'Red-tagging' threat fails to frighten Filipino religious superiors

Red-tagging, also known as red-baiting, has been used for decades in the Philippines in the government’s
campaign against the communist New People’s Army (NPA), which began in 1969. The government’s
counterinsurgency efforts include publicly accusing activists, journalists, politicians, and others and their
organizations of being directly involved in the fighting or supporting the NPA. The Philippine military has
long been responsible for large numbers of extrajudicial killings and torture of alleged communists.

Religious superiors in the Philippines have vowed not to back down from taking a strong stance against
government mismanagement and corruption despite a political threat of being labeled "communists."

“Red-tagging is a pernicious practice that targets people who often end up being harassed or even
killed,” said Carlos Conde

Catholic religious superiors resolved to fight moral, ethical issues amid uncertainties

SOME 155 delegates to the Convention of the Conference of Major Superiors in the Philippines (CMSP)
have expressed their determination to “stand for the truth” and fight moral and ethical issues brought by
“systematic disinformation, misinformation, and historical distortions” in the country.

Following the theme, “The CMSP’s Prophetic Challenges Today,” the religious superiors coming from 116
women and 26 men institutes, together with 13 representatives from the permanent Commission of the
Justice, Peace and Integrity of Creation (JPICC) and our CMSP Mission Partners, resolved “to speak up
and do what is right,” as the Catholic Church “will not and cannot be neutral.”

Dark Days for Philippine Democracy and Human Rights

The recent events in the Philippines have been a dark time for democracy and human rights.

The Philippine government has been accused of using excessive force against protesters, including
children. There are also reports that police are planting evidence on opposition leaders. In response,
President Rodrigo Duterte has declared martial law in southern Mindanao province.

Disturbing moral issues on a candidacy

It is in this light that the prophetic role of church leaders must be heard. The candidacy of Ferdinand
“Bongbong” Marcos Jr. for president, in particular, has raised a number of moral issues. The comments
of knowledgeable observers articulate these concerns.

Tax evasion and moral turpitude“I find that the Respondent’s repeated and persistent non-filing of
income tax returns in 1982, 1983, 1984, and 1985, which resulted in his conviction, constitutes an
offense involving moral turpitude; … the fact that these omissions were repeated, persistent and
consistent, is reflective already of a conscious design and intent to avoid a positive duty under the law
and intent to evade the taxes due.” (Comelec Commissioner Rowena Guanzon)
