I. SUMMARY
II. AGENDA DESCRIPTION
This item seeks approval of a service agreement for the operation of a homeless shelter in a building located at
166 Riverside Industrial Parkway. The building will be owned by DC Blueberry LLC and managed by DC
Management LLC. The City and Maine Immigrants’ Rights Coalition will act as the service providers for the
operation of the shelter. The project will be funded by a $4,596,160 grant from Maine State Housing Authority
to DC Blueberry LLC and the Center for Regional Prosperity. All expenses to purchase, renovate, furnish, and
operate the building for the three-year term of the agreement will be paid for by the developer with the grant
funds. The City will be responsible for being the primary service provider to operate the shelter for the first 18
months of the agreement and will be reimbursed through the General Assistance program. At the end of that
18-month period, Maine Immigrants’ Rights Coalition will take over the responsibility for operating the shelter.

Five affirmative votes are required for passage after public comment.
