MISSION ANALYSIS

1. ANALYZE THE HIGHER HEADQUARTERS ORDER (2-Level Up):

a. WESTERN MINDANAO COMMAND MISSION

To conduct prompt and sustained joint air, sea and land operations
during peace, conflict and war including Military Operations Other Than War (MOOTW)
in its assigned Joint Area of Operations (JAO) in support to the AFP mission.

b. NFWM MISSION

To conduct Naval Operations in designated area of operations in order to


accomplish the Western Mindanao Command’s Mission.

c. INTIAL MISSION STATEMENT

To develop a plan for the organization and produce a CMO Plan or a


Crisis Action Plan to effectively and efficiently address the claims of PAHRA, ALSC
and the Muslim petitioners in order to prevent the spread of false information and the
propagation of fear among the people of Western Mindanao.

4. DETERMINE SPECIFIED, IMPLIED, AND ESSENTIAL TASKS:

a. Specified Tasks:

To develop a plan to effectively and efficiently address the claims of


PAHRA, ALSC and the Muslim petitioners in order to prevent the spread of false
information and the propagation of fear among the people of Western Mindanao.

b. Implied Tasks:

1) To Review and analyze the provisions of the RA 11479 or the Anti-


Terror Law (ATL);

2) To conduct appropriate CMO activities in NFWM AOR utilizing the


three pillars of CMO and prevent the spread of false information and the propagation
of fear among the people of Western Mindanao.

c. Essential Tasks:

1) Determine the activities to be conducted in line with development


support operations;

2) Determine the needed requirements during the activities;

3) Assess the current security status of NFWM AOR; and

4) Monitor the development support activities being conducted at NFWM


AOR.

7. IDENTIFY CRITICAL FACTS AND ASSUMPTIONS:

a. Facts

1) Spreading of false information and the propagation of fear among the


people of Western Mindanao especially on the part of our Muslim brothers;

b. Assumptions

1) The Naval Forces Western Mindanao can support the logistical


requirement of CMOU-WM in order to execute the Civil Military Operation activities;

2) The Naval Reserve Center Western Mindanao will support the CMOU-
WM in spreading positive information based on the approved pillars to be conducted;

3) Allocation of resources – All teams will use their Combat Deployment


Support Fund in the conduct of CMO Activities;

4) Admin requirements – NFWM can support the team to make this


activity possible in terms of availability of vehicles and other requirement that will be
utilized during the CMO activities;

5) Civilian support – Coordination in the following concerned government


agencies and Local Government Units (LGUs) and other potential resource
organization can support the mission.

Weather - the weather forecast for this week, Easterlies will bring partly clear to
partly cloudy skies with scattered rain showers and possible isolated rains over the Western
Mindanao. This has little effects both to friendly and enemy courses of actions.

Terrain Features – The region is located on the eponymous Western Mindanao


of the island of Mindanao, that lies between the Moro Gulf (part of Celebes Sea) and the Sulu
Sea along the shores of the peninsula are numerous bays and islands of varying sizes. The
pensinsula is connected to the rest of Mindanao through an isthmus situated between Panguil
Bay and Pagadian Bay.

f. Economy – The Western Mindanao economy is predominantly dependent on


agriculture. The main source of livelihood in the region are fishing, farming, cottage industry,
food processing, furniture-making, mining, trade and commerce, logging, livestock and poultry
raising, boat building, mat and basket -weaving.

g. Sociology – Western Mindanao has so many different tribes and different culture
and different lifestyle in terms for their daily life activities.

h. Government and Politics - The political situation in the Western


Mindanao is stable under the supervision of their individual administration.

12. APPROVED RESTATED MISSION:

On orders, conduct intensified PA supported by ISA and focused CA to inform


the public in order to prevent the spreading of false information and the propagation of
fear among the people of Western Mindanao and to effectively and efficiently address
the claims of PAHRA, ALSC and the Muslim petitioners.

13. DEVELOP THE INITIAL COMMANDER’S INTENT:

 Lateral coordination among tasked units is encouraged at all times.


 Observe proper decorum and ensure proper bearing and wearing of uniform.
 Every member of the Team must be an agent of peace.
 Coordinative and cooperative relationships shall be fostered with security
forces, LGUs, NGAs, NGOs and other organizations through the process of
dialogue, information sharing and consultation.
 Ensure maximum security/safety of personnel and equipment during
movement and for the whole duration of the activity.
 Ensure that all CMO activities could not be used in all political gain.
 Safety of Personnel is always of paramount consideration in every aspect of
operations.
