2.131(b)(1) Repeat
Handling of animals.
Handling of all animals was not done as expeditiously and carefully as possible in the auction ring. On Thursday March 2

the inspector watched the auction of the hoofstock species including the aoudad and wildebeest.

*One male auction attendant standing near the exit gate was noted waving a long (approximately five foot) plastic stick

with a flag at the end to make the animals move toward the center of the auction ring. The man was noted hitting multiple

wildebeest on the head and body with the flagged end of the pole. The wildebeest reacted by kicking out and running

away from him. The man was observed hitting the animals from behind the swinging protection door (used for people to

get out of the path of the animals).

*The auction attendants at both ends of the ring moved the aoudad from one side of the ring to the other by yelling at

them and waving their arms and the sticks with flags at them. The aoudads reacted by running and jumping. One jumped

over the six to seven foot high auctioneer stand into the area where the auctioneer staff were present. It took a couple of

people to safely capture the animal and remove it from the auctioneer stand.

Hitting and mishandling of animals causes behavioral stress, discomfort and can result in injury to the animals or the the

humans nearby. All animals shall be handled as expeditiously and carefully as possible in a manner that does not cause

trauma, behavioral stress, physical harm or unnecessary discomfort.

Facilities, outdoor.
The weather during the auction included several periods of rain. Several outdoor enclosures behind the barn housing

water buffalo prior to their Thursday auction were uncovered and had no shelter from the rain for the animals. It had

rained Wednesday. The ground in their enclosure was wet and muddy. The animals had no dry ground and no shelter to

allow them to remain dry. The inability to seek shelter from inclement weather may lead to distress to the animals along

with temperature stresses and wet muddy ground. Live animals shall be provided protection to all them to remain dry

during inclement weather. Correct by 5/1/23.

Facilities, outdoor.
Despite several major improvements including the addition of car port like roof structures over some of the outdoor

enclosures and a new gutter system on the barn, several wet enclosures were still noted throughout the auction grounds

on Thursday (dry day). It had rained the day before.

*One enclosure in the barn housing zebu (tag 5073) was wet and muddy with the animals standing in hoof deep mud.

Mud was caked on the legs of the animals. There was no dry area present in the enclosure. The auction was aware that

this enclosure had drainage issues and the inspector was previously told that it would not be used.

*Four of the enclosures (those facing the outdoor enclosures and nearest the barn) under the carport structure adjacent to

the parking lot have drainage issues. The ground in these enclosures was wet and muddy. The bison and water buffalo

housed in these enclosures were standing in hoof deep mud and had no dry area to move to. Their legs and bodies were

covered with mud.

*Several outdoor enclosures without roofs housing water buffalo were wet and muddy. The animals had no dry areas and

were standing in hoof deep mud and muddy water. Their haircoats on their legs and body were coated with mud.

Drainage issues can lead to multiple problems including contamination of feed/hay fed on the ground, contaminated

haircoats/skin of the animals, discomfort to the animals, thermoregulatory issues, odors, fly/pest issues and unstable

slippery footing for the animals. A suitable method shall be provided to rapidly eliminate excess water.

This inspection was conducted with facility representatives on March 2 and March 4 2023. The exit interview was

conducted with the licensee on March 4, 2023.
