REORGANIZATION AND COMPOSITION OF THE BARANGAY PHYSICAL FITNESS AND

SPORTS DEVELOPMENT COUNCIL (BPFSDC)
WHEREAS, Article XIV, Section 19 (1) of the Constitution provides that “The State shall
promote physical education and encourage sports programs, leagues competitions, and amateur sports,
including training for international competitions, to foster self-discipline, teamwork, and excellence for
the development of a healthy and alert citizenry;
WHEREAS, Republic Act No. 6847 created the Philippine Sports Commission (PSC) under the
Office of the President to carry out this Constitutional mandate in coordination with the various
government department and agencies and private entities;
WHEREAS, in order to ensure the implementation of the national Policy and Program of
“SPORTS FOR ALL” , Section 7 (m) of Republic Act 6847 provides that the Philippines Sports
Commission shall encourage, promote and sustain the creation and establishment of regional, provincial,
municipal and barangay or school district sports promotion and development councils, composed of
officials from the DepEd, DILG, local government officials and representatives of the private sector,
which shall initiate, conduct and coordinate sports activities in their respective jurisdiction;
NOW, THEREFORE, I _________________________________, Punong Barangay,

by virtue of the powers vested in me by law, do hereby order:
Section 1. Reorganization and Composition of the Barangay Physical Fitness and Sports
Development Council. Pursuant to Executive Order No. 63, there is hereby a reorganized “Barangay
Physical Fitness and Sports Development Council” to be composed of the following:

Section 2. Duties and Functions of the Barangay Physical Fitness and Sports Development
Council, The BPFSDC shall have the following duties and functions.
1. Plan and formulate a blueprint for the short, medium and long-term for
The sectoral sports based on the National Policy and Program of “SPORTS FOR ALL”,
including a well synchronized year round calendar of sports activities and competitions
culminating in a national “PALARONG PAMBANSA”;
2. Conduct local “SPORTS SUMMITS” in consultation with other public and private entities
concerned to identify and prioritize sports programs and activities in their respective localities
and areas of concern and to monitor, review and validate their program;
3. Oversee and ensure the implementation of the physical fitness and sports program and
activities in their respective areas of concern, i.e. DepEd for physical education and sports,
DILG and LGUs for community-based sports;
4. Disseminate proper information on the national policy and program, including their local
programs to encourage the active participation of their constituents on physical fitness and
sports activities;
5. Assist in the identification, recruitment and training of gifted and athletes from their
areas to ensure a wide base for the selection of national athletes who will represent the
country in international sports competition;
6. Submit a quarterly report to the Chairman of the National PFSDC and copy furnish a copy
of the same to the Philippine Sports Commission; and
7. Perform other functions deemed necessary to promote and implement the National Policy and
Program.
Section 3. Meetings. The BPFSDC shall meet at least once a month or as

as often as may be necessary.
Section 4. Effectivity. This Order shall take effect immediately.
