Re: Youth Force Ministries Church International Vision for the Launius Furniture Properties

Dear Mayor Ragland,

I represent Youth Force Ministries Church International, Inc. (hereafter “Church Int’l” or
“the church”). This letter is a follow-up to my appearance and comments at the City Council
meeting on April 17, 2023, to speak about the Church’s purchase of the property formerly owned
by Launius Furniture on Louisa Street in Warrior.

First, I apologize again for not being in a position to adequately address this matter at that
City Council meeting in April. Our legal team thought it would be unwise for me to speak about
the church’s vision until the legal team had a full understanding of the facts, tax treatment, use
provisions, and practical impacts of the church’s vision for the use of the Launius property.
While our work on those matters continues, I am now much better positioned to share details
with you, and I believe you will be pleased with the vision.

Church Int’l has been blessed with growth over the last two and half years. Robin D.
Bullock and Robin Y. Bullock—the two main leaders of the church—understand that the Great
Commission given by Jesus to His disciples commands us to take the Good News to the world,
the nation, and the city. The church and its leaders aim to leave those around them better than
they found them—to leave a lasting impact that touches the lives of the people of Warrior. And
they believe that Warrior is a city that has been chosen to serve as a model for that effort.

Specifically, Church Int’l believes that when a church prospers, it must bless the city it
inhabits. The church wants to continue to breathe life and hope into the city—to play its role in
continuing to build this fine city into a unique model for other cities across our nation in which
the church and civic and business leaders work hand in hand to fulfill a joint mission that leads to
prosperity for one and all. One way for Church Int’l to bless Warrior is to help empower business
visionaries to fulfill their dreams by providing them with excellent business locations at highly
affordable rental rates. We do not know who the business visionaries will be, but perhaps our
community will be blessed with a new bakery, a clothing boutique, an old-time movie house, a
hamburger/hot dog diner, or a beautiful steakhouse. Our agreement with Mr. Launius is that his
business will remain in the property for several months, and then we look forward to seeing how
the Lord will fill these locations with life-giving businesses.
It is the church’s desire to bless Warrior by providing safe venues for our community’s residents.
And the development will be for the benefit of all people, church members and non-members
alike. We hope to help increase visitors to our city in an effort to not only increase the city’s tax
revenues and businesses’ revenues, but in doing so, to facilitate the church’s efforts to extend its
ministry to all.

Church Int’l asked the legal team to advise how to implement the church’s vision while
also ensuring a positive property tax and sales revenue impact on the City. We are pleased to
report that our research and understanding is that the church’s lease of these parcels to businesses
would not make the businesses or church exempt from property tax on these parcels. Moreover,
as subject to tax laws and regulations and the arrangements of each business that occupies a
church-owned property, each business would pay sales revenues to the City just like any other
business despite the fact that the real estate is owned by the church. Church leadership senses a
calling to do whatever it can to help Warrior, and our vision is that this opportunity would in no
way diminish or harm the City’s tax revenue.
