RECOMMENDED ACTION
1. Introduce the attached ordinance, waive reading, and continue to May
23, 2023 for adoption with an effective date of June 4, 2023.
2. Delegate authority to the Department of Personnel Services to prepare
the appropriate salary schedule to implement approved adjustments.
3. Raise the auto-allowance from the current rate of $500/month to
$550/month consistent with Department Heads and $575 to $625 for
District 5 based on the larger geographic size.

BACKGROUND
In 2001, the County Executive brought forward an ordinance amendment to
change the Board Members’ salaries from 55% of a municipal court judge
salary to 55% of a superior court judge’s salary. In 2006, the ordinance was
further amended to adjust the date used to determine the appropriate
Superior Court Judges’ salary, in order to coincide with the effective date of
the Superior Court salary increases.

Salary levels for the Board of Supervisors have not been reviewed for
market comparability since 1991 when salaries were established at 55% of
municipal judge salary level. The change from municipal court judge salary
to superior court judge salary in 2001 was due to the elimination of all

municipal court judge positions within the County as a result of the


unification of Municipal and Superior Courts in Sacramento County.

The County of Sacramento contracted with Ralph Andersen & Associates


(Consultant) to conduct a compensation survey of Elected Board Officials in
the established market for Sacramento County in order to review the current
pay practice and salaries. Total compensation data was collected for the 15
jurisdictions which make up the Sacramento Area as defined by Chapter
2.87 of the Sacramento County Code and confirmed in 2023 by the Board of
Supervisors. The analysis showed that salary rates for Board Members are
significantly below both the market median, and that the rate of 55% of
superior court judge salaries is also significantly below the percentage used
by other agencies with like salary setting measures.

The Consultant collected data for all 15 provided survey agencies, and
recommended that an optimized market of 11 jurisdictions be utilized to
ensure the comparability of matches.

The Consultant and Department of Personnel Services recommends the


following approach:

Salary
Use the median percentage of Superior Court Judge’s salary. This is the
standard that has been historically used, per Sacramento County Ordinance,
for setting Supervisor salaries. If this method is continued, it is
recommended that the percent of salary be increased to 75% of Superior
Court Judge salary, which is the median percentage used by other
jurisdictions utilizing this method. This would result in an increase of
approximately 20% to the Board of Supervisor salaries.

Automobile Allowance
The information collected by the consultant shows that automobile allowance
amounts vary by agency and, in some cases, by position. Further surveying
for the full market shows that when reviewing the auto allowance outside of
individual classes the market median is $550/mo. This is the survey data
which has been historically used when setting and reviewing the automobile
allowance. This increase reflects the changes in cost of vehicle operation and
maintenance since this benefit amount was last adjusted. It is therefore
recommended that the auto allowance for Board Members be increased from
$500/month to $550/month with the exception of District 5 which has a
larger geographic area. District 5’s recommendation is to increase the auto

allowance from $575/month to $625/month. It is additionally recommended


that adoption of this method also include the change that the Board of
Supervisors would receive any auto allowance adjustments provided to
Department Heads. This will also align the Board allowance with the other
Elected Officials, for which the automobile allowance was increased to $550
in 2005. The methodology of using the higher starting rate for District 5 will
continue as long as the District continues to be a larger geographic area.
The automobile allowance is in lieu of all mileage reimbursement for official
travel within Sacramento County.

FINANCIAL ANALYSIS
The total cost, including auto allowance, will result in an increase of $19,750
for the remainder of FY22-23 and $173,296 for FY23-24. The County
Executive Office will monitor the Board’s budget and determine if
adjustments will be necessary for year end.
