Dear All,

We thank you for inviting us to participate in the tender and are pleased to submit our budgetary
offer for:

One unit of treatment of digestate by Evapo-concentration

According to our last meeting in your office in Istanbul; please find hereafter the technical and
commercial offer. We focus on the best way to produce different kind of fertilizer: Evapo-
concentration / stripping and ammonium sulphate production.
Now we consider 2 different scenarios:
(1) Evapo-concentration / stripping and ammonium sulphate (300T/d)
(2) Evapo-concentration / stripping and ammonium sulphate (500T/d).
For the two scenarios, the ammonia distillates with the evaporated water and is then stripped to
be separated from condensates. The ammonia is recovered as ammonium sulphate solution with a
minimum of 40% concentration. The evapo-concentration system is composed of a falling film
evaporator and a forced circulation evaporator to reach the desired final concentration.

This offer is for a turnkey contract. It includes: studies, fabrication, assembly, training,
commissioning, start-up remote assistance for one year but excluded civils and building works at site.

1. GENERALS

1.1. Lessons learnt from other plant

The proposed evapo-concentration plant is based on input data used for the design and supply of
the evapo-concentration plant delivered by FE to different plant located throughout the world.

Based on winter conditions in Turkey, we have proposed an installation suitable for installation
indoors and outdoors (civils and building will be done by others).

1.2. Pilot testing

As mentioned above, we have considered the data used for other plant for the design of the
proposed evapo-concentration plant in terms of:
 Boiling point elevation (BPE),
 Heat transfer coefficient (HTC),
 H2SO4 dosing ratio;

The data listed above would need to be confirmed by pilot testing operated with the actual
digestate to be treated (a minimum volume of 1 m3 would be required, to be shipped to FE premises).

1.3. Zoom on Nitrogen

When quantity of Nitrogen is high, we would recommend the Evapo-concentration / stripping


and ammonium sulphate solution. The Nitrogen is removed from the concentrate and will be a distinct
stream at higher concentration.

Furthermore, in case of acid scrubbing, producing ammonium sulphate, the basic design will
stop the concentration at limit of crystallization. If necessary, we can add a sulphate ammonium
crystallizer in order to produce salt of ammonium sulphate (option). It could be interesting only for big
stream (minimum 0.6 t/hr of produced salt). Crystallization allows to have a solid product at high
concentration of N (21%), with a high commercial value.

Regarding ammonia water produced by stripping (without acid scrubbing), it will be free
nitrogen. With this stream there will always be an equilibrium between liquid and atmosphere, so
particles of N will distillate into the air and create some smelling. If it could be ok for you, it is the
cheaper solution (CAPEX just a little bit higher than with acidification before treatment, and OPEX
lower (no acid consumption)).
Else, a clean air system is to be foreseen to handle the off gases smell. We have not considered
the clean air system in our offer.

1.4. Design criteria – Reject water quality

1.4.1. Data from client

The design concentration of digestate considered after separation phase (decanter centrifuge) are
the following:

• Total suspended solids (TSS): <500 mg/L


• Total solids: <3%
• Volatile Fatty acids: < 50 mg/L
• pH: > 7.5
• Temperature: < 40°C
• Ammonium NH4: <4000 mg/L
• Chlorides Cl: to define
• Calcium Ca: to define

Plant capacity shall be as follows:

Scenario 1:
 Nominal flow of 13 m3/h (312 m3/day)
 Operating window shall be from 50 to 100% of nominal capacity

Scenario 2:
 Nominal flow of 21 m3/h (504 m3/day)
 Operating window shall be from 50 to 100% of nominal capacity

1.4.2. Input data considered by FE

The proposed evapo-concentration plant is based on the following input data:

 Total solids <3% wt/wt


 Total nitrogen 4000 mg/L
 Digestate temperature 30 °C

Which are corresponding to the average scenario.

1.4.1. Reject water (condensate) quality

Expected quality:
 COD < 400 mg/L O2
 Total nitrogen < 15 mg/L
 Phosphorus < 1 mg/L

1.5. Design criteria – energy

Taking into account that there is neither steam nor hot water available at site, the proposed design
is based on favoring the use of Mechanical Vapor Recompression (MVR) loops associated to the
evaporators and stripping.

Having said that, for startup phase and for heat balance of system in stable phase, steam is
needed.
At this stage, we haven’t included in our offer the supply and installation of a steam generator
producing the needed saturated steam.

2. TECHNICAL PROPOSAL

We propose a treatment of the digestate of methanization with:


- Evaporation: in order to concentrate the digestate,
- Stripping: in order to separate the ammonia from the condensate
- Acid scrubbing to generate ammonium sulphate liquid

2.1. Evapo-concentration

2.1.1. Pre-heating & degassing system

Upstream the evaporator, we have foreseen one degassing system consisting in:
a) Two liquid-liquid pre-heaters
b) One separator allowing to remove a fraction of the volatile and non-condensable gases
(such like CO2) prior sending the liquid digestate into the first pass of the evaporator.

We will install two liquid – liquid pre-heaters upstream the falling film evaporator, which
recover the energy from the condensate extracted from the evaporator shell. It will be a plate and
frame type of heat exchanger. One of the heat exchanger will be in operation and the other in washing.

2.1.2. Falling film evaporator

We propose a single body, falling film evaporator, associated to a single stage of Mechanical
Vapour Recompression to favor electricity consumption versus steam consumption.

With the falling film technology, the evaporator is installed vertically so that the solution falls
along side the tubes by gravity. The liquor to concentrate is pumped from the liquid/vapour separator
located at the bottom, underneath the evaporator bundle, to the top of the evaporator, where a liquid
distribution is evenly distributing the liquid in circulation on each tube to ensure sufficient tube wetting
(see diagram enclosed here-after).

The water vapour is formed by transferring the enthalpy of the heating vapours (coming from
the MVR fan discharge) which condense on the tube wall (see description here-after). The evaporated
water is dragged down by the liquid film along the tube length and is separated from the liquid when
exiting the tube end at the lower tubesheet.

For this design alternative, the evaporator is operated at 0.3 bar abs (equivalent to 70.0°C in the
evaporated vapors).

We have selected tubes of approx. 12 m length, leading to an overall height for the falling film
evaporator, including the top liquid distribution box and the lower liquid-vapour separator of approx
20 m.

The evaporator itself is having 4 passes on the liquid side.

The vapours produced by evaporation are processed through one centrifugal fan (also called
mechanical vapour recompression – MVR) in order to lift up their temperature before sending them
back on the shell side of the falling film evaporator, where they are used as heating medium – the
recompressed vapours are condensing on the outside wall of the tubes where they transfer their
enthalpy to the liquid in circulation inside the tubes, leading to evaporate the waters contained in the
solution in circulation inside the tubes.

In order to protect the centrifugal fans (rotary machines), a vapour separator, cyclonic type, is
foreseen between the evaporator and the MVR fan. The aim of this separator is to prevent any droplet
carry-over together with the vapours’ stream routed to the suction of the fan.

An important point to be emphasized is that in case of a lack of pre-heating (difference between


feed liquor temperature entering in the evaporator and the evaporator operating temperature on the
liquid side), the shortfall in pre-heating shall be compensated and heat balanced by injecting LP steam
into the system.
LP steam injection shall also be required during start-up, before starting the MVR fan.

The non-condensable gases, if any, will be discharged to the atmosphere.

2.1.3. Mechanical Vapor Recompression (MVR)

To optimize energy consumption, we use Mechanical Vapor Recompression associated to the


falling film evaporator and forced circulation evaporator in order to favor the use of electricity versus
steam.
Vapor produced by evaporation is compressed to lift up its temperature, and to reuse it as the
heating medium to keep doing the evaporation.

The machine compressing the vapor is a centrifugal fan, having its wetted parts (i.e. casing and
impeller) made of stainless steel.
It is driven by an electric motor which speed is monitored by a variable speed drive.

2.1.4. Forced Circulation (FC) evaporators


The forced circulation evaporator allows to reach the final concentration. This type of evaporator
can handle solution with high density and viscosity. It is less sensitive to clogging.
A density transmitter will regulate the final concentration and the extraction of the final product.
Associated to an energy recovery loop on the vapor side which uses the excess of compressed
vapors from the stripping reboiler, we will have one FC evaporator in series on the liquid side with the
falling film evaporator.
The FC evaporator will be heated up on the shell side with the vapors purged from the stripping
reboiler shell.

Forced circulation evaporator: heat exchanger, circulation pump and separation vessel.

2.1.5. Thermal energy

To separate the ammonia from the condensates in the stripping column, we need thermal energy.
This thermal energy will be produced by re-compressing the vapor from the reboiler separator
using MVR compressor. The compressed steam will then be routed at the bottom of the stripping
column.

2.1.6. Non-condensable gases and vacuum pump

The monitoring of a purge of vapor is required to extract the non-condensable gases from the
system. After going through a condenser, the non-condensable gases are routed to the vacuum pump
to be extracted from the system.
The vent of the vacuum pump, which will be loaded with non-condensable gases and ammonia
gasses, must be connected to the off-gas treatment.
Approximately, there is 10% of ammonia and 90% of CO2. It can have also some traces of H2S
and/or other volatile component(s) present in the digestate.
To keep the remaining ammonia into the process we can include in our scope of supply a small
acid scrubber (sulfuric acid) at the outlet of the vacuum system.

2.1.7. Cleaning of the unit


A regular cleaning of the unit is necessary to maintain the exchange area as clean as possible,
hence to maintain the capacity. As a first approach, a cleaning every 2 weeks is recommended.
It can be done by nitric acid washing or soda washing or both.

For preparation of the cleaning solutions, we propose to install one unit (for acid & for caustic
soda).
- Plastic tanks with flat bottom,
- Filling pump of concentrated chemical products,
- Circulation pump
- Instruments.

2.2. Stripping

2.2.1. Stripping column


Condensates from the evaporator, loaded with ammonia, are fed at the top of the stripping
column. The steam injected at the bottom is crossing the condensate flow counter-currently and
contributes to remove the ammonia contained in the condensate stream. At the bottom of the column,
condensates are clean.
To improve contact area between the liquid flooding down and the steam going up, the stripping
column is having a sufficient packing bed height. For this application, random packing is installed,
made of stainless-steel rings.
In case of presence of fatty acid, residual ammonia concentration into stripped condensates could
be too high. In that case, we plan to install a pump injecting soda in the condensate upstream the
stripping column in order to reach the correct residual concentration of ammonia in the stripped
condensates.

IMPORTANT NOTE: in this case, the condensate will contain some sodium acetate, and COD
will slightly increase.

2.2.2. Steam generation by MVR


The steam generated in the reboiler is compressed by a Mechanical Vapor Recompression loop
before being sent at the bottom of the stripping column. The vapors recovered at the top of the column,
which contain most of the ammonia, are sent to the heat exchanger (reboiler) to recover their energy
(enthalpy) by condensing these compressed vapors on the shell side of the reboiler.

2.2.1. Acid absorption column


The steam from the top of the stripping column is sent to an acid absorption column, to
block ammonia with sulfuric acid to produce ammonium sulphate usable as a fertilizer.
Acid injection is controlled by a pH-meter and a dosing pump. pH sensor is doubled to
secure the pH control. Dosing pump is installed into a cabinet.

2.3. Ammonium Sulphate Crystallizer (option)

The solution of Ammonium Sulphate coming from acid can be used a liquid fertilizer.

In option we can propose to crystallize the Ammonium Sulphate for an easier storage and
reusing.
The quantity of crystals to be produced is not very large (+- 500 kg/h) so the crystallization
process is quite small and need to be quite simple and robust. The final destination of crystal is
fertilizer, so no need to have a very high level of purification or specific crystal shape (and size). Link
to that we recommend de circulation forced crystallizer re-using some vapour from the stripping. In
fact this solution permit to avoid to install any extra MVR and doesn’t cost in term of energy.

2 T/h Ammonium Sulfate Circulation Forced crystallizer working with 2 MVR.

The solution of Ammonium Sulphate coming from acid column will feed the crystallizer. The
circulation of the slurry of crystals is done by an axial pump to pass through a tubular exchanger. The
heating of this tubular exchanger is done with some vapour coming from stripping unit. This heating
is generating some evaporation in the crystallizer. This evaporated water is send back to the digestated
evaporator. So, no extra energy is required to use the crystallizer.

The concentration of crystals in the crystallizer is regulated to permit a correct growing of the
crystals. The crystals are extracted and send to a centrifuge. The liquid called Mother Liquor, is send
back to the crystallizer. The salt, is send to a set of 2 Big-Bag loading units. The Big-Bag loading is
half automatized: the feed is stopped automatically when the weight is obtained; then the loading
switch to the second unit; the replacement of Big-bag and restart of the feeding must be done by the
operator.

Considering the pH of 7,5 minimum, the use of Stainless steel 316L is good enough from a
corrosion risk standpoint. Herewith you will find the different materials forecast on the unit.

2.4.2. Pressure test (vessels) and regulation


It is to be noted that none of the equipment supplied by FE are pressurized vessels; design
pressure is 0.45 barG.
Therefore, FE have not allowed for any inspection by a Third Party and/or a NoBo.
In our alliance partners’ premises, a pressure holding test will be conducted, prior shipment,
according to our alliance partners’ standard procedures.
Where applicable, latest European Directives and Codes will be followed.

2.5. Layout

To define according the site

Due to winter conditions and from an operating point of view, we strongly recommend to install
some equipment inside a building:
• Pumps
• Compressors
Vessels could be installed outside of the building.

Building can be done until 5-7 m high (approx.), then tall equipment will go through the roof.
The building at 5-7 m height will cover 90% of operators’ access.
Due to the noise, we also recommend to have the fan inside a dedicated room.

During the execution phase, drawings will be given as follows:


- in 2D for general drawings and for interface with your constructor,
- in 3D for general arrangements (with possibility for you to walk through the model).
- Drawings in printed format and electronic format (dwf).

In case the quantity of suspended solids would be reduced upstream the evapo-
concentration system, this would contribute to improve the maximum concentration.

In-house tests shall be undertaken in our premise to confirm the preliminary data below:
Typically: COD < 400 mg/l
N (NH4) < 15 mg/l (if no fatty acids)

3. DESCRIPTION AND OPERATION OF THE UNIT

Digestate is fed into the evaporator under level control. A regulating valve monitors the inlet
flow. Digestate is heated up by the condensates extracted from the evaporator shell in a counter-current
plate and frame heat exchanger.

3.1. Digestate treatment

Digestate circulates first in the falling film evaporator, and is concentrated in a multi passes
separator located underneath the evaporator itself. The concentration in each pass is different, leading
to only have the last pass at high concentration (hence the dirtier and with the higher BPE) before
being transferred in the last stages of concentration, which are the forced circulation evaporators.
The concentrate is then extracted from the last forced circulation evaporator under density
control.

3.2. Evaporation

Digestate circulates inside the tubes, and the outside is heated by vapor. The digestate is
evaporated and vapors from falling film evaporator and from forced circulation evaporator are
combined together before being routed through a vapor washer which is integrated into the falling film
evaporator body (above the liquid-vapor separator). The vapor washer is having a mesh to remove
most of the particles carried over with the vapor stream.
The mesh is cleaned on a continuous basis by spraying clean condensates.
From the washer, the vapors go at the suction of the blower, where they are compressed. The re-
compressed vapors are sent on the shell side of the evaporator (i.e. outside the tubes), where they heat
up the digestate circulating inside the tubes. This ensures a continuous evaporation of the water
contained in the digestate.

3.3. Condensate treatment: Stripping and acid scrubber

Condensates after the evaporator are collected on the shell side of the evaporator and then sent
to the stripping, where counter-current steam removes most of the ammonia from them.
The vapor at the top of the column (loaded with ammonia) is sent to the acid scrubber. The vapor
cross a counter-current stream of acid which blocks the ammonia and generates ammonium Sulphate
solution.

3.4. Automation
PLC will be installed on the unit with a local control panel. The PLC will handle:
- Regulation loops
- Operation of the unit in stable phase
- Starting up and shutdown of the unit
- Alarms

- Operator call if necessary


- Cleaning procedure (Operator starts the chemical cleaning from the supervisor, then cleaning
is automatic)

We have forecast a PC close to the unit and a duplicate on your computer located remotely in
the control room (WinCC environment).

3.5. Cleaning
It will be necessary to clean the unit with CIP (caustic soda and nitric acid). The time between
two chemical cleanings is anticipated to be approx. 2 weeks, but is depending on the concentration in
suspended solids at the inlet of evaporator.

It could be necessary, according to the degree of clogging due to presence of calcium, to make
a mechanical cleaning 1 or 2 times per year, to remove all calcium which may deposit inside the tubes.

4.5. Walkways and access

We have forecast following access on the unit:


- Level +18m: walkway supported by the evaporator, access with a ladder (Supply FE)
- Stairs to access to level +3m from ground floor

4.6. Insulation

The part over 60°C will be insulated, excluding valves, pumps, flanges etc…

Unit is prefabricated in the workshop. Instruments will be tested prior shipment.

Milestone 1
20 % of down payment at the order, against bank guarantee, available till delivery of the main
vessels, in Turkey,

Milestone 2:
Payment of 80% with letter of credit at delivery of main equipment (evaporators, separators,
blowers, pumps) in Turkish customs, and max 10 months after the order, if the delay is not our fault.
This payment will be against 3 banks guarantees:
o 20% valid till completion of the mechanical work (6 months validity)
o 5% valid till the commissioning of the equipment (9 months validity)
o 5% valid till the end of the warranty period (12 months validity)

5.4. Reception test

Reception will be done after 1 month of operation with digestate product, and chemical cleaning.

The test will be done during 48 hours; followings data will be checked:
- Capacity
- Energy consumptions
- Condensate quality

If for any reason, not due to France Evaporation, the test cannot be done after 1 month (product
out of spec for example), final payment will be due. In this case, a performance test will be done later,
in the limit of 1 year after start up.

6. GENERALS

6.1. Guarantees & acceptances

Warranty period is two (2) years from the accepted handover or 30 months after the date
when equipment is declared ready for shipment, whichever date is first.

The handover will take place after a start-up and test period, during which testing of
equipment is performed according to this Contract, in any case not later than two (2) months after the
plant is taken in the commercial operation by the Customer.

6.2. Property and risks

It is expressly agreed that the evaporation units and the parts supplied remain the property of
FRANCE EVAPORATION as long as they are not fully paid.

In this respect, bank drafts, cheques or any other document involving an obligation to pay, do
not represent a payment.

The payment is only considered as done when FRANCE EVAPORATION has effectively
received payment of the price.

In case the evaporation units are not paid at the due date, the FRANCE EVAPORATION
SAS company, without losing any of its rights, will be in a position to exercise its right of demand at
the expenses and at the risks of the buyer.

So, until full payment of the evaporation units, the buyer will neither leave them as a security
nor use them as a guarantee.

The risks connected to the evaporation units are transferred to the buyer as soon as they are
delivered, their transport being under the responsibility of FRANCE EVAPORATION SAS.

The buyer commits itself to take care of the evaporation units and to insure them against the
damages and the incidents liable to happen to them or to be caused by them after they delivery.

Safeguard clause
If, as a result of circumstances of economic or commercial order arising after signature of the
contract and except the normal forecasts of parts, the economy of the contractual relationships came
to be modified in the point to make harmful for one of parts the execution of its obligations, the two
contracting parties on the initiative of the damaged part, would consult, in a spirit of understanding
and equity, to determine in common the means to remedy quickly and adequately this harmful situation
and, if need be, to bring to the contract necessary amendments.

Clause of equity
In case of emergence of unpredictable events by parts, which would have the effect of upsetting
the economic bases of the present market to the detriment of one or other one of parts, these would
have in the same spirit as the one that presided over the construction of the present, to agree on an
adaptation of the price so as to replace parts in an equilibrium position comparable to the one that
existed at the time of the conclusion of the present contract. It will be the same in case of turnover of
the current international monetary system, either consequences of this turnover on monetary
indications or stationery.

Revision of performances

Any modification and\or any considerable variation of the nature and\or the digest substracts
will entail the obligation to pass between parts, as far as the installations of treatment allow it, an
amendment in present agreement.
The "person receiving benefits" will inform then immediately the "producer" as soon as he will
have knowledge of such modifications or if these last ones are predictable.
Modifications connected to a significant and substantial change of the legislation will also be the object
of a renegotiation of the price for the performance.

Parts already agree, that in case of increase of the different parameters of the contract, price
will be revised according to these modifications and necessary supplementary equipment to maintain
performances and guarantees foreseen in the present agreement.

6.3. Industrial property - Confidentiality

FRANCE EVAPORATION commit themselves not to communicate to third parties not involved
in the works subject of the present contract, plans, calculation data, written details and, in as a general
rule, any documents which are given to them to allow them to carry out their study or works. They
also commit themselves not to use them for any other operation. More generally, they commit
themselves to respect the industrial property of the process of which implementation they have been
entrusted with.

FRANCE EVAPORATION remains the owner of their know-how, patents; the Customer is not
authorized to use or to divulge know-how or patents of FRANCE EVAPORATION
