DELETION OF NAMES UNDER MGNREGS

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether it is a fact that names of nearly one crore workers have
been deleted under Mahatma Gandhi National Rural Employment
Guarantee Scheme (MGNREGS) citing various reasons, if so, the
details thereof and the reasons therefor, State-wise;
(b) whether there has been a hike of 244.3 per cent deletions during
2022-23 as compared to 2021-22 and if so, the details thereof,
State-wise;
(c) whether it is a fact that the MGNREGS aimed to minimize
distress migration among rural masses, but now the technology
use seems to reverse the trend;
(d) whether the Government has any plan/proposal to alter the
spirals in deletions and ensure that systemic errors do not take
place at the cost of withdrawing financial support and social
security for a large population in the country;
(e) if so, the steps taken by the Government to reinclude the names
of those beneficiaries whose names got deleted due to system
error along with plans to mitigate the risks of errors in the names
of beneficiaries and if not, the reasons therefor; and
(f) the details of the steps taken by the Government to ensure
accountability of low-level officials to errors made in
programmes like the MGNREGS?

(a)&(b): State/UT-wise details of workers involved in the deleted job


cards and percentage against financial year 2021-22 under Mahatma
Gandhi National Rural Employment Guarantee Scheme (Mahatma
Gandhi NREGS) during the last two financial years 2021-22 and 2022-
23 are given at Annexure. The various reasons for the deletion of job
cards are given below:

i. fake job card (incorrect job card)


ii. duplicate job card
iii. now, not willing to work
iv. family shifted from Gram Panchayat permanently
v. single person in job card and the person is expired

(c): No, Sir.

(d)&(e): Updation of Job Cards is a regular exercise conducted by the


States/Uts. As such ‘system error’ is not a defined reason for the
deletion of job cards.

(f): Implementation of the Scheme is the responsibility of State


Governments and several provisions for proper implementation have
been provided in the Mahatma Gandhi National Rural Employment
Guarantee Act (Mahatma Gandhi NREGA), 2005. As per Section 25 of
the Act, whoever contravenes the provisions of this Act shall on
conviction be liable to a fine which may extend to one thousand
rupees.
