    A BILL
    To allow Federal law enforcement officers to purchase retired
    service weapons, and for other purposes.

    1 Be it enacted by the Senate and House of Representa-


    2 tives of the United States of America in Congress assembled,
    3 SECTION 1. SHORT TITLE.

    4 This Act may be cited as the ‘‘Federal Law Enforce-


    5 ment Officer Service Weapon Purchase Act’’.
    6 SEC. 2. PURCHASE OF RETIRED HANDGUNS BY FEDERAL

    7 LAW ENFORCEMENT OFFICERS.

    8 (a) IN GENERAL.—Not later than 1 year after the

    1 eral Services shall establish a program under which a Fed-
    2 eral law enforcement officer may purchase a retired hand-
    3 gun from the Federal agency that issued the handgun to
    4 such officer.
    5 (b) LIMITATIONS.—A Federal law enforcement offi-
    6 cer may purchase a retired handgun under subsection (a)
    7 if—
    8 (1) the purchase is made during the 6-month
    9 period beginning on the date the handgun was so re-
    10 tired; and
    11 (2) with respect to such purchase, the officer is
    12 in good standing with the Federal agency that em-
    13 ploys such officer.
    14 (c) COST.—A handgun purchased under this section
    15 shall be sold at the fair market value for such handgun
    16 taking into account the age and condition of the handgun.
    17 (d) DEFINITIONS.—In this section—
    18 (1) the term ‘‘Federal law enforcement officer’’
    19 has the meaning given that term in section
    20 115(c)(1) of title 18, United States Code;
    21 (2) the term ‘‘handgun’’ has the meaning given
    22 that term in section 921(a) of title 18, United
    23 States Code; and

    1 (3) the term ‘‘retired handgun’’ means any
    2 handgun that has been declared surplus by the ap-
    3 plicable agency.
