Vacancy Announcement

ActionAid is an international anti-poverty agency working in over 45 countries, taking sides with
poor people to end poverty together. ActionAid Myanmar’s approach is building capacity among
youth and supporting them to work for the community for short- and long-term development for
their own community. One of its main programs is participatory community development
(includes livelihood, health, education, women’s rights, DRR etc.); through fellowship for young
people to promote development in Myanmar. ActionAid Myanmar has been working in
partnership with Government, the local and national NGOs in different states and divisions.

ActionAid Myanmar is looking for qualified candidate to fill the following position:

Position Title : Program Officer
Requirement : 1 post

Location : Yangon

Duration : 12 months (Extendable)

Compensation : Basic pay starting from 618 USD per month (Salary will be paid in
MMK with monthly bank exchange rate) + other Benefits

Role Overview : Based in Yangon, Program Officer is expected to assist and support the
Project Manager and other team members in carrying out project interventions at the national,
regional and township levels.
Ensuring coordination/correspondence and relationship building with partners and CSO
stakeholders, organization of workshops/events, tracking the progress, trainings, assisting in
monitoring and studies are some of the critical responsibilities.

Key Accountabilities / Responsibilities


Activities Implementation
• Assist Project Manager/Project Coordinator for smooth implementation of governance and
youth thematic program
• Support the Project Coordinator in the development of donor reports and provide partners
with the necessary capacity to report as per donor and AAM requirements.
• Support in organization of trainings, workshop, meeting at both local and national level
government functionaries on related to the project needs.
• Support in the various studies/research undertaken in governance and youth thematic program
• Conduct review and monitoring of the project on a regular basis and report to feed into the
planning of the project
• Conduct regular field monitoring visits to partners and communities to document process and
change; work closely with documentation/M&E officer in the field, solicit feedback from field
teams and provide written reports of monitoring visits to document the progress and issues.
• Maintain and promote meaningful partnership with all stakeholders involved in achieving the
desired outcome of the project.

Communication & Coordination


• Coordinate with necessary government departments at various levels for effective
implementation of the project.
• Network with I/NGOs working in the area for sharing of information and resources.
• Representation at relevant coordination meetings to gain wider understanding of current
situation with regard to governance and youth work and to share information/good project
practices developed.
• Support the development of visibility items, IEC materials and training manuals.

Capacity Building
• Train and coach partner’s field staff and fellows in governance sub-thematic areas like
accountability, participatory bottom-up planning and budget advocacy
• Facilitate building of capacities of partners’ staff, Fellow CBO networks and other
stakeholders on programme implementation including annual plan preparation, field
monitoring, reporting etc
• Assist PC/PM and project implementation team in capacity building of project stakeholders
through linking and coordination with other agencies.

Others

• Support the admin functions/tasks of the project team including procurement, logistics,
printing work, travel arrangements.
• Be responsible to adhere/ comply with approved organizational policies and procedures.
• Any tasks as assigned by line manager.

Education & Certifications

• University degree in a relevant field or significant work experience in the development sector.
Essential Experience

• At least three years’ experience, including work on civil society strengthening and/or
accountable and democratic governance.
• Sound knowledge of and commitment to the Human Rights Based Approach.
• Good understanding on governance structure and system in Myanmar context
• Experience of working in the areas of accountability, participatory planning and advocacy at
the local level
• Experience with partnership and willingness to work with youth and women, diverse ethnic
community
• Good understanding of community empowerment and ability to work with rural communities.
• Strong understanding and working experience of participatory methodologies and
community-based work
• Strong analytical and organization skills and attention to detail.

Language Proficiency

• Good communication and writing skills in both Myanmar and English.

Skills and Attributes

• Knowledge of issues related to civil society and its engagement with partners in Myanmar.
• Experience in small grant management.
• Experience in managing donor-funded projects (desirable).
• Experience in or sound knowledge on organising of events such as CSO platform meeting,
advocacy campaigns and governance and youth related training/workshop
• Strong interpersonal and motivational skills and the ability to work with minimal supervision
• Ability to work with a team and to take initiative.
