1. Purpose
Purpose of this document is to overview and defines Quicrete HSE management system and
demonstrates the main control mechanisms used to meet the HSE requirements.

Scope
This document is applicable to all the activities in batching plant production facility.

2. HSE Policy.
Success of Quicrete depends on our ability to continuously improve our products and services while
protecting people and the environment.
Emphasis will be placed on ensuring human health, operational safety, environmental protection, and
community’s goodwill. This commitment is in the best interests of our customers, our employees, and
those in the communities in which we work and live.

Quicrete requires the active commitment to HSE from all employees. In addition, line management has a
leadership role in the communication and implementation of, and ensuring compliance with HSE policies
and standards.

We are, together, committed to:

• Protect the health and safety of our people at all times and in all circumstances

• Eliminate HSE accidents and events and to achieve DQM

• Provide a framework for the setting of QHSE goals and performance objectives, and the use of
an effective management system
• Monitor, evaluate and continually improve our QHSE performance through the definition of
operational standards, training, assessments and audits
• Minimize our impact on the environment through pollution prevention and control of emissions,
the efficient use of natural resources and the reduction and recycling of waste

• They are in addition to our basic obligation to comply with Quicrete standards, as well as, of
course, all applicable laws and regulations where we operate.

• The company believes that Health, Safety and Environment (HSE) performance is a
principled business objective and HSE performance will have the same priority as other
objectives.

• Quicrete stresses the maintenance of a safe and healthy workplace conservation of the
environment at all its areas of operations is of prime importance and requires the active
participation of every employee and co-workers.

• Quicrete believes that eliminating accidents will reduce the “saddest product”.

3. HSE Plan

a) General
On all sites, we endeavor to instruct our personnel in general safety and the
avoidance of hazards and dangerous occurrences to create a safe working
environment.

We provide sufficient qualified manpower of suitable physical and mental


abilities to meet production, maintenance and services requirements.

Frequent inspections are carried out to ensure that unsafe conditions are
eliminated and that vehicles, plant and equipment are all properly maintained
and operated.

b) HSE Awareness for Employees


Quicrete Safety Management System ensures the involvement and active
participation of all our employees by providing a high level awareness on safety
issues. Quicrete Safety officer is regularly monitoring the performance of our
employees to identify any training needs to maintain and update the
employee’s awareness.

c) HSE Management

Safety Officer’s responsibility


· Conduct Safety meetings.
· Monitor the day-to-day site activities
· Follow-up on Corrective actions and take immediate corrective actions.
· Conduct safety awareness trainings to all personnel
· Report safety incidents
· Monitor housekeeping
· Identify any training needs and make arrangements.

Authority of HSE Officer


Safety officer is fully authorized to maintaining the established safety
Management system of Quicrete, and his decisions can be overruled only by
the Project Supervisor.

HSE Meetings
The safety officer will conduct safety meetings on a regular basis. Foreman
and above category personnel will attend the meeting. Agenda of the meeting
will be prepared and distributed to the participants in advance. Senior
management person will chair the meeting. All the safety issues can be
included in the agenda. Any employee or client suggestions can also be
included in the agenda. Minutes of the meeting will be recorded and distributed
to attendees.

Responsibility of Employee
Carry out their work task in responsible manner with due regard to their own
safety along with that of their fellow work colleagues.

Be familiar with and conform to the company HSE Policy. Utilize appropriate
PPE where applicable.
Co-operate and conform to instructions from supervisor to ensure a safe
workplace. Immediately report injuries to themselves or others directly to their
supervisor. Report all potential HSE risk directly to their supervisors.
Be familiar with emergency procedures and the summoning of emergency
services

Accident reporting
Quicrete has established an effective system of reporting and investigating all
undesired events that cause or could have physical harm to people, damage to
property, reduction in production or harm to environment. The purpose of the
system is to establish and analyses facts and circumstances, determine
causes and assign corrective action. It is not intended to fix blame or to find
fault with people but to help, control and minimize accidents and losses.

Definition:

Accident: is an undesired event that results in harm to people, damage to


property or loss to process

Incident: is an undesired event (a near miss) which under slightly different


circumstances could have result in harm to people, damage to property or loss
to process. The following are categories of accidents and incidents to be
reported:

1. Permanent Total Disability

3. Medical Treatment Cases
4. First Aid Case
5. Lost Working Time cases
6. Restricted Workday Cases
7. Near Misses
8. Off the Job Incidents

It is the responsibility of the concerned Site in Charge to prepare monthly HSE
statistic report and send to the head office. Any person who sustains an injury
or occupational illness shall, when possible, inform his immediate supervisor
then proceed for medical treatment to the nearest available center.
Off the job safety and health issues will be discussed and understood by all
personnel.
Off the job safety, topics shall include safety and hygiene inside their rooms,
handling any hazardous material such as electric items or chemical products.
They will be advised on defensive driving.

Emergency procedures and measures in case of emergencies outside work


place shall also be discussed and understood.

Personal Protective Equipment


All our sites and personnel are provided with safety equipment as follows:
· Safety Helmets marked with the company's name
· Suitable safety gloves where required.
· Safety goggles or anti-flash goggles where required.
· Safety Belts and harnesses where required
· Ear defenders, dust masks and other protective equipment as required.
· Safety Shoes

All Safety equipment used will be conforming to the relevant BSI or ASTMS
standards.

Fire prevention
Suitable fire extinguishers will be provided and regularly inspected and
maintained.

All fires, irrespective of size will be reported to the Engineer, along with details
of the remedial action taken.

Scaffolds safety
Scaffoldings will be provided for any work that cannot be accomplished safely
from ground.

All the scaffolds used will be meeting the requirements of the applicable
standards.

Prior approval will be taken for all scaffolds from the Project Manager before
work starts.

Safety belt and other safety precautions will be provided to for any employee
working at height more than 1.8 M.

Safety officer will regularly inspect the safety of the scaffolds and that will be
recorded.

Vehicle & Trailers safety
All vehicles and Trailers will be regularly inspected by our Plant Manager under
the guidance of the Safety Officer to ensure that they are safe and road worthy
and fit for their intended purpose.

Overhanging loads will be properly marked and the movement of such loads
supervised.

Plant Safety
Regular inspections are carried out to ensure that all machinery is in good
working condition and properly maintained.

Operators will be trained in both the operation and safety rules applicable to
each piece of machinery

Above Ground level safety


Personnel working in locations exposed to the danger of falling will be provided
with suitable safety equipment.

Safe access to work areas by means of proper scaffolding, cradles or work


platforms is provided, complete with handrails and boards.

Gas cylinders
All Gas cylinders used on site are to be manufactured and supplied only from
approved sources. Cylinders will be stored in an approved storage area
and protected from damage accident or fire.

Housekeeping
As part of our Safety Policy the Safety Officer is responsible for ensuring that
the site is kept free of debris and unwanted materials as far as is possible.
Suitable storage areas will be allocated for loose materials and surplus
materials and debris will be removed from the site on a regular basis.

Electrical safety
The safety officer will regularly inspect to ensure that all electrical equipment
are properly set to for power supply and earth contacts are properly made.

First aid
First aid facility will be available at site, equipped with medicines and
medical equipment to meet any emergency cases such as treatment of
sunstroke, burns and wounds.

Commissioning of Plant
During commissioning of plant, responsibility for safety within the area will be
assumed by the Senior Commissioning Engineer.

Common access to any plant will be prevented if necessary whilst
commissioning is in progress and any required safety equipment will also be
provided.

Handling of Non compliances


The company considers that the most effective and satisfactory way of
handling the non-compliance on Health, Safety and Environmental issues is
through the established line management structure.

Each department is responsible and accountable for the Health and Safety of
all personnel working under its direct supervision as well as the Environmental
protection within its sphere of responsibility.

Safety meetings will be conducted regularly. All HSE incidents will be


discussed in the meetings. All measures to improve HSE aspects will be
discussed. Site Supervisors will assess the training needs of the individuals
and will arrange to provide proper HSE training. Monthly HSE reports will be
prepared by the Safety officer and will be sent to QMS Management
representative.
Facilities will be provided to all Site in Charge to contact to the concerned
authority in emergency situations.
All employees will be encouraged to report any HSE non-compliance.

Emergency Contact Numbers


The name, Contact number (Mobile) and designation of the Local Maintenance
Engineer and Safety Officer together with Phone Numbers of all the emergency
services will be clearly displayed outside the Site Offices.

d) Environmental Policy & Dust Control

Purpose
To define the environmental hazardous parameters and precautions to be
taken.

Scope
Applicable to all SME production facilities.

Hazardous Parameters

· Air / Dust Emission

Quicrete will ensure that the operation of the site shall not cause dust fallout
beyond our premise boundary. The following precautions will be taken to
reduce the impact of dust fallout.

1. All cement silos are equipped with reversible air jet filter to avoid air pollution,
the cement filters used by Quicrete are having the following specifications.
a. The effective filter cloth area AF is equal to 24m2 b) The efficiency of the
filter is 99%

b. The filter is having automatic adjustable time cycle for Air Jet system to
maintain the filter elements clean and to avoid blockage.

2. In the batching plant the cement is transferred from the cement silos to cement
balance by cement screw, which are completely closed and not exposed to the
atmosphere.
3. The vent of the cement balance is diverted to the plant where the concrete
mixing takes place.
4. The aggregate bin on the Batching plant is covered with a canopy closed from
all sides to minimize the dust emission (which is created by feeding the material
by the feeding conveyor).
5. A canopy also covers the receiving ground hopper to prevent dust
emission when the loader discharges the aggregate into the hopper.
6. The feeding conveyor of the batching plant will be provided with dust tight
covers, the covers can be retracted for maintenance.
7. All Quicrete plants are equipped for concrete discharging with telescopic
retractable rubber chute which rests on the top of the truck mixer drum receiving
hopper
8. Quicrete yards are mostly concreted or paved but the unpaved area will be
sprinkled with water frequently to avoid dust emission created by moving
equipment.
9. Tipping of material by trailers, tippers and shovels will be done slowly to prevent dust
emission.
10. Appropriate netting arrangements will be fixed around the perimeter of the yard
to reduce dust spreading during strong winds.

· Noise

1. All Quicrete plants are equipped with electrical motors.


2. No noise is generated by these motors or by the pan mixer of the batching
plant.
3. Quicrete provides adequate noise barrier to any noisy activity.
4. All generators rooms are mad from concrete or surrounded by corrugated
sheets to avoid noise that might be created by the diesel engine.

a. Spillage Control Of Transporter’s Concrete

1. Transit mixer shall carry concrete mix only based on its allowable carrying
capacity.
2. Transit mixer shall be equipped with concrete anti-spill containment provision
positioned at the transit mixer drum discharging chute.
3. Transit mixer drum discharging chute shall be cleaned properly in the
specific washing area before leaving the site.
4. Transit mixer drum rotating direction shall be ensured before leaving the site.
5. All the transit mixers are equipped with heavy duty plastic sheet for
emergency case to avoid any accidental spillage.

· Potential Contaminant Material Storage And Handling

1. All chemicals and potential contaminant materials (oil, diesel, acid…) shall be stored in
minor quantity, within fully sealed and bounded area, away from thorough
traffic

2. All flammable material shall be kept away from any heating or ignition sources.
3. All material safety data sheet are kept on site as effective means of assessing
risk.
4. Emergency spill kits are available on site for emergency cases.
5. Quicrete sites are provided by 24 hrs instruction duty, which help to ensure that
any spills will not escape the storage area and contaminate the
surrounding ground.

· Liquid Waste

1. Waste Water from Concrete Production


a) Waste Water Types
Various types are produced from the concrete production process are
mainly generated from washing and cleaning of:
· Truck mixer drums
· Concrete pumps
· Wheel loader bucket
· Batch plant mixers

b) Washing Area

1. A special washing area is located on site, whereby the ground is paved


in concrete and slumped to a fully sealed constructed wastewater pit,
enabling truck mixers and concrete pumps and wheel loader to park and be
cleaned properly inside out.
2. Transit mixers, concrete pumps and wheel loaders wash out are allowed
to be performed only in the designated washing areas.

c) Wastewater Drainage Lines and channels

1. Quicrete site is equipped with wastewater drainage lines, made of


concrete channels and slumped toward the wastewater pit.
2. The wastewater generated from under the batching plant from production
operation or cleaning is directed to the wastewater pit via the wastewater
drainage lines.
3. The drainage lines will be cleaned daily and maintained at all time to
allow free flow of wastewater to the wastewater pit.

d) Waste Water Pit

1. The wastewater pit is designed with adequate capacity (based on the rate
of concrete production and related cleaning).

2. The wastewater pit will be made empty timely by removing the settlement
of hardened waste and storing it in a concrete waste bin located on site.

2. Waste Water From Labor Camps & Offices

1. Domestic wastewater from labor camps and offices is properly collected


in a separate septic tank for disposal to designated Municipality sewage
system.
2. Only authorized waste transporters will be used.

3. Waste Oil

1. Changing of engine oil is carried out in sealed paved area.


2. Waste oil is stored in separate drum containers placed in sealed bonded
area and are sold to authorized buyers specialized in waste handling.

· Solid Waste

1. Concrete Waste Bin

A special storage area is located on site, whereby the ground is paved in


concrete and the walls are also in concrete to form a closed sided bin,
enabling temporary storage of all solid waste being generated on site.

2. Concrete Waste
Excess concrete returned from project sites and aggregate/sand waste from
under the batch plant operation and hard settlement of waste from the
wastewater pit and drainage lines are stored in a designated concrete waste
bin.

The above waste is timely removed from site by authorized waste


transporter and hauled to Municipality’s designated disposal site.

CONCRETE BATCHING PLANT

Quality Control Plan


1.0- GENERAL

1.1- INTRODUCTION

This QC plan defines the outlines of the Quality Assurance and Quality Control requirements
to be carried out by Quicrete for the production of concrete starting from the preliminary
stages and initial selection of materials up till the production stages and the routine follow up
for the concrete and the concrete constituents.

1.2- SCOPE AND APPLICATION

To control the quality of raw-materials used in the manufacture of concrete, the control of
concrete itself and the maintenance of all equipment used in manufacturing and testing of
the product.

1.3- PURPOSE

To ensure compliance with the Contract Specification and the specified standards.

2.0- PRELIMENARY TESTING STAGE

2.1- INITIAL SELECTION


 CEMENT :
Cement proposed for use shall comply with the requirements of the ASTM C 150.

 AGGREGATES :
Coarse and Fine aggregates shall comply with ASTM C33, from the technical point of
view and upon our previous experiences with the concrete aggregates, Quicrete proposes
ATTAKA QUARRY for supplying aggregates to the project in order achieve wider area of
contact that guarantee continues supply and high quality aggregates, The source
provides sufficient quantities appropriate for used in concrete production.
The performance of the processing equipment is designed to meet the required amounts
for concrete production also the logistics and transportation means are satisfactorily
fulfilled.

 WATER:
Government potable water shall be used for concrete mixing, samples to be gathered from
the water source intended for use and complete analysis has been implemented and the
water was found to be useful for concrete use.

During the procession of works; In case of doubt only additional test to verify the conformity
of the water source will be performed in an external independent laboratory.

 ADMIXTURES :
Admixtures complying with ASTM C 494 are produced and supplied by Sika or BASF
Egypt or similar approved admixtures by the Employer. The materials will be delivered to

site ready for use in containers and stored under special provisions to protect from
contamination and climate prior to their use.

The choice of the admixture type and dose are dependent upon the trial mixes stage
where the performance of concrete can be observed.

3- ROUTINE TESTING STAGE

3.1 - MATERIAL RECEIPT, HANDLING, STORAGE AND TESTING

 CEMENT

The Manufacturer should provide a quality Certificate for the date of delivery of cement
including only the chemical properties the latest two days after the dispatching date
provided that these test certificates should be updated monthly with the entire chemical and
physical test results including the 28 days crushing test results.

The laboratory manager should check the conformity of each test certificate and it’s
compatibility with the project’s specification requirements - refer to Annex I /Clause 1.

 FINE & COARSE AGGREGATES :

a) No truck shall be allowed to unload before having obtained the written consent
from the site laboratory or QC Engineer.
b) The Laboratory Technician in charge of the receipt of the concrete materials shall
be responsible of controlling the aggregates and shall inspect the delivered material
on the trucks, this could take place firstly through visual inspection by comparison
with standard samples and then random spot samples are gathered to perform the
Sieve Analysis in accordance to the testing standards, refer to Annex l /Clause 2.
Based on the result shall write ‘accepted’ or ‘rejected’ and sign the delivery ticket
accompanying the truck.
c) The Laboratory Manager shall check at random the material inspected by the
technician and shall give all necessary recommendations.
Regarding to the routine testing plan for the coarse and fine aggregates used in concrete
please refer to Annex I /Clause 2.

 WATER
No routine testing is applicable for the mixing water, only in case of doubt additional test to
verify the conformity with the requirements of the Egyptian Code of Practice for design and
construction of reinforced concrete structures (ES 208/1995) shall be implemented in an
external accepted laboratory.

 ADMIXTURES
The visual proof of identity, specific gravity and residue by oven drying will be reviewed
upon the delivered certificate to ensure the compatibility of the admixtures. In case of doubt
additional test to verify the conformity of the delivered material will be performed in an
external independent laboratory.
Expiry date and manufacture documentation are to be checked by the Q.C Engineer, for
further testing please refer to Annex I /Clause 3.

 CONCRETE
Testing procedures will take place in parallel to the concrete production throughout the
working day; this will embrace continuous monitoring for the fresh concrete properties.

These procedures will include checking the produced concrete for consistency (slump) and
temperature, for further details please refer to Annex I /Clause 4.

4- CONCRETE FABRICATION

4.1. Batching

1) Quicrete shall provide, operate, and maintain at the site a modern and dependable
batching type mixing plant of a capacity sufficient to meet the construction schedule and
conforming to the related requirements of ASTM C94.

2) The scales shall be interlocked so that a new batch cannot be started until the
weighing hoppers have been completely emptied of the last batch and the scales
are in balance.

3) The quantities of all materials for concrete should be accurately measured by


weight in weight-batching equipment with an accuracy that complies with the
following tolerances.

mechanism of the device shall be interlocked with the discharging operation of the water,
so that the batching of admixture will be automatic. The device shall be capable of ready
adjustment to allow for varying the quantity of admixture to be batched.

4.2. Mixing

1) Concrete mixing equipment shall be capable of combining all ingredients into a uniform
mixture without segregation. If more than one liquid admixture is used, these shall be
discharged separately into the batch. The plant assembly shall be such as to facilitate the
inspection of all operations at all times.

2) Batching and mixing of concrete shall not commence unless due notice, at least 24 hours in
advance, has been given to the Plant’s Manager, and the employer’s confirmation has
been obtained prior to start of the pour.

3) The quantity of material in each batch shall not exceed the normal continuous rated
capacity of the mixer and the speed of rotation shall be within the manufacturer's
recommended speed.

4) Components shall be fed into the mixing drum so as to ensure the most efficient use of the
mixing period and to avoid any loss of material. In no case shall the mixers be overloaded
above their rated capacity recommended by the manufacturer. Uniformity in concrete
consistency from batch to batch will be required.

5) Quicrete recommends that retempering and re-dosing of concrete is permitted using


admixtures only after consulting the client.

4.3. Transportations
Concrete will be transported from the batching plant to the pouring location by means of
concrete truck mixers, for which rotary mixers will take precautions in case of hot weather
pours.

Upon the truck mixer arrival to the pouring site, the concrete shall be tested for its fresh
properties for acceptance, the person in charge for, pouring or receiving the concrete also
the laboratory technician on site should sign the delivery note after writing the arrival and
departure times of the truck mixer in the delivery note.

The truck mixer is allowed to stay an overall time of 30min on site, this time embraces both
of testing time of the fresh concrete and the pouring time elaborated as 5min+ (1min for each
loaded cubic meter of concrete) this time limitation guarantees a continuous steady flow of
truck mixers.

For achieving a safe operation, good accessibility for the concrete truck mixers should be
provided at the concrete pouring locations together with the sufficient lighting in case of
pouring at night, acute turns and ramps are to be avoided also narrow entrances and outlets.

5.3. OPERATING INSTRUCTIONS

 The Batching Plant Laboratory and Quality organization are provided by Quicrete.
 Inspection and test plan provides the tests to be performed.
 The original of these forms shall be filed by and under the responsibility of the Laboratory
Manager and shall be handed over to the QC/QA upon QC/QA request, for filing in the
Final File of Achievement.

5.4. CONCRETING IN HOT WEATHER
