    PROPOSED MINIMUM STANDARD SPECIFICATIONS FOR

    VISIBILITY ENHANCER VEST FOR PNP POLICE HUMAN RIGHTS OFFICER


    (PHRO)

    I. PURPOSE:

    The Human Rights Officer Visibility Enhancer Vest is for exclusive use of PNP
    Police Human Rights Officer deployed during the conduct of PNP Checkpoints, Civil
    Disturbance Management (CDM) and other Police Operations or similar activities as
    directed by CPNP and Unit Commanders. It shall be worn over with whatever is the
    prescribed uniform for certain activity.

    II. GENERAL DESCRIPTION:

    The vest is a sleeveless and collarless garment colored flo yellow with


    markings and horizontal stripes made of gray reflective material. The fabric is knitted
    made of 100% polyester. It has a zippered vertical opening in front, all the way down
    to the hem. It shall have similar material, design and markings with the Visibility
    Enhancer Vest with NAPOLCOM approved specifications under resolution no. 2016-
    498 dated August 30, 2016.

    III. TECHNICAL SPECIFICATIONS:

    A. MARKINGS:

    1. Front:

    a. Right Breast: Identification/surname of the wearer made of


    embroidered name cloth (NAPOLCOM Resolution No. 2016-194) sewn
    on the vest.

    b. Right Breast above the Identification/Surname: “HUMAN RIGHTS


    OFFICER” marking (painted on the main fabric).

    OFFICER
     Color – silver metallic paint (the same with the word “POLICE”)
     Font – Arial Narrow
     Height – 30mm (±5% tolerance)
     Width – 15mm (±5% tolerance)
     Thickness – 6mm (±1mm)
     Distance Between Letters – 3mm (maximum)
     Distance Between Lines – 3mm (maximum)
     Distance from the Name cloth – 23mm (±5% tolerance)

    c. Left Breast: Embroidered Patch – PNP Badge sewn on the vest


    (NAPOLCOM Resolution No. 2016-195).

    d. At the Center: word “POLICE”, painted horizontally on the main fabric


    between the 2nd and 3rd stripes

    e. Stripes: three stripes, made of reflective material colored gray

    2. Back:

    a. “POLICE” marking: painted horizontally on the main fabric above the


    1ststripe

    b. “HUMAN RIGHTS OFFICER” marking: painted horizontally on the main


    fabric between the two stripes
