1. What is/are the government agency that is/are responsible for the transportation system of the
country?
The agency responsible for the transportation system in air, land and water is the
Department of Transportation.
2. What is/are the functions/responsibilities/mandates of the government agency in number one
(1)?
The Department of Transportation is the executive branch's primary policy, planning,
programming, coordinating, implementing, and administrative entity for promoting, developing,
and regulating a dependable and coordinated network of transportation and communications
systems, as well as for providing fast, safe, efficient, and reliable transportation and
communications services. It responsibility is to ensure a more modernize and develop
transportation for all Filipino whether it may be in land, air or sea.

3. What are the attached agencies of the government agency in number one (1) and their
functions/responsibilities? Categorize these agencies into four groups namely:
a. Air
 Civil Aviation Authority in the Philippines- is responsible for implementing policies
on civil aviation in order to ensure safe, economical, and efficient air travel. As an
independent regulatory body with quasi-judicial and quasi-legislative powers, the
CAAP is mandated to set comprehensive, clear and impartial rules and regulations
for the Philippine aviation industry.
b. Water
 Philippine coast guard- is responsible for the protection of the public in the sea.
Preventing other foreign countries from entering illegally and ensuring the
geographical right of our nation.
c. Road
 Land Transportation Office- is responsible for all the land transportation in the
Philippines including the licensing of drivers. They are the one inspecting,
permitting and regulating the rules on the road.
 Land Transportation Franchising and Regulatory Board- are the one who handles
policies, laws, and regulations governing public land transportation services where
in it is promulgated, administered, enforced, and monitored.
d. Rail
 Philippine Railway Institute- its purpose focuses on the improvement and
development of the management, operation and maintainace of the railways in the
Philippines. It deals with the researches and training of personals in the industry

 Light Rail Transit Authority- is the agency that controls, maintain and operate the
Manila Light Rail Transit System in NCR.

8. Identify at least three (3) transportation problems that you think the country is facing today.
Elaborate these problems.

 One problem is the traffic flow in EDSA which is the worst in the world. Everyday commuters
spend more than an hour in traveling going to work. This affects the productivity of every
individual in NCR and also hurts our economy. It is analyzed that NCR loses over 3 billion
pesos everyday due to the heavy traffic in EDSA. Even though, actions such as building more
highways has been put into place but they are itself can’t handle the growing number of
population and cars in the Metro. Thus, concludes the only solution to this problem is to
lessen the people in NCR.
 Another problem is when it comes to the modernization of the vehicles. Nationwide, our
Jeepneys are decades old and needs a new makeover as its contributed to more carbon
emission due to it engine not being up to standards, in other words old. This problem
contributes multiple illness and unhealthy air in the environment.
 Last problem is the issue of recent high price of diesel, kerosene and gasoline. This affects
every motorist, commuters and Filipinos. The reason for the drastic increase was due to the
conflict of Ukraine and Russia. The issue limits the borders of Russia, the number one
supplier of oil in the world which creates a fall in the whole economy throughout the world.
The event not only affects the oil prices but also other aspects of life including commercial
product and maintainace of the industry as many relies on oil. In correlation to
transportation in the Philippines, it gives the Filipinos a more highly cost of transportation
fare and also limits drivers in using their cars as they think it is too costly.
