ORDINANCE NO. 01, series 2018

AN ORDINANCE APPROVING AND RECOGNIZING THE ORGANIZED BARANGAY


HEALTH BOARD OF BARANGAY COMON, ITS’ FUNCTIONS AND OTHER PURPOSES

WHEREAS, The Local Health Board of Tabaco City recognizes the imperative need of creating a
Barangay Health Governance Body or known as Barangay Health Board for each barangays in Tabaco.
WHEREAS, the barangay Comon as one of the participating barangays has created and organized the
said Barangay Health Board, as one of the health and social welfare services visible in the community.
WHEREAS, there is a need for an efficient, effective and economical implementation of health services
program geared to implement health-related projects and activities.
WHEREAS, the Barangay Health Board will serves as a partner organization to the City Health Office
and Local Government Unit of Tabaco for reaching goals and objectives in terms of health.
NOWTHEREFORE,I Porferio B. Bemida, Barangay Captain of Barangay Comon Tabaco City, Albay,
by virtue of powers vested in me by law, do hereby approve and recognize the organized Barangay Health
Governance Body known as Barangay Health Board, to wit;
SECTION 1. The recognized Barangay Health Board is composed of the following;
Chairman: Hon. Porferio B. Bemida
Vice-Chairman: Ms. Iverlyn B. Mojos (NDP/Nurse II)
Members:
Kagawad on Health: Hon. Purita Bejarin
Brgy. Secretary: Mr. Juan C. Botilo
Brgy. Treasurer: Mr. Manuel Alvin Beren
BHW President: Mrs. Evelyn Torno
BNS Assigned: Mrs. Gina Belleza
SK Chairman: Mrs. Leah B. Iranzo
4 Purok Leaders: Mrs. Ma. Emma Binas
Mrs. Alma Beren
Mrs. Leonora Celestial
Mrs. Veronica Bueza
Mrs. Rosita Buella
Mrs. Cristy Vibal
Pastoral Representative: Mrs. Ester Bornasal
School Principal Representative: Mrs. Lilibeth Lacsamana
Attoc member or sectoral representative: Mrs. Purificacion Belenzo

SECTION 2. The roles and functions of the Barangay Health Board shall be as follows;
Punong Barangay (acts as Chairman of the Board)
1. Prepare the annual barangay health plan, including Budgetary Requirements and other health
related Barangay Resolutions.
2. Ensure complete delivery of primary health care services in the Barangay and the
participation of the community in health programs and activities through assemblies,
counselling and visitations.
3. Monitor and support the community health volunteers.
4. Conduct mortality reviews, together with the midwife and BHWs.
Barangay Health Midwife (acts as vice-chairperson)
1. Give technical assistance in creating Barangay Health Plans and ensure accuracy of health
data for program planning.
2. Prepare Barangay Scorecards, agenda of BHB Meetings and submit monthly updates to the
BHB and to PHN/CHO.
3. Supervise the activities of the BHWs, BNS, and other community health volunteers.
4. Conduct mortality reviews together with the barangay captain and BHW.
5. Monitor and evaluate progress of program and identify gaps and challenges.
Barangay Kagawad
1. Assist the Chairman in Barangay Health Planning and passing of Health-related barangay
resolutions.
2. Ensure the participation of the community in the health programs and activities through
assemblies, counselling and visitations.
Barangay Secretary
1. Acts as secretary of the board.
2. Keep minutes of the meeting.
3. Inform schedule and ensure attendance of the members of the Barangay Council during the
regular barangay meetings, the BHB Plans, programs and activities.
BHW/BNS President or representative
1. Represent the interest and concerns of other BHWs and BNSs.
2. Assists the Chairman and the Vice Chairman in the Barangay Health Planning.
3. Echo programs plans to other BHWs, BNSs and members of the community.
All other members
1. Serve as a link of the barangay and represents its sector and actively participate in any health
endeavour or activities which are or are health related.
2. Gives inputs during planning.
3. Ensure full support and participation of their sectors.
SECTION 3. The Barangay Health Board shall meet at least once a month or as often as may be
necessary. Majority of the board constitute a quorum.
SECTION 4. Funding. The barangay shall allocate funds to support the operation of this
ordinance as necessary.
SECTION 5. Compensation. The chairman and other members of the Barangay Health Board
shall perform their duties without remuneration. Members who are not government employee shall be
entitled to necessary travelling expenses and allowances chargeable against funds of the Barangay Health
Board, subject to accounting and auditing rules and regulations.
SECTION 6. Effectivity. This order shall take effect immediately.
