1. Make some research. What are the powers and functions of DTI Secretary Ramon M. Lopez
and DTI in MSME?
Ans:
The powers and functions of DTI Secretary Ramon M. Lopez in MSME is to advise the
President of the Philippines on matters related to trade and investments, and industry, and on the
promulgation of Department orders, rules and regulations, and other issuances related to trade,
industry, and investments, to establish policies and standards for the effective, efficient, and
economical operations of the Department in accordance with government programs, to supervise and
control all offices, functions, and activities of the Department, to delegate authority for the performance
of any administrative or substantive function to any Undersecretary or other officials of rank at the
Department, and to ensure the clear delineation of the functions of personnel and constituent units of
the Department, including its attached agencies to prevent task duplication or overlapping.
The DTI mandated to promote consumer protection and welfare, consistent with government
policy to nurture an environment that is conducive to doing business to preserve public interest. It is
tasked to foster a competitive and innovative industry and services sector that contributes to job
generation and inclusive growth; and to advance the rights and responsibilities of consumers. DTI has
adopted four MFOs. First is “the international trade policy negotiation, facilitation, and promotion
services” that the DTI’s crucial role in trade policy negotiation, facilitation, and promotion is clear and
evident. The Department, together with other government agencies shall intensify the linkage between
market access negotiations and trade promotion activities. The next one is the “industry development
and investment promotion and facilitation services, which the DTI’s agenda is to create economic
activity. The focus is to make the economy more robust by implementing measures that shall attract
more investments and allow business to grow and expand. The third one is the “development and
promotion services for MSME’s” that the focus on MSME promotion and development is geared
towards the graduation to higher levels of undertaking, from micro to small and from small to medium
enterprises. Lastly, the “consumer welfare and protection services” which guaranteeing consumer
welfare entails an unyielding quest for strategic policies and interventions that would result in better
consumer protection and to attain this goal, the DTI serves as a catalyst in promoting a vibrant and
sustainable trading environment through the development and enforcement of policies, trade
regulations, and world class product standards.

ANALYSIS
During the Covid-19 Pandemic, what are the programs and policies made by DTI that benefits
the MSME Sector? Do you think it is enough to ensure sustainability of MSME? Why or why
not?
Ans:
From the start of President Rodrigo Roa Duterte’s administration, they accelerated the support
for the growth and development of our micro, small, and medium enterprises (MSMEs) in making them
into smarter entrepreneurs. After all the challenges, the Duterte's administrations continue to serve the
MSMEs. This is what they call the government’s 360-degree support programs for MSMEs. Their
programs and policies are Negosyo center's, Negosyo Serbisyo sa Barangay, Livelihood Support
Program (NSB-LSP, Shared Service Facilities, and Buy local Go Lokal!. They also inaugurated 62 One
Town, One Project (OTOP) Hubs nationwide. The GoNegosyo, headed by Presidential Adviser Joey
Concepcion, Association of the Filipino Franchisers Inc. (AFFI), Philippine Franchise Association (PFA),
Philippine Chamber of Commerce and Industry (PCCI), Angelpreneurs group, headed by Dean Pax.
Meanwhile the Philippine Trade Training Center-Global MSME Academy (PTT-GMEA), headed by
Executive Director Nelly Dillera, has trained 500,000 entrepreneurs.
The policies like game-changing Corporate Recovery and Tax Incentives for Enterprises Act (or
CREATE) Act, which lowered tax rates to benefit MSMEs frp, 30% to 20%. It can also offer incentives
as long as their activities are in the Strategic Investment Priorities Plan (SIPP). There is also the
Philippine Innovation Act, to harness innovation efforts to enable MSMEs to be part of the domestic and
global value chain. During the pandemic, the Duterte's administrations did a lot of digitalization of
MSME that will onboard them in ecommerce platforms, and give exposure in a lot of DTI virtual trade
fairs and expos. And In my opinion, I think all of these programs and policies is enough to ensure
sustainability of MSME, because all of these policies and programs helped a lot to the MSMEs.
Through these programs 57, 000 of beneficiaries nationwide were given by the NSB-LS Program on top
of the 50,011 livelihood kits we gave to the victims of the Marawi siege, they accelerated the giving of
livelihood assistance to the small micro entrepreneurs, provided technology, tools, and knowledge to
more than 200K MSMEs to become more competitive under a shared system and many more. Every
administration are not perfect, we can't really say that it's really enough to ensure the sustainability of
MSMEs but in Duterte's administration's programs and policies, it really helps a lot of people and I can
really say that it’s enough for me.
In conclusion, the work of the Duterte administration to support MSME’s pre-dates the COVID
19, and looking back, they have made great strides in empowering entrepreneurs and making them
smarter. And despite the pandemic, the MSME’s remain steadfast and resilient by turning challenges
into opportunities.
