ASSET SUMMARY
Constructed in 1963, the 315,338 gross square foot Alabama State House is an eight-story former
Alabama highway department building. The Legislature move into the upper floors of the building in
1985 while the State Capitol Senate and House Chambers were under remodel and then decided to
remain in this location. The eighth floor was then added to provide more space. This building also
houses the office of the Lt. Governor. There are eight occupied floors and a partially occupied basement.
Each floor contains offices, meeting rooms, and support areas. Exterior facades are painted concrete,
and the upper roof is an older built-up system. The two access pavilions for the tunnel link to the State
Capitol are located on the north end of the site and are also addressed in this report.
Information for this report was gathered during a site inspection conducted on March 16, 2020.
Site
The urban site has a gentle slope that allows grade-level access on both the first and second floor levels.
Landscaping is limited and in good condition and consists of turf grass, ornamental trees, shrubs, and
planters. The brick paver steps on the west plaza should be cleaned as part of routine maintenance.
Concrete sidewalks are in good overall condition. The adjoining parking lots and the small east parking
deck are considered infrastructure and not addressed in this report. No site upgrades appear warranted
for the next ten years.
Exterior Structure
The painted concrete facades appear weathered, and there are signs of localized cracking on sections of
detailing. Also, there are indications of water infiltration issues at several points around the building.
Repair these areas, prep and recaulk the facade, and repaint all elevations to help maintain a weather
resistant facade. The metal frame windows are original and past their lifecycle. They are also reported to
have maintenance issues, including water and air infiltration. Replacement is recommended. The slightly
newer eighth floor windows are also aging and should be replaced within the next few years.
Exterior doors range from the newer metal and glass west entry doors to older hollow metal secondary
egress and service doors. The newer key entry doors are in good condition and should be serviceable for
the next ten years. The older secondary doors and service doors are showing age and should be
replaced in-kind in the near future.
The main upper roof is a multi-level built-up roof with a cap sheet. The lower flat roof on the southeast
wing and the lower east entry canopy roof are also built-up systems with cap sheets. All of these built-
up roofs appear to be around the same age and approaching the end of their service life. Replace them
in-kind in the near future. There is also an upper ballasted membrane roof for the cooling tower area
and smaller secondary ballasted membrane roofs on the upper west elevation. These are reportedly
past their warranty period and due for in-kind replacement. The two pitched metal roofs on the tunnel

pavilions are in average condition and should remain serviceable for the next ten years given adequate
routine maintenance. The two small skylights at the north entry are aging normally and should be
considered for replacement when these roofing systems are replaced.
Interior Finishes/Systems
Finishes in the main corridors and common areas have an average to good general appearance. Walls
are mostly painted but showing some minor condition issues in secondary areas. All walls should be
repainted in phases over the next ten years to help maintain a good interior aesthetic. Acoustical
ceilings in corridors, offices and support areas is older but still serviceable and should outlast the scope
of this report, as should the painted and accent ceilings.
The newer carpeting on the second floor and the high quality carpeting in the Senate and House
Chambers should outlast the scope of this report. All older carpeting should be replaced within the
report scope. The marble floor tile and wall panels in some staff restrooms, corridors, and common
areas are in good condition, as is the ceramic tile in the recently renovated second floor restrooms and
the newer LVT flooring in areas like the sixth floor break areas, and no upgrade is recommended at this
time. The ceramic floor and wall tile in the remaining staff and public restrooms, however, is aging and
should be replaced in conjunction with recommended fixturing upgrades. Vinyl floor tile in most support
areas is worn and should be replaced in-kind in the near future. Also, renew the painted concrete floor
finishes in the basement corridors and staff and office areas. Rubber stair treads are showing wear,
especially on lower stair runs, and should be replaced in-kind.
The wood doors are in good working order and should outlast the scope of this report, though the knob
hardware should be replaced with levers. The roll-down pass-through shutters for the seventh floor
service areas also appear adequate at this time.
The break areas largely have older cabinetry that is past its lifecycle and should be replaced with new
modular wall and base cabinetry and sinks. Newer casework in break areas and both the Senate and
House Chambers is in good condition at this time.
The upholstered fixed seating in meeting room 807 is older but still in good overall condition, as is the
newer fixed seating the House and Senate galleries. No seating upgrades are recommended at this time.
Accessibility
There is grade-level access at key public street level entries on the east, west, and southwest building
corners. However, the west entry steps lack adequate handrailing. Additional ADA compliant railings
should be installed. Also, the passenger elevator emergency phones lack hands-free two-way
communication. The elevators should be fitted with accessible hands-free two-way communication units
to help improve user safety. The various interior stair towers lack accessible inner and outer handrails.
Each stair run should be retrofit with new flanking railings that comply with ADA requirements.

Restrooms in general are older, and a few have had fixture removals to provide wider accessible toilet
stalls. However, a number of floors still lack any accessible restrooms. Renovate the men's and women's
restrooms on these floors to provide accessible facilities. Also, most of the water fountains are aging
single-level units. They should be replaced with dual level fountains set in wheelchair accessible alcoves.
Few of the doors have ADA compliant hardware sets, and room signage is also substandard and not
compliant. Retrofit doors on all floors with new lever hardware and ADA room signage. Meeting room
807 has fixed seating but lacks some accessible features. Create additional wheelchair viewing areas,
install compliant handrails on the side aisles, and provide an assistive listening system for the hearing
impaired. The service counter for room 512 is not wheelchair accessible, and staff kitchen 532 lacks
accessible sink knee space and an accessible workstation. Modify the counter area to provide a lowered
section for wheelchair access, and upgrade the kitchen casework to provide the required accessible
features.
Health
Given the age of the plumbing and mechanical systems, the presence of asbestos is likely. Asbestos
testing and abatement (if necessary) are advised prior to renovating these systems.
No refrigerant detection and purge systems were observed in the room housing the refrigeration chillers
or the surrounding spaces. It is recommended that such safety systems be installed.
Fire/Life Safety
The paths of egress appear adequate, and no exiting obstructions or major fire rating issues were noted
during the inspection. However, the narrow section on the north side of the roof and the exterior roof
access door on the east wing stair tower both require service personnel to walk very close to the
perimeter of the roof. Install permanent safety guardrails at these locations and similar areas around the
main roof.
The fire detection and signaling system is monitored and controlled by a point addressable Simplex
4100U panel, and devices include fire/smoke detectors, manual fire alarm pull stations, and horn strobe
alarms. The system has only a few years of technical viability remaining, and replacement is
recommended.
The building is protected by automated fire suppression systems. Most spaces are covered by a wet-
pipe sprinkler system with frangible glass bulb sprinkler heads. The first floor computer server room is
served by an FM-200 inert gas suppression system. Though the wet-pipe system is of two distinct ages,
the entire system is expected to remain serviceable beyond the ten-year scope of this report. The inert
gas system will reach the end of its statistical life expectancy late in that timeframe.

HVAC
Two water-cooled chillers in mechanical room 30 supply the cooling medium to this building and the
State Capitol and are supported by two rooftop cooling towers. Two 50 hp condenser water pumps
circulate cooling water among the chillers and cooling towers. Two 25 hp primary pumps deliver the
chilled water to the closed loop chilled water system, a 40 hp pump maintains flow in the building, and a
30 hp pump sends the cooling medium to the State Capitol. The chilled water system also includes two
expansion tanks located on the eighth floor. The chillers and expansion tanks have been in service
beyond their expected service lives and should be replaced at the next opportunity, as should the
condenser water and chilled water pumps. The recently installed cooling towers, however, have more
than a decade of service life remaining.
The heating medium for this building and the State Capitol is high temperature water produced by six
natural gas fired boilers in mechanical room 30. The closed loop system includes two expansion tanks
and two pumps – one with a 10 hp motor for circulating the high temperature water throughout this
building and one with a 15 hp motor to deliver the heating medium to the Capitol. All of the boilers
were installed within the last eight years and are expected to provide reliable service beyond the report
scope. The pumps and expansion tanks are recommended for near-term replacement.
Thirty-six indoor air handling units (AHUs) provide climate control for much of the building. Most employ
the heating and cooling media via a four-pipe distribution system, though some are supported by
unitary air-cooled condensers installed on the roof. The AHUs are on all nine levels and have fan motor
ratings ranging from 0.5 hp to 10 hp. Two have statistical service lives that extend beyond the report
scope, and one should be replaced late in the next ten years. The others should be considered for
replacement within the year.
Supplemental conditioned air is provided in a significant portion of the building by over 1,000 fan coil
units and numerous unitary systems, such as ductless split systems and AC coils supported by rooftop
condensers, as well as an additional air-cooled chiller on the south wing roof. The fan coils are
supported by an inefficient two-pipe hydronic supply system with a dual medium pump. This HVAC
scheme is outdated, inefficient, and difficult to maintain. These components, including the condensers
that support the indoor air handlers, have been omitted from this report. Instead, a project budget
estimate is provided to redesign and renovate this portion of the HVAC system, removing these systems
and components and expanding the remaining air handlers and distribution systems to establish a
modern, centralized scheme.
Conditioned air from the air handlers is delivered via a ducted distribution system. A hybrid pneumatic-
direct digital control (DDC) system regulates the HVAC system components to maintain the desired
temperatures. Air pressure for the pneumatic side of the system is maintained by an air compressor in
the basement. Much of the distribution system is original, and a portion dates to the eighth floor
addition. The hydronic piping in the newer segments is showing significant corrosion and degradation.
The older segments have experienced leaks and breaks that have resulted in water intrusion in
basement spaces. Also, the control system and air compressor are out of date, with the BAS software
being run on an operating system that is no longer available or supported. It is recommended that these
systems be budgeted for renewal in conjunction with the proposed HVAC redesign and renovation.

The first floor data center and smaller eighth floor and basement IT spaces receive dedicated cooling
from seven computer room air conditioners (CRAC), each supported by a rooftop air-cooled condenser.
Building ventilation is accomplished by five inline centrifugal exhausters and two axial flow fans installed
throughout the building, a propeller exhaust fan with louvers in the basement main mechanical room
exterior wall, 12 centrifugal curb-mounted roof exhausters, and four utility set exhausters on the roof.
An additional axial flow fan in the basement provides some makeup air for the ventilation system. One
of the CRAC condensers was recently replaced and has a service life that extends beyond the report
scope. The other condensers, utility set exhausters, and axial flow fans will reach the end of their service
lives in the next several years. The curb-mounted exhausters, propeller fan, and CRACs are past due for
replacement. Replacement values for the rooftop equipment include a complexity adjustment to
account for the additional cost associated with rigging and crane operations that will be required.
Electrical
Power is supplied by the city distribution grid and enters the building at 480/277 volts. It is received by a
2,600 amp main distribution switchboard located in room 30. The distribution network is a dual voltage
system at 480/277 volts and 120/208 volts, with numerous local step-down transformers supplying the
lower voltage branches. There are also two motor control centers in the basement. Much of the
electrical supply and distribution system, including the switchboard and motor control centers, is
antiquated and in need of replacement. A higher capacity switchboard should be installed to better
accommodate existing building loads and anticipated additional future HVAC loads. Therefore, the
estimated replacement cost of the switchboard has been increased. Portions updated during renovation
efforts are in good condition and expected to remain viable beyond the next ten years.
Emergency power is supplied at 480/277 volts by a 500 kW diesel generator located in the loading dock
parking area. This is fed from a below-ground diesel fuel oil storage tank with a 1,200 gallon capacity.
Three automatic transfer switches stand by to connect the generator to the emergency power network.
A 400 kVA uninterruptible power supply provides dedicated continuous power to the first floor data
center in the event of a loss of main power. The generator and transfer switches have exceeded their
statistical life expectancies and should be replaced. The fuel tank will come due for replacement within
the year. The UPS should be replaced midway through the report scope.
Thirty-seven variable frequency drives (VFDs) serve component motors, including those for the cooling
tower fans, several of the HVAC pumps, and many of the AHU supply fans. Several AHUs have starters
instead of VFDs. It is recommended that these starters be replaced with VFDs at the end of their
indicated lifecycles (replacement values are for appropriately sized VFDs). Also, replacement values for
motored components that are not currently equipped with VFDs but warrant having one based on size
and usage have complexity adjustments to accommodate the addition of VFDs when that component is
replaced. Of the existing VFDs, five should outlast the scope of this report, four should be replaced late
in the next ten years, and four will be due for renewal midway through the report scope. One should be
considered for near-term replacement, and the rest, including the starters, have reached technical
obsolescence and should be budgeted for replacement.
Interior lighting consists predominantly of older fixtures retrofitted with LED lamps. There are also some
original fixtures with T12 fluorescent lamps, and the north wing eighth floor and several spaces on other

floors have modern LED fixtures. These areas also have an occupancy sensing control system. The older
fixtures, including those with LED retrofits, are inefficient and outdated. They should be upgraded to
more modern lighting systems. The updated LED lighting is expected to remain viable beyond the next
ten years, as is the occupancy sensing control system. However, it is recommended that the system be
expanded to cover the entire building.
Numerous styles and vintages of fixtures provide exterior lighting. HID wall packs provide general area
illumination and bollard fixtures light sidewalks. Stairs and ramps leading to entrances are lit by wall
packs recessed into the flanking retaining walls. Decorative sconce fixtures are mounted on either side
of the southeast entrance to the Committee Room, and pendant LED fixtures illumine the loading dock.
These LED pendants are modern and have more than ten years of remaining service life. The other
fixtures are outdated and should be replaced with LED fixtures at the next opportunity.
Plumbing
Potable water is supplied from the city infrastructure distribution system. Water supply piping is rigid
copper, and much of it is original. Most of the sanitary waste and stormwater piping is original hub-and-
spigot cast-iron. Some portions of hubless piping were installed with the eighth floor addition. The
newer segments of supply and drain piping should provide reliable service beyond the report scope. The
original piping, however, is near the end of its expected service life and should be scheduled for
replacement.
Domestic hot water needs are minimal. The two electric domestic water heaters in room 30 will be due
for replacement late in the next ten years. Six sump stations with varying capacities aid in maintaining
proper building drainage. They have been in service beyond their expected service life and should be
replaced.
Most of the wall-mounted and counter sinks in staff and public restrooms are due for replacement, as
are most tankless and tank toilets, urinals, and showers. Also replace the older break area sinks. The
renovated restrooms on the second floor and the newer break area sinks should outlast the scope of
this report, as should most of the service sinks. The remaining original service sinks are due for
replacement.
Vertical Transportation
This building has eight elevators. Five are traction passenger elevators, with three located centrally and
two on the east end of the north wing. These each provide access to eight levels, omitting the eighth
floor, and have capacities of 3,000 or 3,500 pounds. A traction freight elevator near the south end
loading dock similarly serves the basement through seventh floors and accommodates freight weighing
up to 4,000 pounds. Two hydraulic passenger elevators, each making two stops, are also installed. One
travels between the seventh and eighth floors and has a capacity of 2,500 pounds. The other is rated at
2,300 pounds and serves the basement and tunnel levels. No detailed elevator assessment was
performed. However, based on identified renovation dates, observed condition, and statistical lifecycle
models, the elevators will be due for a modernization overhaul within the year.

Note: The renewal needs outlined in this report were identified from the visual inspection and staff
interviews. Our professional architectural and engineering inspectors examined the accessible
equipment and various building components to determine what repairs or modifications may be
necessary to restore the systems and asset to an acceptable condition, or to a level defined by the
Client. The estimated costs represent correction of existing deficiencies and anticipated lifecycle failures
within a ten-year period. These recommendations are to bring the facility to modern standards without
any anticipation of change to facility space layout or function. The total costs include variable project
delivery costs as determined by the Owner. The costs developed do not represent the cost of a
complete facility renovation. Soft costs not represented in this report include telecommunications,
security, furniture, window treatment, space change, program issues, relocation, swing space,
contingency, or costs that could not be identified or determined from the visual inspection and available
building information.

The following information is a clarification of the Facility Condition Assessment report using example
definitions.
Overview
Recurring and Nonrecurring Facility Renewal Costs
Facility renewal costs are divided into two main categories – recurring and nonrecurring. Recurring costs
are cyclical and consist primarily of major repairs to or replacement/rebuilding of facility systems and
components (e.g., roof or HVAC system replacement at or past the end of its normal useful life). The tool
for projecting the recurring renewal costs is the Renewable Component Inventory, which is explained in
detail below. Nonrecurring costs typically consist of modifications or repairs necessary to comply with
fire/life safety or accessibility code requirements or to address isolated, nonrecurring deficiencies that
could negatively affect the structure of the facility or the systems and components within. For these
nonrecurring costs, projects have been developed and include estimated material and labor costs.

Renewable Component Inventory and Cost Projections
The Renewable Component Inventory (starting on page 4.1.1) is based on industry standard lifecycle
expectancies applied to an inventory of major systems and components within a facility. Each indicated
component has the following associated information:

The component listing forms the basis of the Recurring Costs by Year report, which provides a year-by-year
list of projected recurring renewal costs (in future year dollars) over the next ten years. Each individual
component is assigned a replacement year based on lifecycles. For items already past the end of their
lifecycle, the replacement year is shown as Deferred Renewal.
For a longer term perspective, the Recurring Component Expenditure Projections Graph presents recurring
renewal cost projections over a 50-year period (starting from the date the report is run) based on each
individual item’s renewal cost and life span. Some components might require renewal several times within
the 50-year model, while others might not occur at all. The vertical bars on the graph represent the
accumulated total costs for each individual year. The average annual cost per gross square foot ($/GSF) is
shown at the bottom of the graph. In this calculation, costs are not escalated. This figure can be utilized to
assess the adequacy of existing capital renewal and repair budgets.
Projected Renewal
Recurring renewal efforts, generated by the Renewable Component Inventory, that will be due
within the scope of the assessment. These are regular or normal facility maintenance, repair, or
renovation efforts that should be planned in the near future.
Nonrecurring Costs
As previously mentioned, modifications or repairs necessary to comply with fire/life safety or accessibility
code requirements and those that address isolated, nonrecurring deficiencies that could negatively affect
the structure of the facility or the systems and components within are not included in the Renewable
Component Inventory. For each such deficiency identified during the facility inspection, a project with an
estimated cost to rectify said deficiency is recommended. These projects each have a unique identifier
and are categorized by system type, priority, and classification, which are defined below. The costs in
these projects are also indexed to local conditions and markups applied as the situation dictates.
Project Number
Each project has a unique number consisting of three elements, the asset identification number, system
code, and a sequential number assigned by the FCA software. For example, the third fire/life safety project
identified for asset 0001 would have a project number of 0001FS03 (0001 for the asset number, FS for
fire/life safety, and 03 being the next sequential number for a fire/life safety project).

Project Classifications
Plant Adaption
Nonrecurring expenditures, stored in the Projects module, required to adapt the physical plant to
the evolving needs of the institution and to changing codes or standards. These are expenditures
beyond normal maintenance. Examples include compliance with changing codes (e.g.,
accessibility), facility alterations required by changing standards, and improvements occasioned by
the adoption of modern technology (e.g., the use of personal computer networks).
Corrective Action
Nonrecurring expenditures, stored in the Projects module, for repairs needed to correct random
and unpredictable deficiencies. Such projects are not related to aligning a building with codes or
standards. Deficiencies classified as Corrective Action could have an effect on building aesthetics,
safety, or usability.
Priority Classes
Recurring renewal needs do not receive individual prioritization, as the entire data set of needs in this
category is year-based. Each separate component has a distinct need year, rendering further
prioritization unnecessary. Each nonrecurring renewal project, however, has a priority assigned to
indicate the criticality of the recommended work. The prioritization utilized for this subset of the data is
as follows.
Priority 1 – High
Items in this category include:
a. correcting a cited safety hazard
b. stopping accelerated deterioration
c. returning a facility to normal operation
Priority 2 – Medium
Items in this category include:
a. repairs to prevent further deterioration
b. improvements to facility approach/entry and access to goods and services (DOJ ADA title
III, priorities 1 and 2)
c. correction of potential safety hazards

INTRODUCTION
A Preliminary Energy Assessment (PEA) was conducted to identify energy conservation opportunities. The PEA is intended
to be a preliminary energy screening only. The goal is to identify potential energy savings opportunities in a building. It is
not equivalent to an American Society of Heating, Refrigeration, or Air Conditioning Engineers (ASHRAE) Level 1, 2, or 3
audit. The PEA has two sections: 1) Benchmarking Data and 2) Energy Conservation Opportunities. Basic building
information is provided in Table 1.

BENCHMARKING DATA
The purpose of benchmarking building performance is to determine how well a building performs in comparison to other
similar buildings. For this analysis, buildings were assessed based on their primary use (e.g., education, food sales, food
service, etc.) and year constructed. Two metrics ‐‐ energy use intensity and energy end use ‐‐ are presented for the
building manager to use to assess how efficiently the building performs compared to similar buildings.
Metric #1: Energy Use Intensity (EUI)
EUI is a measure of energy consumption per square foot of building space per year. The units of measurement are million
British thermal units per thousand square foot per year (MMBTU/kSF/yr). The US‐DOE EUI can be compared to the actual
EUI of the client building to determine how efficient the building is compared to other similar buildings. A building
manager can calculate EUI by summing total energy consumption per year (in MMBTU/yr) and dividing it by the building
area (in kSF). Benchmarking data from the U.S. Energy Information Administration (EIA) Commercial Building Energy
Consumption Survey (CBECS) database was used for this analysis.
Basic information about the building use and the time of the most recent major HVAC or lighting upgrade is provided in
Table 2. That information is used to determine the Benchmark EUI. The building manager can calculate the Building EUI
and compare it to the Benchmark EUI to determine how building efficiency compares to similar buildings (see Table 3). In
addition, Figure 1 shows the EUIs of various building types for further comparison.

Metric #2: Energy End Use
Energy end use data characterizes how energy is used by profiling energy consumption into end use categories such as
space heating, cooling, ventilation, lighting, etc. When energy end use data is presented in a pie chart, high energy‐
consuming activities are readily identified. A building manager can determine the energy end use profile for a building by
analyzing trend data from a Building Automation System and/or Energy Management Control System.

Operation and Maintenance Measures (O&M): O&M actions usually (a) can be completed by in‐house maintenance
personnel and (b) result in an immediate return on investment.
Low‐Cost/No‐Cost Measures (LC/NC): LC/NC measures typically (a) can be done by in‐house personnel, (b) require little to
no investment cost, and (c) result in significant energy savings. In other words, LC/NC measures typically have a quick
payback period (less than one year).
Capital Improvement Measures (CAP): CAP measures are major capital investments that usually require significant time
(i.e., approximately six months to three years) for planning, design, and implementation. Oftentimes, a request for
proposal, design/bid/build (D/B/B), and/or design/build (D/B) package is required. The return on investment for CAP
projects ranges significantly, varying from a payback period from one to twenty plus years.
