II. Rationale:
The Alternative Learning System (ALS) Implementers adhere to the standard procedure that is to
go to the different barangays of San Clemente, Tarlac to offer Alternative Learning System (ALS) to
target learners. It is the social-mobilization Advocacy and Literacy Mapping or the Advocacy and Social
Mobilization (AdSocMob), wherein they look for potential ALS learners using a standard mapping form
and to gather data on the number of Out-of-School Children (OSC), Out-of-School Youth (OSY) and Out-
of-School Adults (OSYA) in the community. Before a learner can be admitted to the program, he or she
must be assessed through the standard Functional Literacy Test purposely designed by the Department
of Education for admissions to ALS programs.
The Local Government Unit (LGU) as well as the Barangay Council provides technical assistance
and guidance to the ALS implementers that seek support in planning, community organizing and
implementation of ALS programs by supporting the literacy programs by means of strong advocacy and
social mobilization campaign to operationalized ALS at the grass roots level.

A. Planning:
Planning was done last July 22, 2022 and there has been a dialogue with the EPSA of CLUSTER I,
Dr. May C. Eugenio for suggestions, comments and recommendations on the conduct of the ADSOCMOB
2022.
B. Implementation Proper:
It will be on July 25, 2022 to August 19, 2022, as per scheduled Municipal General Assembly of
Barangay Council, with which Orientation for the preparation, schedule and implementation will be
discussed.

X. Expected Outputs:
Strengthen the partnership of ALS San Clemente District to the Local Government Unit and the
Barangay Officials in providing data for OSC, OSY and OSA, endorsement of possible ALS learners and
service providers by giving school supplies.
