Rationale

Article XV, Section 3.1 and Article II, Section 12. in the 1987 Constitution says
that “The State shall defend the right of the spouses to found a family in accordance
with their religious convictions and the demands of responsible parenthood. “The
State recognizes the sanctity of family life and shall protect and strengthen the family
as a basic autonomous social institution.  It shall protect the life of the mother and
the life of the unborn from conception.  The natural and primary duty of parents in
the rearing of the youth for civic efficiency and development of moral character shall
receive the support of the Government.”

Department of Education Order No. 32, s. 2017 issues the enclosed Gender-
Responsive Basic Education Policy in line with its Gender and Development (GAD)
mandate as stipulated in the 1987 Philippines Constitution. Through this policy, the
DepEd commits to integrate the principles of gender equality, gender equity and non-
discrimination of human rights in the provision of and governance of basic education.
This is in line with DepEd’s mandate to ensure access quality basic education for all.

Gender and Development (GAD) Section 24: Right to education and Training
includes gender and sensitivity training and seminar issue specifically broken families,
irresponsible parenting and capacity to facilitate distance learning at home.

The above-mentioned policies support former Deped Secretary Leonor Magtolis

Briones statement that parents play a vital role in the success of the learners not
 only in the lessons they learn from the teachers, but also in the guidance to
nurture holistically developed individuals.”

The Philippine Commission on Women also issued Memorandum Circular

2011-01 dated October 21, 2011 with the subject on Guidelines for the Creation,
Strengthening, and Institutionalization of the Gender and Development (GAD) Focal
Point System. Under its General Guidelines, the circular stresses the need for
agencies, such as the Department of Education, to “develop GAD capacity
development programs that support continuing gender education” in order to
ascertain that this advocacy be mainstreamed in all levels of the agency. The same
circular also spells out the necessity for all personnel of the agency to be
capacitated on GAD.

Cognizance with the legal bases mentioned, the Department of Education of

Alburquerque District will conduct a 2-day face-to-face seminar on Responsible
Parenting for parents in relation to Gender and Development (GAD) Program.

During the training, valuable inputs and notable practices will be shared,
workshops will be conducted and presentation of outputs/performance and feed
backing will be given in order to achieve the goals and objectives set for this training.

Program Description

This is a one-day Trainers (TOT) on Capability Building on Responsible Parenting

of Parents in the District of Alburquerque. This shall be conducted in the Alta Bohol
Garden Resort and Convention Center San Isidro Baclayon, Bohol.

Program Objectives

This district-led activity aimed to:
