Prior Efforts to Address Declining Enrollment
March, 2017 •DPS Board directed the Superintendent to lead a

Inequitable funding and opportunity
Costs at schools included in the school unification plan are 45.9% higher than
the district as a whole equating to nearly $5 million in subsidies. This funding
is mainly keeping schools operational versus providing enhanced experiences
for students and adults.

Small School Context
Denver has 8,097 fewer elementary and middle
school students today than we had 8 years ago,
primarily located in a few neighborhoods.

Resulting in 43 schools now that have fewer than


300 students enrolled, 14 of which now have fewer
than 215 students enrolled.

The decline is going to continue. Denver is expected


to lose another 3,000 students in the next 5 years,
focused primarily in these same neighborhoods.

In Schools with Critically Low Enrollment
Challenges school staff identified with running a small school.

● Schools with this low of enrollment are reliant on


significant additional funding simply to offer required
student supports, and staff take on many additional
responsibilities.
● Small schools most often have larger classes without
extra supports
● Classes often combine grades or merge ELA -S/E
● Part time social / emotional support staff
● Students have 2 electives instead of 5+ at larger
schools
This problem is getting worse with current schools further declining, and
additional schools projected to fall below levels of sustainability. 11

● In several schools, BIPOC teachers report feeling


isolated and are often one of few, or the only teacher of
color
● Teachers often do not have planning partners or teams
● Principals often cover classes and do everything that a
leadership team would do in larger schools
● Programming decisions are likely to be based on
available staff versus student needs
● The culture impacts are high with higher rates of staff
turnover, and annual staff reductions

Supporting our Staff & Students
Staff Support Plan for Unification:
● All School based staff will be guaranteed a position at a
minimum of the same rate of pay for the 2023-24 school
year either in the welcoming school or elsewhere.
● Positions that are centrally managed (i.e. food services)
will be guaranteed roles in the district, at the welcoming
school or elsewhere.

Student Enrollment Plan for Unification:


● When schools are unified with one or two schools,
students will be automatically enrolled in the welcoming
school. Families still have the option to choose a different
school using the standard School Choice process.
● When schools are unified into an enrollment zone, we will
work with all students to identify cohorts of students to
attend surrounding schools in the enrollment zone and
connect them with their new school communities to
participate in school welcoming activities and family
engagement. Students will have a guaranteed seat within
the enrollment zone. 18

School Unification plans will be created in collaboration with each
school community & organized community and staff engagement
events will be provided throughout the spring and summer.

● DPS will provide support to students and and families:


○ Exceptional student support case managers
○ MLE partners will support with program expansion and family
selection of programming

○ Community support partners

● Staffing Support
○ HR Partners will work with each staff member to their school
assignment at their current salary level
○ Resource toolkits for principals, staff, families and community.

We are working with our community partners to share information and


available supports, while also creating space to hear from
communities what is needed to support this transition. 19
School Unification Conditions
Based on prior learnings and the DEAC’s recommendations for
identifying schools for unification.

In order for schools to be identified for unification the district must be


able to commit to the following:

1. Applying Criteria 1: Elementary or middle schools with critically low


enrollment (below 215 in K-8).
2. Combining boundaries or maintaining enrollment zones to keep
communities together.
3. Naming a Welcoming School(s) within 2 miles that has space for
all students & programs.
4. Ensuring strong TNLI programs.
5. Ensuring strong exceptional student services center based
programs.
6. Guaranteeing all school staff members continuation of
employment.

Considerations for schools in an Enrollment Zone
DPS has two schools that currently operate in an enrollment zone so the unification process will look
a little different:
● Denver Discovery School (93 students)
● Whittier K-8 (191 students)

Recommendation:

Unify DDS and Whittier into the schools within their Enrollment Zones.
● Instead of 1 welcoming school, Whittier and DDS students have several Welcoming Schools in
the zone.
● DPS will work with all schools in the enrollment zone to connect staff, students, and families
with the schools throughout the enrollment zone and facilitate school welcoming activities and
family engagement events.
● DPS will also work with all schools in the enrollment zone to identify key aspects of these
schools that can be integrated into schools in the enrollment zone, in partnership with the
students and families that select each of these schools.
● The DPS Enrollment Services Team will work with each student to determine which school each
family prefers and students will participate in the SchoolChoice process to select a new school
for the 2023-2024 school year with a guaranteed seat within the zone.
● DPS will work with the staff at DDS and Whittier and guarantee them a role in the district and
will make efforts to try and keep staff located in schools within the enrollment zone to the
extent it is preferred by school staff.

experience to include the arts, literacy, numeracy and
critical thinking skills at or above grade level, both as a
whole and by marginalized groups.

It is critical to address declining enrollment now to ensure our ability


to deliver on Ends policy 1.2 - ensuring all students a well rounded
educational experience.

Use of empty buildings
Community engagement will be integral part of determining what should
happen to empty buildings.

In some cases, a building will continue to be utilized as an ECE


only site.

In cases where whole or partial buildings will be vacant, we will


work with the community to solicit input and make
recommendations on what to do with that building.

We do not intend to sell any of the buildings and will continue to


use the facilities for DPS and community needs. Additional
details will be provided at a later date for how to engage in this
process.

entire combined school community with a goal of maintaining as much consistency
and heritage from each schools.

Enrollment Students will all be automatically enrolled at Montclair for the 2023-2024 school
year and are encouraged to join the school unification. Families may participate in

community redesign process next school year.

guaranteed job at either Columbine or Swansea based on interest and certification.

School Design / During the 2023-2024 school year final program design will be created with each of the combined
Programs school communities with a goal of maintaining as much consistency and heritage from each school.

Enrollment Students currently enrolled at Swansea and Columbine will continue to be enrolled in these schools
for 2023-2024. Current Harrington students will have a guaranteed seat at either Swansea or
Columbine and will need to submit a SchoolChoice application to make a selection for 2023-2024.
