PACKAGE
WHAT IS AN ARTA PACKAGE?

The Anti-Red Tape Authority (ARTA) Package is a bundle of


programs that will help the government agency be compliant to the
provisions of R.A. 11032.

Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 is an act that
aims to streamline the current systems and procedures of government services. It is the landmark law of the Duterte
administration that addresses priority number 3 of its 0+10 Point Socio-economic Agenda. This particular agenda
pertains to improving the competitiveness of and ease of doing business in the Philippines. Signed into law on 28 May
2018, the law effectively amends Republic Act 9485 or the Anti-Red Tape Act of 2007.

The ARTA Package is a sign of commitment on the part of the government agency to serve the Filipino
people by providing the necessary tools and information to improve the quality of government
service.
The ARTA Package is currently available to two government
entities:

National Government Agencies (NGAs)

Local Government Units (LGUs), Highly Urbanized Cities


(HUCs)

NGAs and LGUs, particularly the HUCs, shall be the first recipients of the ARTA Package by
virtue of a Memorandum of Agreement between ARTA and the government agency or LGU
concerned.

Establishment of an ARTA HELPDESK
The Anti-Red Tape Authority Helpdesk (ARTA Helpdesk) is a
desk within the agency that will be composed of existing
employees that shall be responsible for:
• undertaking compliance cost analysis
• conducting time and motion studies
• undergoing evaluation and improvement reengineering
the same

The ARTU shall include a desk which contains the


Information, Education, and Communication materials for
information dissemination.

We shall conduct capacity building through the Regulatory


Impact Assessment (RIA). This is a training workshop that
will expand the capacity of regulatory agencies on delivering
efficient and effective regulations through systematic,
comparative, and data-driven processes for decision making
and regulation development.

Creation of a BUSINESS ONE-STOP SHOP

A Business One-Stop Shop (BOSS) shall be set up within


the LGU concerned for the streamlined business
registration, payment of taxes, and application of
construction permit which shall be consolidated
through an ordinance or an executive order.

system that will receive and process applications for
permits, licenses, certifications and authorizations

4 REGULATORY REFORM

THE ARTA PACKAGE PROGRAMS

The Regulatory Reform Team (RRT) will review local


ordinances to ensure a quality regulatory environment is
in place for businesses and the public.

Through this process, outdated, redundant, conflicting


and burdensome regulations will be addressed through
repeal or amendments.

Creation of a REGULATORY REFORM TEAM

Activation of the LOCAL BOARD OF ASSESSMENT
APPEALS

The Local Board of Assessment Appeals (LBAA) shall


be activated to cater to the appeals of real property
estate owners.

Compliance to the 3-7-20 PRESCRIBED

The prescribed processing times must be followed:

Signed last May 18, 2018, R.A. 11032. This law created ARTA who shall
implement and oversee a national policy on anti-red tape and ease of doing
business. It’s IRR was signed July 17, 2019.

Eliminating Overregulation to
Promote Efficiency of Government

Signed last February 21, 2020. This order requires all government
agencies to submit a compliance report to ARTA about their expedited
services.

The ARTA Package may be availed by signing a
Memorandum of Understanding (MoU) between
ARTA and the availing LGU. The head of agencies or
the local chief executives shall be the signatories as a
mark of commitment to improve the delivery of the
quality of government service to the Filipino people.
