In the interest of the service and in view of the transition in the leadership of
the agency, the following Assessment and Certification related Certificates shall
bear the signature (electronic specimen signature provided) of the undersigned as
the Director General of the Technical Education and Skills Development Authority
(TESDA) effective 13 June 2023;
1. E-National Certificate (e-NC) (applicable for NCR and Certification Office):

2. E-Certificate of Competency (e-CoC) (applicable for NCR and Certification
Office):
3. National Certificate (NC):
4. Certificate of Competency (CoC):
5. Trainer’s Methodology Certificate (TMC):
6. Certificate of Competency under Trainer's Methodology:
7. National TVET Trainers Certificate (NTTC): and
8. Provisional National TVET Trainers Certificate (Provisional NTTC).
Section 6.8 of Operating Procedure on Competency Assessment (TESDA-

OP-CO-05, Rev. 00) shall be followed in the preparation of NC/CoC, while TESDA
Circular No. 20, series of 2014 shall be followed in the preparation of TMC and
NTTC.
To provide guidance in the printing of Assessment and Certification related

Certificates, the following format shall be adopted in affixing the e-signature of
Secretary Suharto T. Mangudadatu;

Attached is the sample template for reference and guidance.
Further, the following are hereby clarified:
1. All issuances of assessment and certification-related certificates, where

assessment is conducted before 13 June 2023, shall bear the signature
of Director General Danilo P. Cruz.
2. ALL assessment and certification related certificates shall also bear the
ORIGINAL (not facsimile) initial of Provincial/District Director.
This Circular shall take effect as indicated.
