EXECUTIVE ORDER NO. 020A

AN ORDER FOR THE ESTABLISHMENT OF THE IMPLEMENTING TEAMS OF THE RPRH LAW
IN BARANGAY SAN JOAQUIN NORTE, AGOO, LA UNION
WHEREAS, Republic Act 10354 or The Responsible Parenthood and Reproductive Health Act of
2012 took effect on January 17, 2013, which has become the focal point for convergence of multi-
sectoral efforts toward the improvement of health outcome;
WHEREAS, President Rodrigo Roa Duterte’s 10-Point Economic Agenda has strategically and
explicitly included the full implementation of the Responsible Parenthood and Reproductive
Health (RPRH) Law to enable, especially the poor couples, to make informed choices on financial
and family planning;
WHEREAS, President Duterte issued Executive Order No. 12 to mandate the Department of Health
(DOH), Commission on Population and Development (POPCOM), Department of the Interior and
Local Government (DILG), and other relevant agencies, including local government units (LGUs) to
attain and sustain zero unmet need for modern family planning;
WHEREAS, DILG issued MC 2020-132 providing Guidelines for the Establishment of the
Implementing Teams of the RPRH Law in Local Government Units.
NOW, THEREFORE, I, VICENTE G. SIGMAN JR., Punong Barangay of barangay San Joaquin
Norte, Agoo, La Union, by the power vested in me by law, do hereby order the following:
Section 1. Composition. The Barangay Implementing Team shall be composed of the

following:

Section 2. Functions
a. Conduct regular quarterly meetings and special meetings when necessary;

b. Formulate policies necessary to promote the Programs on Population and Family Planning
which will cater the basic needs of men and women;
c. Prepare Annual Work and Financial Plan (AWFP);
d. Prepare and submit Semestral Accomplishment report based on AWFP.

Section3. Meetings
a. The Implementing Teams shall conduct regular quarterly meetings. Special meetings may
be conducted when necessary;
b. The agenda of such meetings shall include, but not limited to the development and
implementation of policies/programs/projects/activities (PPPAs) relative to the
promotion and fulfillment or RPRH Law specifically localizing the national program on
population and family planning;
c. The meetings conducted shall be supported by Minutes of Meetings duly signed by the
Secretariat Head, Notices of Meetings, Attendance Sheets and pictures, if available;
d. The conduct of these meetings should adopt the new normal protocols;
e. The minutes of the meetings, agenda and summary of agreements, as approved by the
Chair of the Implementing Team shall be forwarded to the Commission on Population
Regional Office every end of the quarter.
Section 4. Plans and Budget
The Implementing Teams Annual Work and Financial Plan (AWFP) may include, but not
limited to the following activities;
i. Undertake information, education and advocacy campaign on RPRH to give prominence to

the implementation of family planning in the country
ii. Conduct capacity-building programs for all stakeholders involved in the implementation of
the RPRH PPPAs
iii. Provide services to all men and women regarding the programs on population and family
planning
iv. Create and establish systems on effective coordination with the national agencies involved
in the promotion and implementation of the RPRH
v. Institute policies and programs to promote the welfare of men and women on RPRH
programs aligned with the national thrusts
Section5. Reporting
Submission of LGUs semestral report to the Office of the Mayor via electronic means, is
every 20th of January and July of each fiscal year.
Section 6. Effectivity
This order shall take effect immediately.
