, mounted in a flat frame.
- Integration of functions: Dynamic Disturbance recording, Sequence of events
recording, Fault recording, phase angle measurement function, power quality
measurement function;
- Fault recording function: This is the function to record analog data for each sample
from a few cycles to a few seconds. The fault recorder shall record the problems
with the full electrical parameters of the supervised element as follows:
+ Phase – Earth voltages (UA, UB, UC) and neutral voltage (Un);
+ Phase – Earth current (IA, IB, IC) and neutral current (In);
+ All current and voltage parameters are recorded with the same time
synchronized;
+ The minimum length of each record must be long enough to store complete
fault information. Depending on the fault, the length of the record s is different,
but the required recording length must be large enough to record the entire
process of the recorded event (The maximum can be up to several tens of
seconds). The length before the fault of each record is at least 10 cycles;
+ The sampling rate of each record must be large enough, at least 64 samples /
cycle.
- Dynamic Disturbance recording function: This is a function to record the
root mean square values (RMS) or phase angle data for analog values with a large
record length.
+ Minimum data sampling rate reaches 20 samples / cycle and data storage speed
for recording the RMS parameters reaches 6 data points per second.
+ Capable of recording the continuous turbulence.
+ Ability to set the length of each record, but the minimum recording time is 3
minutes for each event;
+ Frequency;
+ Power and Reactive power;
- Sequence of events recording function: This is a function to record the status
change of devices (circuit breaker contacts) and determine the signals that have
been tripped (the trip command of the protection relay, the transmit / receive signal
of teleprotection function) with sampling time up to ms. The data recorded by this
function of the fault recorder ensures the accuracy and completeness of the
information to analyze the problems occurring on the electrical system.

+ The fault recorder must record the event sequence data for the status change
of switching devices (closed / opened) with the sampling time less than 4ms.
+ The fault recorder must be able to monitor the status of the switching devices,
start command and trip command of all protective relay functions to the
monitored circuit breaker and the sending/receiving command of
teleprotection signals, relay lockout, …
- There must be a number of analog inputs, digital inputs that is large enough to
collect the signal of the feeders as required and 20% backup.
- Allow to select the functions flexibly through installation software.
- Password must be protected for data security purposes & avoid changing the value
of unwanted settings.
- Equipped time synchronization system with IRIG-B standard or equivalent.
- Fully equipped with the number of communication ports to transmit the phase
angle measurement values to the WAM system and the fault record to the FRs
system located at A0/A2 independently and reliably.
- For the phase angle measurement function, it must meet IEEEC37.118 standard;
- For the function of measuring power quality, it must meet IEC 61000 or EN 50160
standards.
