EMPLOYER’S REQUIREMENTS

SITE LOGISTICS PLAN


1

1.1 Purpose

The purpose of document is to set overall site logistics strategy for NIA Phase 1 project. The
document identifies all the site logistics elements, and roles and responsibilities of involved
parties/stakeholders.
The document framework has been developed considering the various aspects of transforming
the NIA site from project inception to completion. This is concept document and covers all
strategic intent required for smooth and seamless operation of contractors and related
concessionaires/stakeholders works at site. This document will form the basis of detailed working
by respective parties.
Terms Package-1 and EPC-1 shall be interchangeable and shall have the same meaning.
Terms Package-2 and EPC-2 shall be interchangeable and shall have the same meaning.

1.2 Scope

The scope of document is to identify logistics strategy, its elements including roles and
responsibilities of the parties involved. Intent of employer from this document should be taken
by Contractor for planning his works and development program and Airside Landside Contractor
shall further update this document in discussion with employer within 3 weeks after NTP taking
into consideration the design, planning and scheduling inputs.

2 Site logistics Strategy

Adequate, well managed and maintained site logistics are mandatory to achieve efficient and
effective implementation of construction program to meet cost and time target, and to avoid
conflicting situation between various stakeholder/parties involved in construction, testing, trials,
and operational phases of the project.
The objective of site logistics strategy is to achieve following broad objectives:
• Construction efficiency: Generate an efficient construction environment in all phases
to maintain tight schedules.
• Cost efficiency: Procure the necessary temporary infrastructure and services for the
construction period at a competitive price.
• Clear guidelines for all Stakeholders: Defining roles and responsibilities and setting
up boundaries for all the stakeholders there by providing conflict free working conditions
to lower the risk to all stakeholders and result in lower prices.
• Safety: Construction safety standards are maintained and YIAPL reputation is protected.
Avoid accidents, natural hazards -flooding, fires etc.
• Security: Unwanted intrusions, theft and damages must be prevented while granting
easy access to respective parties. Defining limits of operations by adopting appropriate
access control.

3 Site Logistics Alignment with Site Phasing

To meet the strategic objectives, it is required that the site logistics planning is aligned with
overall project delivery strategy. Following project delivery phases are identified for this purpose:

4 Elements of Site logistics

4.1 General

4.1.1 The way Employer receives the Right of Way and access of the site, same will be passed on to the
Contractor in as it is condition

4.2 Pre- Construction/Temporary Works

4.2.1 Temporary Roads within airport perimeter

Outline
• A site wide “common use” construction road system with ample capacity is required to
enable efficient construction for all contractors

• This road system must be designed for heavy construction traffic and wide vehicles,
provide waiting bays at site entrances, take over bypasses etc.
• Parking and storage of goods and vehicles must be forbidden to allow a free traffic flow
• This road system must be built, maintained, and repaired, cleaned and at the end of the
construction period be kept for future construction works (metro, phase 2, commercial
developments) or be removed.
• Contractor to propose specification for construction of temporary roads, minimum width
of 7m to be maintained. Temporary roads shall be constructed and maintained to prevent
any flooding or ponding of water on the road or surrounding areas and shall be also
maintained to prevent dust during dry weather.
• Adequate arrangement should be made to ensure that a safe and adequate pedestrian
walkway/footpath is always available for pedestrians for designated location/site.
Pedestrian walkway where required should be properly barricaded.

Roles and Responsibilities


The site wide “common use” construction road system will be developed and maintained by
EPC-2 Contractor. The EPC Contractors are completing their works at the same time.
Beyond COD roles and responsibility shifts from EPC2 to YIAPL (operations).

4.2.2 Laydown Areas

Outline
• Provide adequate and secure storage of material and equipment for use of contractors -
EPC and concessioner's contractors.
• Location must be selected to avoid infringement with planned construction activities,
while proving access to work locations.
• Keep adequate contingency for additional areas, if required

Roles and Responsibilities


Respective contractors will be responsible for developing, securing, and maintaining the areas as
assigned by YIAPL.
Timelines
All the laydown areas work to be completed by Qtr 1 of commence to works at site.

4.2.3 `Potable Water

Outline
Following are the keys highlights to ensure adequate potable water for the project:
• Provide suitable and sufficient potable drinking water all time at all working area.
• A suitable supply of cool drinking water is to be readily available at all site.
• Water is to be protected from contamination and is to be tested monthly of
microbiological parameters and records are to be submitted to YIAPL.
• Filters on coolers are to be checked and changed as required.
• Water tankers delivering potable water are to be registered with the local authorities.
Potable water tankers are only to be used for their intended purpose; they are not to be
used to for dust suppression by filling them with other than potable water.
• Containers used for drinking water are to be regularly cleaned, clearly marked, sealed,
and protected from the elements as much as possible.
• All such points shall be legible marked “Drinking Water” in English, Hindi and another
language understood by a majority of the workmen employed in such place and such
point shall be situated within six meters of any washing places, urinals or latrines.

Roles and Responsibilities


Respective EPC Contractor to ensure availability of potable water as enumerated above.

4.2.4 Construction Water

Outline
Following are the keys highlights for construction water:
• Ensure around the year and adequate construction water availability around the year as
required (i.e., no impact of seasonal variability)

Following water tanks for storage will be developed secured and maintained by EPC contractors
at designated locations. The supply to the storage tank to be planned by EPC contractors.

Roles and Responsibilities


YIAPL will support for the application process, if required. However, responsibility of arranging
construction water remains with respective Contractors. EPC Contractor will be responsible for
defining the locations for water storage as per the construction requirement.

4.2.5 Sewage

Outline
Following are the keys at highlight to ensure adequate sewage disposal for the project:
• Contractor shall ensure wastewater generated to be treated at STP to meet the standards
prescribed by pollution control authorities. Such STP/WIP would be required to be
constructed by the respective contractors.
• Any access sewage/wastewater generated should be given to local municipality or other
arrangements shall be made for disposal of wastewater without causing damage to
environment and meet local legal requirement. A detail plan to be submit to YIAPL by
respective Contractors.
Roles and Responsibilities
No temporary sewage network is planned. Therefore, all the contractors will be responsible for
their sewage disposal and meet the environmental requirements as stated above.
Timeline
STP/WTP construction along with labor camp duration (1st Qtr).

4.2.6 Storm Water Drainage

Outline
• EPC contractor to establish storm water drainage network and connect to external
drainage system/ use of swale area as required. Plan to be shared with YIAPL.
• To avoid any impact work due to monsoon surface water runoff/flooding, and to ensure
that storm water runoff in one contractors’ area is not impacting the work of other
contractor(s).

• EPC 2 to provide connectivity to EPC 1 to discharge water runoff. However, storm water
within the Terminal area remains with EPC 1.
• Contractor to follow specification/design for construction of storm water drainage as
specified in the Contract.
Roles and Responsibilities
Overall responsibility remains with EPC 2 whereas Individual working areas to be maintained
by respective EPC/concessionaires.

4.2.7 Construction Power

Outline
• 11 kV single point will be provided by YIAPL.
• EPC 2 will construct a 11 KV substation including all equipments like 11/415
Transformers, LT panels with outgoing breakers & metering provisions to provide feed
(with adequate metering arrangements) to YIAPL (NIA center & site offices), all other
contractors and concessionaires working at site as per the proposed single line diagram
specified in Contract.
• EPC 2 will be responsible for payment of electricity bill to the authority as per the
scheduled billing cycle.
• EPC 2 shall recover electricity charges from respective consumers i.e., YIAPL,
contractors and concessioners as per the actual billing consumption. Tariff
charged/debited by EPC 2 will the same as charged by electricity billing authority.
However, EPC 2 can also distribute the fixed demand charges to YIAPL, contractors and
concessioners as per the respective load connection.
• EPC 2 shall provide LT supply to YIAPL site office including distribution system. The
electricity charges will be billed to YIAPL as per the actual consumption.

Roles and Responsibilities


• EPC 2 shall operate and maintain the proposed substation during the construction and
the same will be handed over back to YIAPL after completion.

4.2.8 Soils Deposits/Soil Storage Stock Yard

Outline
• Suitable excavated material will be stored at site for re-use. Such material shall be YIAPL
property and can be re-used by YIAPL contractors upon YIAPL approval for Phase 1 or
can be stored for subsequent NIA phases use.
• Location should be optimized for least transportation/inter-carting.

Roles and Responsibilities


YIAPL will provide designated soil storage area to the EPC contractors. Contractors will be
responsible to stack the material in orderly and safe manner to avoid any spillage outside the
designated storage area and spoiling of the stored material.

4.2.9 Common Telecom and IT Infrastructure

Outline
• Ensure that IT/Telecom connectivity is available at the site at prior to commencement of
works.

Roles and Responsibilities


• Respective Contractors/Concessionaires shall be responsible for IT/Telecom. YIAPL to
facilitate utility provider coordination If required.

4.2.10 GPS Survey Points

Outline
• Protect GPS survery points/BM from dammage or movement
• These point will be jointly surveyed, if any modification is required, a joint signoff to
be recorded for furture reference.

Roles and Responsibilities


EPC 1 and EPC 2 to will be responsible for protecting the designated GPS Survey Points.

4.3 Construction/Permanent Works

4.3.1 Site grading

Outline
• Optimize cut and fill
• Avoid any re-work

Roles and Responsibilities

Clearing and Grubbing (C&G) for the entire project site to be graded by EPC-2. Earthworks and
associated works are under respective contractors for their respective areas.

4.3.2 External Connectivity

Following is the list of external connectivity project planned for NIA airport:
1. External Roads connections
2. Expressway Airport connection
3. Metro
4. High Speed Rail

Except the item 1. External Roads connections, certain elements of other connectivity projects
will have construction activities within NIA airport boundary. Therefore, certain logistical
coordination will be required between YIAPL, and respective authorities and their contractors.
Timelines of such projects once established dependencies/coordination of such works with NIA
Project works will be planned. Following is the list of probable logistics coordination:
• Site handover to respective contractors
• Access to respective plots
• Use of common road by contractors appointed by external connectivity stakeholders

4.4 Security, Safety and Welfare

4.4.1 Security

Outline
Following are the keys at highlight to ensure that adequate security for the project site:
• Based on construction requirements respective EPC 1, EPC 2, and concessionaires to
plan and deploy necessary safety measures and systems to protect their properties and
equipment.
• Necessary statuary approvals required for deployment of security systems to be obtained
by EPC 1, EPC 2, and concessionaires as per the govt/local authorities’ requirements.
• Sit security on sites 24/7, 365 days basis with an access control and management system
• Perimeter fence/wall and the entrance/exit checkpoints with waiting areas
• Wireless CCTV system or technology for surveillance monitoring of site activities. The
installation of CCTV shall be carried out ensure adequate safety coverage.
• The contractor shall ensure requirements include personnel photo Id badge, vehicle
passes, and health and safety induction for visitors and new employees.
• Adopt security management guidelines where individual contractor is responsible for
their properly securing all owned tools, equipment, and materials when not in use to
prevent theft. To this effect, the contractor shall demarcate and identify their office, work,
and storage locations with their company name.
• Any material to be taken out from NIA project site would require YIAPL authorization
from the designated YIAPL representative.
Roles and Responsibilities
Common security infrastructure will be built and maintained by EPC2. However, individual EPC
contractors shall be responsible for security of their sites and laydown areas.

4.4.2 Access Controls and Permit to enter site

Outline
• YIAPL has overall ownership of the site.
• Following process would be adopted for controlling access of vehicle and workmen.
o Vehicles: Vehicle passes will be issued by respective contractors and
concessionaires. These passes will be registered in a database with EPC 2, who
shall accordingly allow the vehicular access.

o Workmen: Workmen access will be monitored by respective contractors from the


respective labor camps.
• EPC 2 shall establish necessary infrastucture such as security posts, entry boom barriers
etc. to manage site access controls.
Roles and Responsibilities
• Respective contractors and concessioners shall be responsible for issuance of vehicle
passes/sticker and workmen identity/access cards.
• EPC 2 contractor is responsible for site access control and shall work under guidance of
YIAPL security team.

4.4.3 Welfare

• Contractors and concessioners to deploy necessary health and hygiene facilities like
mobile toilets, drinking water, sanitation huts and local restrooms as per site construction
requirements.
• Local canteens for refreshment to be provided as site construction requirements.

4.4.4 Fire

Outline
Following are the keys at highlight to ensure that adequate fire prevention measures are deployed
at the project. Such measure will be implemented in conjunction other safety management
procedures:
• Proper access for fire tender movements to be planned and hindrance free for handling
any kind of emergency.
• Emergency Rescue Locations and meeting points to be planned and marked at the site to
handle any emergency.
• Temporary fire protection measures including fire extinguishers, temporary hose lines,
and temporary standpipes are required at all times during the conduct of work and
services at the Site.
• Fire extinguishers shall be:
o Conspicuously located
o Certified annually and inspected monthly
• Placed within the immediate area of any welding or metal cutting operation or flammable
liquid storage area.
• All firefighting equipment shall be maintained in accordance with the manufacturers’
recommendations. Defective firefighting equipment and fire extinguishers that have been
used in any way shall be immediately replaced.
• Each temporary building, trailer, vehicle (canteen, field offices, storage boxes, etc.) are
required to have its own appropriately sized and located class of fire extinguisher
• Temporary buildings located within another building or structure shall be constructed of
non-combustible material or have a fire resistance rating of one (1) hour.
• All Combustible refuse from construction operations will not be burned or dumped
anywhere on the construction Site. Such refuse material to be stored at designated
hazardous material handlining locations. Such locations need to provide with necessary

fire and safety equipment. Refuse material should be removed at frequent intervals, as
needed.
Roles and Responsibilities
Individual contractors shall be full responsible all the required fire prevention measures.

4.4.5 Medical Facilities

Outline
Following are the keys at highlight to ensure that adequate medical facilities are available at the
project. Such measure will be implemented in conjunction other safety management procedures:
• EPC 1 and 2 to establish 24x7, 365 days medical health facilities as site to handle
preliminary lifesaving medical facilities.
• All workmen to be examined medically fit to work before deployment at site for work.
• First-aid boxes: Adequate first aid boxes and trained first aid person. First-aid box should
be provided at all prominent locations like plan, lab, rest room etc. and to be readily
available.
• Occupational health center: Mobile or static shall be constructed and maintained in good
hygienic condition. Services and facilities to be provided in health center should be in
accordance with statutory requirements.
• Ambulance room & Van: An ambulance room with effective communication system
should be provided at site and camp and is in the charge of a qualified nurse and services
of ambulance room should be available to all people at site. Adequate arrangement
should also be done with nearby hospital for providing ambulance equipped with
advance lifesaving arrangement/medical assistance promptly at site.
• Medical Attendant/Male Nurse: Establish the First Aid Centre manned by a full‐time
qualified male Nurse.
• Medical Officer: A full time 24x7 medical officer at medical center. The medical officer
shall have MBBS degree and Associate Fellow of Industrial Health (AFIH) Certificate.

Roles and Responsibilities


• Individual contractor shall be full responsible for maintaining medical facilities for their
personnel and make available to YIPAL (and their specialized contractor).

4.4.6 Wheel Washing facility

Outline
To meet environmental norms, avoid displays of mud and dirt outside the construction site,
adequate wheel washing facility who will be required at exit gates of the project site. Following
are the keys at highlight to ensure that adequate wheel washing facilities are available at all the
exit gates. Such measure will be implemented in conjunction other safety management
procedures:
• Before the start of works install automated wheel washing facility at all the exit gates to
ensure that that vehicle is properly cleaned and no mud, debris and dust is transported
out the construction site.
• The wheel wash shall be located as close to the exit gate, as possible. Ensure the wheel
washing facility remains functional till the end of contract.

• At such facility, high-pressure water jets will be directed at the wheels of vehicles to
remove all spoil and dirt.
• Wheel washing facility shall be provided with efficient drainage, incorporating silt traps
to prevent any excessive buildup of water.
Roles and Responsibilities
EPC 2 will be responsible for installing and maintaining wheel washing facility at all the exit
gates.

4.4.7 Construction Site Rules

Following are the keys at rules to ensure proper functioning of site logistics. Such rules will be
implemented and monitored in conjunction with project HSE requirements:
• The contractors shall ensure that every worker at site has been issued with identification
card (ID Card) with photographic evidence under authorized signatory of contractor.
• The contractor shall ensure that all vehicle at site has been issued with valid permit
(monthly tag) under authorized signatory of contractor and carries a valid necessary
vehicle fitness test certificate.
• No worker, vehicle operator shall be less than age as per law. And the vehicle operator
shall have a valid license as per requirements of Motor Vehicle Act.
• Maximum speed for vehicles inside airport premises shall be restricted to 30 km/h for
not construction area and 20 Km/h at construction zone.
• Vehicles should not be used near/or passé underneath of overhead electric line unless
until adequate protection measures are implemented like height barrier, fencing,
appropriate warning signage’s etc.
• Regulatory/warning signs boards should be displayed at conspicuous location to warn
road users Informatory sign boards should also be displayed like area, yard, exit-entry
route. All sign boards should be made in Hindi as well as local language understood by
majority of workforce.
• There shall be separate access control gates & access roads for labor entry and material
vehicles to prevent workers directly coming in contact with vehicle traffic & happening
of incident.
• The Contractor shall ensure that parking of trucks, transit mixers & other construction
vehicles at the designated parking area per the site plan, and not stranded on common
roads.
• Traffic wardens to be deputed to ensure proper traffic management and controlling
vehicle movements to ensure site safety measure. Any traffic accidents shall be
immediately reported to YIAPL designated personnel with details as per reporting
system mentioned on OHS requirement.
• Any material to be taken out from NIA project site would require YIAPL authorization
from the designated YIAPL representative.

4.4.8 Setup during Trial and Mixed Phase

Outline:
• It is planned that certain airside assets such as Runway, Taxiway, Apron, ATC tower
(building works) shall be physically complete several month prior to Commercial
Operation Date (COD). Following which, there will be a mixed phase of trial, security

sweep and CISF deployment on such airside areas, while construction works will
continue in vicinity landside areas.
• Access controls management will be done adopting following guiding principles:
o Upon activation of Airside/landside boundary, airside areas will be handed over
and managed by CISF. Any construction works needed to be carried out in
airside area shall follow airside entry protocols of CISF/BCAS (during the last
quarter to COD).
o Landside/construction areas security and access controls will continue to be
managed by EPC 2 until COD date.
o Post COD date site security and access control shall be YIAPL responsibility.

Roles and Responsibilities:


• Mixed phase:
o Landside/Construction areas: Common security infrastructure will be built and
maintained by EPC2.
o Airside area: CISF will man airside areas upon activation of Airside/Landside
areas If required before COD.
o Individual Construction areas/Laydown/Labor camps: Individual
contractor/concessionaire shall be responsible for security of their areas.
• Post COD
o YIAPL security will be responsible for overall security.
o Post COD, during DLP period contractors will be responsible for security of their
laydown and labor camps, however, overall airport security responsibility
remains with YIAPL.
