individuals who I am most grateful for the opportunity to enable me to learn and make a
contribution and gain valuable knowledge with the attachment organization as part of the
requirements to be fulfilled for the award of the bachelor’s of art in accountancy. I am most

Firstly, I would like to thank the almighty God for the precious time and strength that enabled
me to complete my attachment period.

Secondly, I would like to acknowledge the entire choma municipal council for guiding me
and supporting me to gain experience in several fields and making the working environment

Thirdly, I would like to thank my supervisor Mr Brenden Machila for considering his time to
access me in the midst of the corona virus pandemic and also my industrial Mr. Devies
Musenge for allowing me to do my attachment at Choma municipal council.

Lastly, I would like to acknowledge my family for their financial support, prayers and moral
support not only during my attachment period but throughout my course. I cannot end this list
without paying tribute to the entire Almighty Rockview University department of business
for their constructive training and the knowledge they have imparted in me throughout May

EXECUTIVE SUMMARY
This is an attachment report undertaken by Mr Mudenda Chaabilo at Choma municipal
council. The attachment period was from 9th January to 14th April 2023 in fulfilment of the
requirement of the bachelors of art in accountancy at Rockview University, which is
mandatory for all third year students for the period of three (3) months.

The purpose of this attachment where to prepare the student to serve the needs of the industry
and financial statements more effectively upon graduation. This including providing real life
experience and exposure, thus gaining first hand exposure of working in real world, granting
the opportunities to learn more about work experience and getting connected and developing
a professional knowledge, preventing the CV from going trash during job application and
theoretical practice they learnt in the university and enabling me to transform theory into
practical real-life situations.

However, every venture comes with challenges. Among the challenges faced up with are;
Transport due to proximity, person work schedule and place of attachment schedule,
communication with superiors.
CHAPTER ONE (1)
1.1 INTRODUCTION
An attachment offers professional learning experience that entails meaningful, practical work
related to a student’s field of study or career interest. Attachment allows a student to
experience or at least relate to how working in his/her are field of study feels like and
experience a real working environment before they venture out there. An attachment offers
the opportunity to learn and explore different skills in one area of concentration and also
other fields. It allows the employer to bring new ideas and energy into the workplace,
develop talent and potentially build future full-time employees. Attachment is supervised. It
is a structured learning experience that professionally allows the student to gain valuable
work experience in his/her field of study.

At the beginning of my attachment, I formulated several learning goals which I wanted to


achieve like; work in professional environment, to see if this kind of work is a possibility for
my future career, to use my gained skills and knowledge, to see what skills and knowledge I
still need to work in a professional environment, to enhance my communication skills and to
know all the requirement of a professional accountant.

1.2 BACKGROUND OF REPORT.


Accountancy explores the dynamic, fast-paced world of money, shares, credit and
investments. Finance is an essential part of our economy as it provides the liquidity in terms
of money or assets required for individuals and businesses to invest for the future.

My main duty was to assist the finance department with implementation of goals of
department, which included various tasks depending on the daily activities like preparing
vouchers, cashbook, bank reconciliation, issuing cheques receipt book and data report on a
daily basis. However, the foremost area that the attachments specialised is, dealing with all
the financial statements which are the activities of any accountant.
1.3 PURPOSE OF ATTACHMENT / EXPECTED
OUTPUT.
1.3.1 PURPOSE OF ATTACHMENT

The purpose of this report is to explain what I did and learnt during my attachment period at
Choma municipal council. This report is also a requirement for the partial fulfilment of
Rockview University’s degree program. The report primarily focuses on the assignment
handled, working environment, successes and short comings that the students on attachments
did encounter when handling various tasks assigned by supervisor. It is also imperative that
recommendations and suggestion be given reflecting on the student’s shortcomings,
successes, observation and comments.

1.3.2 EXPECTED OUTPUT.

The expected output is that at the end of the attachment, the student should be able to do the
following;

 Should be able to prepare financial report for the company.


 Should be able to prepare the budget for the company.
 Should be able to enter the transactions in the cashbooks for the company.
 Should be able to prepare the bank reconciliation statements for the company.

1.4 PROFILE OF THE ORGANISATION


Choma Municipal Council is a Local Authority located in the provincial capital of Southern
Province. Choma Municipal Council is situated nearby to Zambia Weights and Measure, and
close to Choma Magistrates’ Court. The council is headed by mayor ( currently Javen
Simoloka) who’s elected by the electorates followed by town clerk ( currently Davies
Musenge).Furthermore, additional functions of Local Authorities are promulgated in Cabinet
Office Circulars such as No. 1 of 1995 and No. 10 of 2002.

DEPARTMENT OF CHOMA MUNICIPAL COUNCIL


Department of finance is headed by District Council treasurer

Department of human resource is headed by chief human resource officer


Department of planning is headed by director of planning

Department of engineering is headed by director of engineering

The following are the overall functions of Choma municipal council.

1. Establish and maintain cemeteries, crematoria, and mortuaries and provide for the
burial of the dead and destitute persons who die in the area of the Council.
2. Maintain law and order and effective administration of Local Authorities to ensure
national security;
3. Control the keeping and movement of livestock, slaughtering of animals, sale of meat
and enforce the disposal of diseased animals carcasses or meat which is unfit for
human consumption;
4. Take measures for storage, market and preservation of agricultural produce and
prevention of agricultural produce, conservation of natural resources and prevention
of soil erosion;
5. Provide and maintain supplies of clean water and establish water works and water
mains;
6. Establish and maintain sanitation and drainage systems to facilitate the removal of
refuse and effluent;
7. Provide for the registration of births, marriage, deaths, clubs and enumeration of
persons or property connected with the administration of Council areas;
8. Establish and maintain colleges, schools and day nurseries;
9. Prepare and administer schemes for community participation in development;
10. Establish and maintain fire fighting and prevention services in order to protect life,
property and natural resources from damage by fire;
11. Control persons and premises engaged in manufacturing, preparations, storage
handling, sale or distribution of food or drink including intoxicating substances;
12. Prohibit and control the use of land and erection of buildings in the interest of public
health, safely and orderly development of the Council area;
13. Demolish or remove buildings which are a danger to public health or safety and do
not conform to plans and specifications approved by the Councils;
14. Establish and maintain public amenities such as parks, zoos, gardens, pleasure
grounds, camping grounds, caravan sites and an open space;
15. Establish and maintain hospitals, clinics, health centres and environmental and health
services;
16. Construct and maintain public roads, streets, sanitary lanes, bridges and water courses
and remove all obstacles

2.1 FIELD OF EXPERIENCE
 TIME MANAGEMENT SKILLS

Being aware of the many projects i have on my plate, knowing the deadline for each, and
prioritizing my time accordingly, made me a tremendous asset to Choma municipal council
(finance department). They know they can rely on me, and i feel empowered each time i
successfully meet my client’s needs on time. Whether i keep a detailed calendar, set up
regular reminders on my phone, or have a daily to-do list, stay in charge of my schedule. I
remained flexible, however, for those urgent requests that are thrown my way. Simply
reconfigure my priorities so i stay on track.

 CRITICAL THINKING SKILLS

Good critical thinking is the ability to see the forest and the trees; to see the big picture and
the smallest details. Considering a problem or subject from all angles allows me to apply
accounting practices to both new and old financial information to pinpoint issues and identify
solutions within ethical standards. Employers want to know they can count on me to be an
independent thinker and researcher, to explore options for solving a problem, and to use
deductive reasoning to approach roadblocks.

 PREPARING OF FINANCIAL STATEMENT.

During my period of attachment, I came to know how to prepare financial statement of an


organization. In this field of experience I learnt lot of things which helped me to be called
accountant not only accountant but certified (professional) accountant. This was one of
important experience I got during my attachment period. These financial statements are; trial
balance, income statement, balance sheet, cash flow and footnotes.
2.2 CONTRIBUTION OF THE STUDENT TO THE ORGANISATION.

During my three (3) months stay at Choma municipal council as an attaché, I contributed to
various areas in the organization. My main contributions to the organisation were as follow;

 INCREASED ORGANIZATION PRODUCTIVITY.

During my stay as an intern I improved on the organization productivity by been helpful in


coming with payment amortization modules for the organization making it easier for them to
monitor their payments. I also played a critical role in training other interns on the new
knowledge that they lacked such as the aspect of financial modelling which was relatively
new to many interns this helped the organization in terms of productivity since future interns
will have the necessary knowledge passed to them.

 HELPED THE ORGANIZATION MEET TIMELINE.

Although I was at the bottom level in the organization my work in various organizations
project for clients helped it meet the client’s targets. This is a critical factor since the better
the customer needs are met the more likely they will come back.

 MONITORING ROLE.

I was independent monitor, assigned to monitor all the payments made during the period,
revenue collected during the period and making sure that the vouchers are prepared, signed
and filed alphabetically in a correct box file without misplacing them.

 RECORDING OF FINANCIAL STATEMENT:

As intern at Choma municipal council, I was recording all the financial statement into the
system as well and manually.

2.3 APPLICATION OF THEORIES TO REAL LIFE


SITUATION.
As a student, i applied a number of theories to real life situations. Therefore, example of the
theories applied are, The Historical theory concept, Cost Principle Theory, payment voucher
theory, cash book and bank reconciliation theory

 THE HISTORICAL THEORY CONCEPT,

I applied the historical cost principle to real life situation. The Historical theory concept, is a
basic accounting principle under GAAP. Under the historical cost principle, most assets are
to be recorded on the balance sheet at their historical cost even if they have significantly
increased in value over time. Not all assets are held at historical cost. For
example, marketable securities are recorded at their fair market value on the balance sheet,
and impaired intangible assets are written down from historical cost to their fair market value.
Valuing assets at historical cost prevents overstating an asset's value when asset appreciation
may be the result of volatile market conditions.

 COST PRINCIPLE THEORY

The cost principle theory records assets on the books as each asset is acquired. Assets can be
equipment or real property. These assets can be depreciated over time depending on what
they are. Some assets, such as real estate, may be depreciated for as long as 30 years, while
other assets that need to be frequently replaced, such as computers, might be depreciated for
only three years.

 MATCHING PRINCIPAL THEORY:

The matching principle theory states that all expenses should be compared with the revenues
they helped generate. This theory is critical because it helps ensure that all expenses are
accounted for and businesses are not overstating their profits. Thus, finance department were
making sure that this concept theory applied in real life situation.

 CASH BOOK AND BANK RECONCILIATION THEORY

Reconciliation of the cash book and the bank passbook balances amounts to an explanation of
differences between them. The differences between the cash book and the bank passbook are
caused by: timing differences on recording of the transactions, errors made by the business or
by the bank. In school I got a theory concept on cash book and bank reconciliation. During
my attachment, I saw and know how the banks reconcile with an organization, how
differences come in, and the errors which affect reconciliation.
 PAYMENT VOUCHER THEORY

A payment voucher is a way to record payments made to suppliers and maintain a history of
payments that your business has made. Companies use vouchers to gather and file supporting
documents that are required to approve and track payments of liabilities. Therefore this
helped me apply in a real life situation.

3.0 CHAPTER THREE


3.1 LESSON LEARNT.
 3.1.1 ANALYTICAL DECISION MAKING
Making decisions is part of the daily routine and recorded anywhere. Based with the modern
managerial science skills, it was an advantage analysing situations and making the decisions
that promoted serving customers with clarity something I acquired from the organization and
looking forward to its application in my work life.

 3.1.2 COMMUNICATION SKILLS


Departments within the organization rely on information from one another .I was subjected to
deliver messages to the officers in other departments .I learned on the importance of excellent
communication and use the knowledge, I lacked before joining the organization as an intern
possessed good communication skills both orally and written. This is whereby I was able to
learn on how to communicate with people effectively and pass out information in the right
way. Like for instance explaining to someone on the enquires about his or her documents
 3.1.3 ACCURACY AND EFFICIENCY
Accuracy and efficiency were important tools in the finance departments. I ensured that all
the data captured in the system were correct and timely as required by my supervisor. I
learned that errors can lead to huge losses for an organization.

 3.1.4 TEAM PLAYING SKILLS.

From the organization I learned on the advantage of team playing skills since most of the
tasks where completed in groups. I learned this basic but essential skill since it proved to be
of help especially in work that is required with agency by clients. Since as a group there is
more participation in terms of output and work is divided with team members.
4.0 CHAPTER FOUR
4.1 CHALLENGES

Below are the challenges faced during the attachment period.

 Schedule communication, between my work place and place for attachment.


Sometimes my superiors from my work place could change the time table without
consulting me and that could disturb the arranged time table between my work place
and my attachment place. Communication; the role requires time to time
communication with superiors and colleagues using personal cell phones when out of
the school premises.
 Transport; place of reside, work place and place of attachment were too distant from
each other. As a result it became a huge challenge, since no allowance for transport
was provided.
 Constructive criticism was always present in the organization. I found this as one of
the essential area that I need to work on since constructive criticism and how you
choose to work on it determines how one handles work pressure.
 During the period as attachés, I encountered office politics since we were several
interns from different institutions. For instance it was always a debate on who was
working or dong the best especially within the first few weeks however with time I
learned how to handle the pressure by trying to be more understanding of the fellow
attaches.
5.0 CHAPTER FIVE
5.1 CONCLUSION
Based on my stay at Choma municipal council, I have come to realize that the professional
world out there is very diverse. Indeed the attachment period has enabled me to acquire a
variety of skills and competences and I appreciate. Facing different challenges during my
attachments, my service was also good as I could translate the knowledge accumulated in
class to the real world situation and successfully solve all the problems I encountered.

I improved the skills of inter-personal, listening, presenting skills, being free around people,
conflict resolution and organisation skills.

I also got different ideas from different people at the organisation and also interact with my
fellow students from different institutions who were also doing attachments. This contributed
a lot in terms of knowledge and experience.

5.2 RECOMMENDATION
Following my time as an attaché’ I have the following recommendation to Rockview
University and Choma municipal council.

RECOMMENDATION TO ROCKVIEW UNIVERSITY


Though the university tries in order to make industrial be of help to students by giving them
opportunity to experience real working environment before graduate. There are several areas
they need to work on to make it better.
 FIND INTERNSHIP OPPORTUNITIES ON BEHALF OF STUDENTS.

Following my hustles looking for industrial attachment opportunity, I recommend that the
university seek internship on behalf of students by partnering with several organisations. By
doing so the university will save student’s stress and hustle of looking for attachments.

 EXTEND THE ATTACHMENT PERIOD.

The university should adjust on the period students go for attachment to at least six (6)
months so that students can learn more.

 CONTINUE HELPING STUDENTS IN DIFFERENT WAYS.

Rockview University department of business continue for your constructive training and the
knowledge you’re imparting to all the students out there and helping students in different
ways like offering bursaries to the students who may fail to pursue their dream careers due to
financial problems.

RECOMMENDATION TO CHOMA MUNICIPAL COUNCIL


Following my experience at Choma municipal council from 9 th January to 14th April 2023, I
recommend the following to them;

 OFFER MERE TOKEN TO ATTACHÉ

As an attaché it was always a challenge relying on my parent for all my needs such as food
and transportation. I recommend that the organisation offers mere token of appreciation to
interns since it will help their experience as interns.

 ALLOCATION OF ALL THE RESOURCES TO BE GIVEN ON TIME.

I recommend management of Choma municipal council to arrange things chronologically and


to make sure transactions reaches respective offices on time so that the respective office can
do transaction there and then.

 PRE-SIGNED PAYMENT VOUCHERS

For Choma municipal council (finance department), I recommend them to make sure that
before the payment voucher is fully signed, no payment must be made (No issuing cheques).
This will help an organisation to meet their goals accordingly to the international accounting
standards.
 CONTINUE HELPING STUDENTS IN DIFFERENT WAYS.

As student, am pleased with the current arrangement which Choma Municipal Council
management performing by helping students to acquire the real life experience through
attachment should continue and be taken to greater heights.

FINANCIAL STATEMENTS

There are three basic financial statements: the income statement that measures the revenues
and expenses of the firm, the balance sheet that reports on the assets and liabilities of the firm
and the statement of cash flows that examines the sources and the uses of cash.

APPENDIX B
CONTENTS OF FINANCIAL REPORTS

 Annual reports must contain all the information required in this Appendix as well as a
report issued by the administrator.

 Half-year reports must contain at the very least the Statement of Assets and Liabilities
and the Investment Portfolio Statement.
 All reports must contain the comparative figures for the previous period except for the
Investment Portfolio Statement.
 All reports must be prepared in accordance with International Financial Reporting
Standards.
