Dear Mike:

The Cumberland County Republican Committee (“CCRC”) Board met on Tuesday, May 24,
2022, to discuss, among other things, the May 17 primary election, and your well-publicized decision
to endorse Mike Gossert and Jennie Jenkins-Dallas instead of Representative Greg Rothman and David
Buell for State Senator and Representative, respectively. Both Greg and David have longstanding
connections to this Committee, with Mr. Rothman serving as CCRC Chairman for many years, and
Mr. Buell serving as a CCRC Board member and Committeeperson. The two individuals whom you
formally endorsed have virtually no connection to our Committee, and Ms. Jenkins was a registered
Democrat until only a few months ago. Accordingly, when the CCRC met on March 26 to discuss
whether to endorse and whom to endorse, based on a full vetting process that included interviews of
both Mr. Gossert and Ms. Jenkins-Dallas by a non-partisan Interview Committee and a
recommendation from that Committee to endorse both Mr. Rothman and Mr. Buell, they voted
overwhelmingly, by a vote of 78-6 for Mr. Rothman and 28-1 for Mr. Buell to endorse both of these
candidates. I believe you and/or your representives were present at the March 26 endorsement meeting.

About a week before the primary, it was brought to my attention by various people that you had
endorsed both Mr. Gossert and Ms. Jenkins-Dallas, and I contacted you on the phone to discuss your
endorsement. During that conversation you claimed to know nothing about your Jenkins-Dallas
endorsement, despite your endorsement’s publication in the Carlisle Sentinel, and you promised to
“look into it.” I followed up with an email on Monday, May 16, confirming our discussions and
requesting that you stay neutral. I never received a response to my email, and you never advised me
on what you learned about your endorsement of Jenkins-Dallas based on your promise to “follow up”.

Our Advisory Board, after full discussion of the issue, has unanimously voted to privately
censure you for your endorsement of Mr. Gossert and Ms. Jenkins-Dallas. Not only do your actions
undermine what our Committee does, but it encourages others to do the same in future elections. You
have asked for CCRC’s endorsement before and this Committee has given it to you, so our endorsement
provides value to any Republican candidate seeking elected office in Cumberland County. That value
came to fruition last Tuesday, when all three of CCRC’s endorsed candidates overwhelmingly defeated
the three non-endorsed Cumberland County candidates, including the two you endorsed. Obviously,

an endorsement by this Committee has much more value than other endorsements, and we want to keep
it that way.

I am sorry that I have to send this private censure, but my duties as Chairman include maintaining our
Bylaws and our endorsement process for those candidates who are fortunate enough to receive an
endorsement. Our endorsement would be rendered meaningless if it could simply be ignored based on
the whim of someone.
