IV. Activities:

Activity 1: Know the Laws that Protect!

Instruction: Please read the article below.

With the increasing number of bullying cases, parents gave much

concern about their children’s safety inside and outside the school. This
serious circumstance progressed to the Republic Act 10627 or Anti-
Bullying Act of 2013 in order to prevent and intervene bullying incidents.
Bullying is a wilful aggressive behavior that is directed, towards a

3
particular victim who maybe out-numbered or otherwise vulnerable.
Bully is the one who commits bullying while a bystander is the one who
witnesses or has personal knowledge of any actual or perceived acts or
incidents of bullying or retaliation. Bullying includes the following: but not
limited to, such as, cyber-bullying is done through technology or any
electronic means; social bullying is any deliberate, repetitive and
aggressive social behavior intended to hurt others or to belittle another
individual or group; and gender-based bullying is any act that humiliates
or excludes a person on the basis of perceived or actual sexual orientation
and gender identity (SOGI).
Many children are not fully protected from all forms of violence,
abuse, neglect, exploitation, exclusion and/or discrimination day by day.
Child Protection Policy came in in order to protect the children in family,
school, and in community so they can survive and reach their fullest
potential. Child exploitation is using children for someone else’s
advantage, gratification or profit often in unjust, cruel treatment of a child.
One of the two forms of child exploitation is sexual exploitation which is
the abuse of a position of vulnerability, trust, for sexual purposes like
forcing a child to participate in prostitution, production of pornographic
materials, etc. Corporal Punishment is a punishment or penalty imposed
for an alleged offense, which is inflicted for the purpose of discipline by a
teacher, school administrator, an adult, etc. Violence against children
committed in school is a single act or a series of acts committed by school
administrators, academic and non-academic personnel against a child like
coercion/forcing, harassment, etc. Any acts of child abuse of a pupil,
student, or learner identity or other information that may identify them
whether victim or offender information, shall withheld to protect his or her
privacy.

Accordingly, Anti-Violence Against Women and Their Children Act

of 2004 values the dignity of women and children and guarantees full
respect for human rights which recognizes the need to protect the family
and its members particularly women and children, from violence and
threats to their personal safety and security. This likely result in, but not
limited to, physical violence which include bodily or physical harm; sexual
violence which is sexual in nature, committed against a woman or her
child. Under this act, Sexual relation is defined as a single sexual act
which may or may not result in the bearing of a common child while dating
relationship is a situation wherein the parties live as husband and wife
without the benefit of marriage or are romantically involved over time and

4
on a continuing basis during the course of the relationship. Those below
eighteen (18) years of age or older but are incapable of taking care of
themselves are considered a children.

Republic Act No. 7877 is also known as Anti-Sexual Harassment

Act of 1995 which governs sexual harassment. In sexual harrassment, the
offender has authority, influence or moral ascendancy over victim in a
work, training, or education environment; he or she also demands,
requests or otherwise requires any sexual favor from the victim. Sexual
harassment is committed in an education or training environment, against
one who is not under the care; custody or supervision of the offender and
one whose education, training; apprenticeship or tutorship is entrusted to
the offender; when the sexual favor is made a condition to the giving of a
passing grade; or the granting of honors and scholarships, or the payment
of a stipend, allowance or other benefits, privileges, or considerations and
the sexual advances result in an intimidating, hostile or offensive
environment for the student, trainee or apprentice. Illustrative forms of
physical sexual harassment are overt sexual advances, malicious
touching, and gestures with lewd insinuation.
The RA 8353 or The Anti-Rape Law of 1997 defines rape as a
committed through force, threat, or intimidation, when the offended party
is deprived of reason or otherwise unconscious, by means of fraudulent
machination or grave abuse of authority, and when the offended party is
under twelve years of age or is demented, even though none of the
circumstances mentioned above be present. Reclusion perpetua to death
shall be the penalty whenever the rape is committed with the use of a
deadly weapon or by two or more persons and when the rape is attempted
and a homicide is committed by reason or on the occasion. Reclusion
temporal shall also be imposed when the offender knew of the mental
disability, emotional disorder and/or physical handicap of the offended
party at the time of the commission of the crime.
Technology advancement is happening until today especially in
cyber technology like computers, cellphone, etc. Cybercrime Prevention
Act of 2012 seeks to provide an environment conducive to the
development, acceleration, and rational application and exploitation of
information and communications technology (ICT), the need to protect and
safeguard the integrity of computer, computer and communications
systems, networks, and databases, and the confidentiality, integrity, and
availability of information and data stored therein, from all forms of
misuse, abuse, and illegal access by making punishable under the law
such conduct or conducts. In this light, the State shall adopt sufficient

5
powers to effectively prevent and combat such offenses by facilitating their
detection, investigation, and prosecution at both the domestic and
international levels, and by providing arrangements for fast and reliable
international cooperation. One of cybercrime offenses is computer-related
identity theft which is the act of knowingly using computer data which is
the product of computer-related forgery for the purpose of perpetuating a
fraudulent or dishonest design. NBI and PNP are two law enforcement
authorities in this law.
Reproductive Health Law (RA 10354 ) or The Responsible
Parenthood and Reproductive Health Act of 2012 emphasized the respect
for protection and fulfillment of reproductive health and rights which seek
to promote the rights and welfare of every person particularly couples,
adult individuals, women and adolescents. Reproductive Health Care
refers to the access to a full range of methods, facilities, services and
supplies that contribute to reproductive health and well-being by
addressing reproductive health-related problems.
According to the Family Code EO 209, remember that marriage is
a special contract of permanent union between a man and a woman
entered into in accordance with law for the establishment of conjugal and
family life.
Republic Act of 9165 also known as Dangerous Drugs Act of 2002
emphasizes to safeguard the integrity of the territory and the well-being of
every citizen particularly the youth, from the harmful effects of dangerous
drugs on their physical and mental well-being, and to defend the same
against acts or omissions detrimental to their development and
preservation.
Gender and Development carried out to promote: inclusive
education that ensures girls’ and boys’ and women’s and men’s equal
access to learning opportunities; protection of children against all forms of
gender-based violence, abuse, discrimination, and bullying in school;
involve all learners, teachers, and non-teaching personnel and other
stakeholders in the promotion of gender equality and non-discrimination
through their engagement like teaching methodologies, and support
services; eliminate gender stereotypes. Lastly, transforming gender
relations toward empowerment and social change. (summarized by Losellyn
