ABSTRACT
This report will clarify the First Alienation in Cadastral Survey in Malaysia. In this report will
based on the Pekeliling KPUP under JUPEM. The First Alienation Survey is one of the Types
of Title Survey. The Title Survey means any survey which by any written law is required for
connection with the registration of any title to land and includes the determination of the
boundaries of any land and replacement or removal of boundary marks. The surveys required
for the correct interrelation of boundaries or boundary mark and the marking according of all
measurements and calculation’s relevant to it, and the drawing reproduction of the plan from
that place.

CHAPTER ONE: INTRODUCTION


1.1 EXECUTIVE SUMMARY

The First Alienation of land can be defined as a state land which has alienated for the first
time. In relation to the National Land Code (Section 83):

i. Land shall be surveyed according NLC Sec. 396


ii. Determine the boundary as close as possible to which it has been indicated in the
requisition plan.
iii. Maintain the approved are (in certain circumstances, it may slightly differ, but not
exceed to any substantial extent).
iv. Refer to State Authority if the area differs too much:
a. If the differences are considered substantial, the Director of Survey should
refer to the State Authority as required NLC Sec 83(3).
b. This rule do not apply to lands within a defined boundary.
c. The field surveyor could use the following table as a guide in case of any area
discrepancy:

1.1.1 NAME OF PROJECT


REPORT OF ALIENATION PROJECT – PROCESS TO GET THE TITLE

1.1.2 LOCATION
The location of our survey is done at nearest with Dewan Sri Semarak Universiti Teknologi
Mara Cawangan Perlis Kampus Arau Lot PT7460. From the traversing we found that there
no compliments at our survey site.

1.1.3 AIMS AND OBJECTIVE

- To explain the practice and recording of survey data as carried out by JUPEM, linear
misclosure and corrections to bearing, calculation of area and coordinates, preparation
of Calculation Volume (CV).
- To recognize the maximization of environment, social and geographic knowledge
advantages. We conducted facilitated that analysis defining cadastral and land of
lecture, which will encourage benchmarking and performance development.
- To obtain more details and knowledge regarding cadastral surveying by more
alertness in any survey works.
- To plant or marked boundary mark on the surface of the earth.
- To produce the Certified Plan.

2.5.1 SCOPE OF WORK

The field where the works to be done are defined in an arrangement. In doing this project we
are trying to completely survey what we have saw at the lot.

Furthermore, when we are doing the survey works there are a some of problems that
we need to face it such as the blocking of traversing because there have trees and pool. A
few of lack equipment that we used was broken so we need to check before doing survey
works and we need to change it.

In the beginning, the aims and the objective to measure in all area of the work was
finished with good briefing by our lecturer. My team members also give the cooperation while
doing the survey works and good in handling the equipment.

During lecture of e-Cadastral will be required to understand the weekly reports


consisting calculation of c-correction, m-correction for traversing calculation and we also know
hoe to make the temporary adjustments and instruments calibration.

All of this project and report should be done and submit before 3 rd of July 2020. Lastly
thanks to the team who gave the whole responsibilities and supportive when finishing this
project report.

2.2.1 RELATED PLAN

1. FIELD TRACING
- Can be defined as a plan that produces by Director Survey Mapping Malaysia (DSSM)
under the cadastral section. The purpose of producing this plan is to create for every
new requisition of the survey (RS) especially for works related to the First Alienation
Survey. All information data will be traced using computer by using CAD software. The
information based on the requisition of the survey which referring to the Certified Plan
(CP). A new line or boundary mark will follow survey application and computation
method will be applied to determine the new boundary mark. There are few important
information that needs to be displayed on Field tracing such as:

i. A new line will be a red line which is bearing, distance, and the area must show on
this plan.
ii. Sub-plan. (for example, location plan)
iii. North Arrow, and details such as State, District, Scale
iv. Type of Survey, (sub-division)
v. The road reserve, (forest reserve, railways)
vi. Coordinate-sun observation
vii. Standard Sheet Number
viii. Certified Plan Number

2. PRE-COMPUTATION PLAN

- According to Section 5 National Land Code (NLC) 1965,” Pre-Computation Plan” can be
described as a plan of the survey layout of the lots prepared by Director of Survey and Mapping
or licensed land surveyor. It is showing the intended new boundaries and area of those lots
which are based on computed from existing survey data and other relevant data, where the
linear misclosure of the computation is not less than one part in four thousand.
This plan is needed for any survey application (PU-Permintaan Ukur) such as the
application of the first alienation, subdivision partition, amalgamation, and others that relate to
the land title. Basically, land surveyors are responsible to prepare the pre-comp plan based
on the approved layout plan. There is some information needs to be included within then pre-
computation plan such as:
i. Title to state the purpose of carrying out the survey.
ii. Location plan according to scale showing title, scale, north direction together with
data to help the identification of the location of the lot such as boundaries and lot
number.
iii. Lot plan or the original lot, which is related to the purpose of the survey.
iv. Dimension and bearing together with the area and the proposed lot
v. The width of road reserve, river reserve and other types of reserve
vi. North direction and scale
vii. Another necessary information

2.3.1 INSTRUMENT CALLIBRATION

1. ELECTRONIC DISTANCE MEASUREMENT (EDM) BASELINE TEST


The number of measurements on baseline (minimum 20 observations) can be used to test
the performance and reliability of the instrument and determine its accuracy against the
manufacturer’s statements and specific minima standards.
Test to detect errors in EDM:
a. Zero constant or index error
b. Scale error
c. Cyclic and periodic error

The set of the total station (EDM) must do a calibration at the EDM Teast Site as follows:
a. Every 6 months
b. After services
c. If any changes of parts in the total station
d. Any broken parts due to fallen (accidents)
e. The distance measurements (Face Right and Face Left) is not consistent.

2. DIFFERENTIAL FIELD TEST (DFT)

a. The DFT should be carried out at the starting new survey job.
b. It is essential to ascertain if the EDM is the acceptable working order.
c. The DFT can be done on the traverse line which is on the first line or second line of
the traverse (new job).
d. Any title survey works which started using two CRM, and it is the visible sight, the
DFT should be made on this line.
e. If exist any difference of distance between direct observation (Total Station)
compared from any two results of two CRM stations should use a final distance. The
difference limit is not exceeding 0,020 meters.
f. If the difference exceeding 0.020 meters, the action following must be taken if:
i. DFT does not exceed 0.010 meters, determination CRM must be done again.
ii. DFT exceed the limit: the total station should make calibration.

DAILY CHECK

a. The daily test should be carried out at the start of the everyday job.
b. It can be done by re-measuring the distance of the last surveyed line on the previous
day.
c. If the error is greater 10mm, the differential test neds to be carried out to determine the
EDM in acceptable working order.

2.3.2 HORIZONTAL CONTROL


Horizontal positions of permanent monuments around a facility or project site can be
established by the number of survey techniques.
These are includes traditional methods which are traverse, triangulation, or trilateration
surveys from an established geodetic network on an installation or region (e.g., NSRS).
Alternatively, GPS methods can be performed to extend control from an established network
to the project site.

TRAVERSE
A traverse is a series along the lines or network which observes using instruments such as
Total Station in the field by collecting the distance and bearing. In conventional surveying by
traversing, the act of marking the positions, that are the most fundamental and usually
practised in identifying the relative measurement of position. There are two types of traverse
which are Closed Traverse and Open Traverse.

2.4 DATA PROCESSING


CHECKING FIELDBOOK

1. Calculate or checking the Solar Observation.


2. Reduced all data in the Final Bearing.
3. Applied C and M correction.
4. Calculate Final Bearing and Final Distance.
5. Compute traverse precision (> 1:8000)
6. Sketch a complete traversing diagram and lot
7. List down the traversing station number, radiation line, and lot lines.
8. List out the old stones are found during the survey.
9. Find a suitable baseline and third mark.
10. Calculate all stones either in a good position or not, if out of position must be refixation
and missing stones must be replaced.
11. Calculate the additional boundary stones (sub-division, partition, etc.)
12. Final survey- offset to refixation, replace nd additional stones.

TRAVERSE ADJUSTMENT
After the c-correction and M-correction were applied in the closed traverse, the traverse
adjustment needed to eliminate the remaining errors (linear misclosure) by using adjustments
in the cadastral surveying such as:
a. The Bowditch method
b. The Transit method
c. The least square adjustment.

THE BEARING ADJUSTMENT


The two corrections in the field book are needed to be applied to minimeze the error on the
traverse. This error may be come home from the instrument handling, a systematic error in
traverse, random error, or human error, the closed traverse as described in the previous
chapter is capable of checking the data accuracy (bearing).
1. C-CORRECTION
- Is applied to the closed traverse, i.e. polygon and link traverse. It used as a correction
of the bearing misclosure.
- The bearing errors in a complete traverse are called the ‘C’ correction, and it is
distributed through all the lines of the network, but not exceeding 25 stations or
equivalent to 1 kilometre.

2. M-CORRECTION
- The M-correction is referring to meridian correction where the correction of the
orientation (bearing) is applied in all traverse networks.

2.5 FINAL PRODUCT


CERTIFIED PLAN
In general, the Certified Plan or CP is a final product in the cadastral surveying. This plan
reflects all the materials on the ground into a plan. It described all information of boundary limit
and important data, e.g. area, bearing, etc. into the plan either in hard copy or soft copy.
Another definition of CP is a CP with coded number, has been a proven by Director of
DSMM, also known as a PA (PELAN AKUI). It provides a complete and permanent data to
identify an alienated land as stated from any proprietor issued by the government. It shows a
border for land administration.
The definition of CP by DSMM: Certified Plan is going to be prepared in the following
file format given by the DSMM. It shows the lot boundary in various scales with a given
Certified Plan number. Information about the bearing, distance, lot location, lot number and
area also known.

CHAPTER FOUR: CONCLUSION


4.1 COMMENT
- I enable to know how to use AutoCad software and transfer the data.

- I have learn how to handle and use the instrument that involved in this project.

- I learnt how to overcome our problem while doing this practical.

4.2 CONCLUSION
The task given is quite complicated and challenging for me. Moreover, I can not give more
concentrate during online class because I had a few issues with my environment such as
internet problems when online class was ongoing. However, thank you to our lecturer who
gave good guidelines and more knowledge for me until I can finish my practical report.

In the making of this report, I enable to know more about how to use Auto Cad software and
transfer data in Cadastral Survey. Next, I have learned more things about KPUP which is the
Standard Operating Procedure (SOP) that we need to follow during survey works and
computed the data. Moreover, I have learned to overcome the problems while doing this
practical and calculate the data.

Overall, Cadastral Surveying is one of the branches surveying for purposed of land
registration, gazette, boundary marking, boundary verification, and other related to land
administration. When I am making the First Alienation Report, I feel like I am a surveyor that
conducted the survey works and produce the plans.

INSTRUMENTS

1. TOTAL STATION
- An electronic instruments used in modern surveying and building construction that
uses electronic transit theodolite in conjunction with EDM with 10” of accuracy.

2. THEODOLITE
- Used to measure horizontal, vertical angles and for solar observation. It is precision
instrument for measuring angle in the horizontal and vertical planes.

3. TRIPOD
- A device to support any one of number of surveyor instruments such as total station,
theodolite, prism, level and transits.

4. PRISM
- A glass or other transparent object in the form of a prism, especially one that is
triangular refracting surface at ab acute angle.

- To mark the boundary and to makes as the location of total station. The hammer
