    1. References:
    a. Memorandum from ACDS, SPD dated September 16, 2022 with the
    subject “Submission of Data Relative to Chinese Kidnapping, Serious
    Illegal Detention, Abduction, POGO/e-Sabong Operations and Fakenews”;

    b. Memorandum from OIC, RS dated September 15, 2022 with the subject
    “Submission of Data Relative to Chinese Kidnapping, Serious Illegal
    Detention, Abduction, POGO/e-Sabong Operations and Fakenews”.

    2. ICOW the above references, as per records from Business Permit and
    Licensing Office (BPLO) of this city, listed below the POGO duly registered in their
    office, to wit:
    a. BILLION DRAGON OUTSOURCE PHILS., INC. located at One
    Townsquare Place BPO Bldg., Alabang-Zapote Road, Brgy Almanza Uno,
    Las Piñas City;

    b. LUCKYSTREAM CO., LTD. CORPORATION located at 2nd Floor, Bldg.


    D. Alabang-Zapote Road, Brgy. Almanza Uno, Las Piñas City; and

    c. XINCHUANG NETWORK TECHNOLOGY INC. located at 3rd, 5th and 10th


    Floor, Alabang-Zapote Road, Brgy. Almanza Uno, Las Piñas City.

    3. On the other hand, this station has one incident of Kidnapping, Robbery in
    Band and RA 10591 (Comprehensive Firearms Law and Ammunitions) and one incident
    of Illegal Detention and Physical Injury but not POGO related incidents. Details are
    the following, to wit:

    a. Kidnapping, Robbery in Band and RA 10591 (Comprehensive Firearms


    Law and Ammunitions) happened on December 14, 2021 11:30PM at
    Pilar Development Corporation, Xin Chuanf Bldg., Brgy. Almanza Uno,
    Las Piñas City. Victims identified as Huang Xiao Long, Liang Boda (both
    Chinese Nationals) and Krizia Estrillia while suspects were Xing Juntao
    (Chinese

    National), Michael Vargas, Ellerie Javier, Elson Obligar, Ronald
    Desuasido and Marianette Salazar. Criminal complaint were filed against
    the said suspects for Kidnapping, Robbery in Band and RA 10591
    (Comprehensive Firearms Law and Ammunitions) before the Las Piñas
    City Prosecutors Office on December 17, 2021 docketed under IS No.
    21L-01398 by ACP Sylvia M. Inciso-Butial and later released by posting
    bail.

    b. Illegal Detention and Physical Injury happened on February 10, 2022


    11:30 PM at 15 Mangga St., Doña Joseafa Subd., Brgy. Almanza Uno,
    Las Piñas City. Victim identified as Xiao Hong Lei (Chinese National) while
    suspects were Emmanuel Gonzales y Rey and Five unidentified Chinese
    Nationals (at large). Criminal complaint was filed against the suspect for
    Illegal Detention and Physical Injury before the Las Piñas City Prosecutors
    Office om February 11, 2022 docketed under IS No. 22B-00178. The said
    complaint was forwarded and on-going trial at RTC Branch 255, LPC by
    Hon. Victor R. Aguba under criminal case number 22-0302 for Serious
    Illegal Detention.
