Goldman SachS Bank USa JoinS neiGhBorhood opportUnitieS FUnd
The Neighborhood Opportunities Fund (NOF) recently welcomed Goldman Sachs Bank USA (Goldman Sachs) to its roster of supporters. The NOF funders collaborative, made up of many of the largest financial institutions and other philanthropic foundations in New York City, is a key force in community development. NOF provides core funding to both affordable housing developers through the Strategic Neighborhoods Initiative and organizations engaged in community organizing through the Initiative for Neighborhood and City-Wide Organizing. Goldman Sachs recent decision to join NOF is a welcome addition, broadening the Funds financial base and bringing an even wider strategic reach. The Neighborhood Opportunities Fund brings banks, foundations and community development intermediaries together to promote affordable housing and neighborhood development, said Alicia Glen, managing director and head of the Urban Investment Group at Goldman Sachs Bank USA. And the fund demonstrates the effectiveness of this innovative approach through a highly successful track record.

ANHD welcomes Goldman Sachs to NOF and looks forward to their input to strengthen the NOFs support of housing development and community organizing to expand our neighborhoods housing and civic infrastructure. HUD, Treasury and USDA Release Notices of Funding Availability


The Department of Agriculture, Department of Housing and Urban Development and Department of Treasury have released several notices of funding availability for rural capacity building, healthy housing, housing counseling and community development finance programs.

HUD Releases Details on the Emergency Homeowner Loan Program


HUD has released a summary document outlining the new Emergency Homeowner Loan Program (EHLP) that received $1 billion in the Dodd-Frank Wall Street Reform and Consumer Protection Act. The program will offer loans to assist eligible unemployed homeowners with mortgage payments for up to 24 months.

HUD Publishes Final Fair Market Rents


HUD released an October 4 Federal Register Notice publishing the final fair market rents for FY 2011 for the Housing Choice Voucher Program and Moderate Rehabilitation Single Room Occupancy Program. While the notice specified these housing programs, various others utilize the fair market rent guidelines in their program implementation. Recent Census Data Shows Increase in Cost-Burdened Renters


The Wall Street Journal reported on recent Census Bureau data showing that 36.7 percent of U.S. households face excessive housing costs, including 47.7 percent of renters.

Groundbreaking Of New Senior Housing In Queens
The NYC Department of Housing Preservation and Development (HPD), NYC Housing Development Corporation (HDC), and Metropolitan Council on Jewish Poverty recently celebrated the groundbreaking of an eight-story, Queens-based, 78-unit residence for lowincome senior citizens in early October. This groundbreaking represents an unprecedented partnership between the public and private sectors, said HUD Regional Administrator Adolfo Carrin. This is an especially impressive partnership, given the shortage of vacant land large enough for building sorely needed multifamily housing. The building, named Council Towers VI, is part of the Citys New Housing MarketPlace Plan (NHMP) and helps the administration saunter towards its stated goal of building 165,000 affordable homes by 2015. According to HPD and HDC, the City has financed 14,767 units of affordable housing for middle-class and lowincome New Yorkers in fiscal year 2010; and over 108,000 units in total to date. In related news, HDC officials voted to infuse NHMP with $151.2 million via tax-exempt and taxable Multi-Family Housing Revenue Bonds, 2010 Series G, H, and I.

Federal Reserve To Review Foreclosure Proceedings


The group of lenders that comprise the Federal Reserve is in the process of examining home foreclosures proceedings initiated by some of the nations largest mortgage lenders, according to Federal Reserve Chairman Benjamin Bernanke during a conference on mortgage foreclosures and the future of housing, yesterday. The Associated Press reports that preliminary results of the in-depth review are expected to be released next month.

New York City Economic Development Corporation (NYCEDC) is seeking qualified individuals, companies or organizations to operate, program and maintain a theater and event space located in the Julia de Burgos Latino Cultural Center at 1680 Lexington Avenue, New York, New York. This RFEI (Request for Expression of Interest) is not a formal offering for organizations to locate at the Site. However NYCEDC reserves the right to enter into negotiations with an organization(s) on the basis of the responses to this RFEI without engaging in further processes. NYCEDC and the City reserve the right, at their sole discretion, to withdraw the RFEI; to choose to discuss various approaches with one or more respondents (including those not responding to the RFEI); to use the ideas or proposals submitted in any manner deemed to be in the best interests of NYCEDC and the City, including but not limited to soliciting competitive submissions relating to such ideas or proposals; and/or undertake the prescribed work in a manner other than that which is set forth herein. AMERICORPS STATE AND NATIONAL REQUEST FOR PROPOSALS

The New York State Commission on National and Community Service (NYSCNCS) is requesting applications for funding to support programs that will engage individuals in addressing community needs through service. The AmeriCorps State Grants including Professional Corps - Education Award Program (EAP) - Fixed-Amount Pilot Grants provide funds to support organizations that use volunteering and service as strategies to meet critical needs in Education, Healthy Futures, Clean Energy/ Environment, Veterans, Opportunity, and Disaster Services. AmeriCorps grants provide funding for items such as program staff, member living allowances, health insurance for full-time members, equipment, supplies and other associated program expenses. Grantees are responsible for proving funds and other resources to match the federal funds they receive through their AmeriCorps grant. The AmeriCorps Education Awards Only Grant provides an allotment of educational awards to organizations that can support most programmatic and participant costs through other sources and also meet the AmeriCorps program requirements. MANAGING & MAINTAINING YOUR HOUSING PORTFOLIO: Asset & Property Management and Maintenance of Affordable Multi-Family Housing Best Practices. This popular training series is specifically geared for building managers, superintendents, maintenance & back office staff of nonprofit housing agencies that develop, manage and maintain affordable housing. The course will be presented by affordable housing experts, contractors and professional property managers. DATES: Thursdays beginning October 7 through December 16, 2010. TIME: 1:00 PM. - 4:30 PM. LOCATION: ANHD offices @ 50 Broad Street, Suite 1125, unless otherwise indicated. COST: $180 per agency for ANHD members ($270 Non-members). For single sessions: $30/ANHD members & $40/non-members. ANHD member agencies that sign up for the entire series may send any two staff people they want from their organization for each presentation. RESPONSIBILITIES: Assist with the coordination of ANHDs advocacy campaigns related to both tenants rights and affordable housing production and preservation policy, including a campaign to require that all publicly-subsidized housing remains permanently affordable. Provide support to ANHDs member-driven advocacy committees and working groups. The Associate will work collaboratively with our members, providing them with the research, information and expertise needed to formulate and pursue successful citywide advocacy campaigns. Establish and maintain extensive relationships among community-based housing organizations to build grassroots support for ANHDs broader advocacy and organizing efforts. The Associate will conduct outreach activities to member organizations to encourage participation in working groups, committees, and campaigns. Draft white papers that synthesize policy proposals and programmatic developments that affect ANHDs members and the availability of public and private resources for affordable housing and community development. QUALIFICATIONS: A minimum of three years of professional experience in policy analysis, advocacy, community development or community organizing related to affordable housing. Commitment to New York Citys neighborhoods and respect for community organizing and grassroots organizations. Familiarity with New York Citys affordable housing programs and issues. Must have strong analytical skills and be a strong writer with excellent communications skills, including public speaking. Strong interpersonal skills. This position requires extensive work with a diverse range of stakeholders including housing organizers, community leaders, and elected officials. This successful candidate should be able to demonstrate success working in and leading coalitions. Must be very self-directed, creative and highly productive. Bi-lingual (English/Spanish); program fundraising experience preferred.
