Gun Control is Unconstitutional and Needs to Be Repealed
Rep. Lauren Boebert’s Shall Not Be Infringed Act is a comprehensive repeal of every Second Amendment infringement passed by
the 117th Congress and signed by President Biden. This includes the gun control contained in (1) the Cornyn-Murphy Sellout,
known as the Bipartisan Safer Communities Act, (2) the Violence Against Women Reauthorization Act of 2022, (3) the Consolidated
Appropriations Act of 2023, and (4) the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023. Cosponsoring
Rep. Boebert’s legislation sends a strong message that the Second Amendment SHALL. NOT. BE. INFRINGED.
Sec. 2: Repealing Consolidated Appropriations Act of 2023 Gun Control
Public Law 117-328 enacted the following gun controls 1 which are unconstitutional and repealed by this act:
1. Massive 14.1% ATF Budget Increase to Facilitate Biden’s Pistol Ban; 2

2. $14.4 Million for ATF’s NTC Budget to Maintain it’s Illegal Near-Billion Record Gun Registry; 3
3. $700+ Million in Funding Available to Bribe States to Pass “Red Flag” Gun Confiscation Laws; 4
4. Directing VA Medical Centers to Utilize Confiscation Orders on Vulnerable Veterans; 5
5. Department of Education to Push “Safe Storage” of Parents’ Firearms; 6
6. Funding for VA 7 and HHS 8 to Maintain “Gun Storage Maps” to Keep Tabs on Where Veterans Keep Guns;
7. New Annual Compensation for Families of Deceased ATF Agents Could be an Indication of Upcoming Gun
Confiscation; 9
8. Gun Control Earmarks for “Orchid Healing Circles” and More!; 10
9. Dickey Violations Galore While CDC Suppresses Self-Defense Statistics; 11
10. Programs Discouraging Women from Exercising their Second Amendment Rights; 12
11. Anti-Gun “Community Violence Intervention” Initiatives; and 13
12. “Violent Anti-Government Ideology” and “Domestic Radicalization Research”. 14
Sec. 3: Repealing Bipartisan Safer Communities Act Gun Control
Public Law 117-159 enacted the following gun controls which are unconstitutional and repealed by this act:
1. Bribed states with tax dollars to impose Red Flag Gun Confiscation laws, even if they did not already have such a law; 15
2. Broadened the definition of who is a “gun seller”—thus increasing the number of FFLs—which became a backdoor
way for the Biden Administration to impose Universal Background Registration Checks just as GOA predicted; 16
3. Imposed federally mandated waiting periods on certain adults before they can purchase rifles which GOA is
challenging in court; 17 and
4. Disarmed law-abiding adults for misdemeanors; 18 and more. 19
Sec. 4 and 5: Repealing Violence Against Women Reauthorization Act of 2022 Gun Control
While GOA members were successful in demanding some gun control be struck from the original Violence Against Women
Reauthorization Act (VAWA) proposal, the following gun controls 20 were retained and are repealed in this act:
1. Sections 1101-1102: the NICS Denial Notification Act to launch criminal investigations into firearm transfer
background check denials—even though 9 out of 10 times the system falsely denies a law-abiding citizen; 21 and
2. Section 1103: funding for ATF to deputize local police to enforce federal gun laws, especially to undermine Second
Amendment Protection Act (SAPA) states. 22
Sec. 6: Repealing James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 Gun Control 23
In this military funding appropriations which became Public Law 117-347, there was a provision (Section 595) which created a
program for storing firearms which can be used to justify a nation-wide mandatory safe-storage program which is repealed by
the Shall Not Be Infringed Act. 24
