Greetings from Tacloban City in this New Normal era!

After 2 long years of Covid-19, the Volleyball Association of Leyte – Tacloban City,
in cooperation with the Tacloban City Sport Development Office and the WKC Foundation
for Sports Development, will be hosting the “2022 SANGYAW EASTERN VISAYAS
HOMEGROWN VOLLEYBALL MENS CLUB CHAMPIONSHIPS” this JUNE 26 – 29,
2022 to be held at the City Engineers Office Gym, Tacloban City.

This event will serve as the premier volleyball competition involving the different duly
registered and recognized LGU-based Volleyball Associations and Clubs showcasing the
local volleyball talents in Region 8. We enjoin each organization to send the best players who
are likewise registered members not only to complete but to share in the fellowship through
the sport of volleyball in this new normal.

Attached are the event regulations, requirements and added information of the event
for your perusal and guidance.

We thank you in advance and hope to welcome you and your organization to be part

TECHNICAL GUIDELINES

A. TEAM ELIGIBILITY.

1. The Association or Club must be duly recognized and registered by and with the LGU
for which it is representing.

B. PLAYER ELIGIBILITY.

1. Athletes must be born, raised and a resident of the LGU for which he is representing.
2. Athletes must be a bonafide member of the LGU-based volleyball association or club.
3. Athletes not born or raised but is residing in the current LGU may be allowed to play
provided that he was born in Region 8 and is a bonafide member of the Association or
Club.
4. Age eligibility is from 12 years old up.

C. DOCUMENTS REQUIRED.

1. Authenticated and Signed Certificate of Recognition for the Association or Club from the
LGU.

2. Authenticated machine copy of residence certificate.

3. Photocopy of Vaccination Card

4. Filled up entry form and gallery. This can be made to your own specifications but should
include the name, birthday and jersey number.

5. One (1) 1 X 1 colored ID photo. ( Attached to the Gallery )

D. PRIZES & AWARDS

E. CONFIRMATION OF PARTICIPATION.

The final confirmation date shall be on JUNE 22. Entry fee will be P 1,500.00 / team. Only
one (1) entry per LGU. The General Technical Meeting for Coaches will be on JUNE 23.

E. LEAGUE RULES.

1. ORGANIZATION & MANAGEMENT.

The will be managed by the Volleyball Association of Leyte – Tacloban City (VALEY – TC)
headed by Mr. Karl Chan, President / League Commissioner, in cooperation with the
Tacloban City Sports Office and WKC Foundation for Sports Development.

2. OFFICIATING OFFICIALS.

The Eastern Visayas Volleyball Referees and Coaches Commission


(EVVOLREFCOACOM) shall be tasked to be the officiating officials of the league.

3. RULES & REGULATIONS.

The “NEW” Federation of International Volleyball (FIVB) Rules shall be applied to


the league. All ties and rules for breaking of ties shall be determined and decided through
and by the Set & Point Quotient System.
4. TOURNAMENT FORMAT.

A. The game format shall be determined depending on the number of entrees and will
be decided during the General Technical Meeting.
B. The games shall follow a 2 out of 3 format for the entire league games.
C. The scoring system shall be Rally Point (1 – 25) for all sets.

5. TEAM COMPOSITION.

A. Teams will be allowed only a maximum of FOURTEEN (14) PLAYERS and THREE
(3) OFFICIALS, namely, one (1) Coach, one (1) Assistant Coach and one (1) Team
Manager. Only the above mentioned shall be allowed to sit on their Team Bench
during games.
B. Teams will not be allowed to play without an AUTHORIZED TEAM OFFICIAL.
C. LIBERO or use of TWO (2) LIBEROS will be OPTIONAL.
D. Any MISREPRESENTATION on team’s Official Line-Up, once proven, will warrant
DISQUALIFICATION from further participation in the league. A letter will be sent
to the informing them of this incident.

6. TEAM OFFICIALS RESPONSIBILITIES.

A. At least one (1) Team official should be present during games. The teams shall not be
allowed to play without them.
B. Team officials shall be responsible with the discipline and conduct of each of their
respective teams.
C. Only the Coach shall be allowed to stand and walk around the Team Bench and Free
Zone Area during the game. Should the Coach be not present during the game or
comes late during the game, only the Assistant Coach shall be allowed to take over
the coaching duties during the match in the absence of the coach.
D. Team Officials shall be the only team representatives allowed to file protests.

7. UNIFORMS.

A. NO UNIFORM – NO PLAY. Each team must play in their Official Playing Uniform.
B. All participating teams must have at least one (1) complete uniform. Uniforms shall
range from T-shirts or personalized tailor made shirts and shorts. Jogging pants and
baggy shorts will not be allowed.
C. Uniform number shall range from # 1 to # 99 only. No # 0 and # 00.
D. Team Captains shall be designated and identified with a line under the front number
of the uniform.
E. LIBERO/S must wear a different color uniform from the other members of the team.
F. DRESS CODE FOR TEAM OFFICIALS – Shirt with collar, long pants or athletic
pants, and shoes or rubber shoes. (No shorts, NO sando, No slippers and No sandals).
G. Using of other teammates uniform and number will be given sanctions by the
Organizing Committee. Please refer to Rule A in “UNIFORMS”.

8. DEFAULTS / FORFEITURES.

The team shall be in default or forfeiture, if:

A. A team must be composed of at least six (6) players and must be in complete uniform
at the start of their scheduled game. Failure to do so will automatically mean losing
their game by default / forfeiture.
B. There shall be a fifteen (15) minute grace period given to each team to appear on the
court for their scheduled game, failure by a team to appear after fifteen (15) minutes
shall result in official default or forfeit.
C. A team that defaults their game TWICE will be disqualified and blacklisted from
further participation in the future. Team Officials must submit a written letter to
explain their actions and shall be evaluated by the Organizers for inclusion to next
year’s staging. Should there be no letter submitted to the Organizers, the Team in
question shall be suspended automatically from joining the event for the next year.
D. Teams who initiate a walk out from the game that they are playing in shall result in a
FORFEITURE of their match.
E. A team that walks out shall be disqualified and blacklisted from further participation
in the event. Team Officials must submit a written letter to explain their actions and
shall be evaluated by the Organizers for inclusion to next year’s league. Should there
be no letter submitted to the Organizers, the Team in question shall be suspended
automatically from joining the league for the next year or more.

9. VIOLATIONS.

The league managers shall have the power to sanction the player / official involved
with the following violations:

A. Non-listed and impersonating players shall not be allowed to play.


B. Players / Officials under the influence of drugs and alcohol are not allowed to enter a
game.
C. Players found to have been guilty of game fixing or point shaving during a scheduled
game.
D. Players / Officials who are involved in on-court or off-court violence during their
scheduled game.
E. Players / Officials not adhering to or in violation of the codes and conduct during the
schedule game.

10. SANCTIONS.

Any team, players or officials found guilty with RULES # 8


“DEFAULTS/FORFEITURES” and RULE # 9 “VIOLATIONS” shall be sanctioned by
penalties determined and deliberated by the Tournament Manager based on the severity and
degree of the violations.

11. PROTESTS.

A. The league managers shall entertain the team officials only during protests. Verbal
protests shall only be entertained thirty (30) minutes before the start of the 1 st game
of the day and fifteen (15) minutes after the end of the last game of the day. Follow-
up written copy of the verbal protest must be submitted to the league managers after
two (2) days of the verbal protest. Protests shall be discussed and decided by the
league managers. The league managers shall have the immediate power to act and
sanction officials and players, whom they may deem not following the rules imposed
during the course of the league. All decisions and sanctions by the league managers
are final and irrevocable.
B. TECHNICAL ISSUE(S) will be entertained ONLY during the Elimination Round,
BUT NOT in the Final Round.

12. COVID – 19 SAFETY REGULATIONS.

A. Facemasks must worn at all times inside the playing venue. Use of facemasks
during a teams scheduled match is optional.
B. Social distancing is strictly observed in the playing venue.
C. In observance of the approved capacity inside the playing venue, the
organizers will impose the 50% capacity and will limit the entrance of
spectators.
D. Observance of cleanliness is a must and must be followed by each team.
E. Liqour, cigarettes and E-cigarettes are strictly prohibited inside the playing
venue.
