1 PURPOSE
To establish a procedure for evaluating HSE Competence requirements for personnel of various
designations in ABE, identifying the training needs and conduct training as necessary.

2 COMPETENCE, AWARENESS AND TRAINING


Personnel who perform works affecting HSE performance of ABE, shall be hired based on their
education, training, skills and experience or otherwise shall be trained suitably to satisfy the
requirements therein. The Management of ABE shall determine the competence level required for
each designation/function based on the needs of current and/or upcoming projects & changing
circumstances if any, and establish the training needs accordingly based on the competence level of
existing human resources. Provision of training and/or hiring of new personnel shall be carried out on
the basis of the above results.

Training may include classroom lessons and/or on the job training conducted in-house or by external
bodies. The post training evaluations like examination sheets, if any or certifications awarded to
successful candidates shall be sufficient proof of evaluating the effectiveness of the training. For
trainings conducted in-house or arranged with an external body, the records shall be maintained with
the trainer and/or administration department as applicable.

Through awareness training sessions and/or other appropriate means, all employees and personnel
working for or on behalf of ABE shall be made aware of;

• Their roles, responsibilities, accountability, authorities, relevance & importance of their activities
and their contribution to the achievement of IMS Objectives, compliance to Management Policy &
the IMS requirements,
• the OH&S Hazards & related risks, the significant environmental aspects & related actual/potential
impacts associated with their works and OH&S and environmental benefits of their improved
personal performance, and
• the potential consequences of departure from the specified procedures.

2.1 TRAINING

2.2 INDUCTION
The HSE personnel shall ensure that all personnel working for or on behalf of ABE complete the HSE
Induction successfully prior to obtaining site access credentials. The scope of the HSE Induction
modules will include:
• Emergency Response
• Incident reporting, emphasizing on Near Misses
• Occupational Health and Safety orientation

• Environmental awareness orientation


• Other contents as determined appropriate to the works involved.
HSE Training records will be maintained with the HSE Department.

2.2.1 DAILY TOOLBOX TRAINING


• Toolbox Talks shall be given at start of each day. These will be conducted by the line supervision and
should address the HSE rules and procedures applicable to the hazard of current works.
• Duration of the Toolbox Talk should typically be 5 minutes but particular hazardous operations may
require extended talks, for example, confined space entry.
• In case of shift work scheduling, the Toolbox Talk shall take place at the start of each shift.

2.2.2 WEEKLY SAFETY TALK


HSE Awareness Talks of 15-20 minutes duration will be conducted every Week at the start of the day,
by the ABE HSE Representative. Topics will be selected by ABE HSE Representative as deemed
necessary. Typical topics would include but not limited to:

• Confined Space,
• Rigging Activities,
• Hot work procedure,
• Manual handling,
• Noise and Noise induced hearing loss,
• Accident Root Cause Analysis,
• Topics relevant to the project,
• Fire prevention,
• Control of Substance Hazardous to Health,
• Scaffold inspection,
• Housekeeping,
• Working at heights,
• Environment relevant issues,
ABE Management will monitor these meetings from time to time to demonstrate management
commitment, verify quality, and encourage two way communications.

• Supervisors –

• All field supervisors shall attend Owner’s 40-hour Safety Leadership Skill-path training course
that aims to equip supervisors with the knowledge and skills to fulfill their safety roles, duties and
responsibilities. Safety standards and requirements will be dealt with in detail. The training also
includes the mandatory use of the Supervisors Logbook, Area Discrepancy Logbook and Weekly
Area Safety Assessments.

The course consists of the following minimum modules:

a) Responsibility of leadership.
b) Leadership.
c) Permit to work system.
d) Acc/Inc Investigation.
e) Fire Fighting.
f) Confined Space.
g) Electrical and Power Tools.
h) Rigging.
i) Manual Handling.
j) Work at Height/Fall Protection.
k) Blasting and Painting.
l) First day.
m) Conducting Tool box meeting
n) Hazard identification and correction.
o) Behavior based observation and correction.

▪ Safety Officers Training – All safety officers will attend a Safety Personnel Development course
presented by Owner. This course aims to equip the safety officers with the skills and knowledge
to perform their duties. The course is similar to the supervisor training mentioned above but
concentrates on the roles, duties and responsibilities of safety officers. In addition it includes
safety administration and procedures and field execution safe work practices as per the project
safety manual and procedures.

▪ Craft and specific training– Craft will be trained in the safety aspects of their job and will attend
a training session of 8 hours minimum. Employees required to perform specific tasks will be
trained in the safety aspects of those tasks.

Examples are:-

- A welder must be trained in Hot-work safety. If the welder is required to perform work at
an elevated position inside a confined space, then in addition, he will also have to be
trained in Elevated Work, Fall Protection and Confined Space Entry before he will be
allowed to perform the work.

- Steel erectors, scaffold builders and others required to work at an elevation to be trained
in Elevated Work and Fall Protection.

The following list of training / certification programs will be verified prior to the color coding of ID
badges:

a) Equipment operators – specific to the type and or model of equipment operated.


b) Forklift operators – initial training specific to the model and annual refresher training
c) Electrical Lock Out Tag Out
d) Working on or around energized electrical equipment / circuits

e) Confined spaces – Supervisor, Entrant, Attendee


f) Scaffold – Builder, User, Inspector
g) Trenching and Excavation – Competent Person
h) Fall Protection – Usage, Inspection, 100% fall protection and tie-off policy. All employees
working at elevation must attend.
i) Respiratory Protection – Use, inspection, care
j) Hazard Communication
k) Personal Protective Equipment
l) First Aid – first aid, bleeding, CPR.
m) Fire prevention – fire fighting, fire extinguisher, fire prevention.
n) Hot work – gas cylinders, burning, welding, cutting.
o) Crane and Rigging – crane operation, signals, rigging/slinging, lifting equipment, lift permits.
p) Pre-commissioning and Startup.
q) Elevated Work.
r) Other – as required.
